Pokémon Sword or Pokémon Shield with The Crown Tundra Expansion Pass is the best-supported answer. The Pokémon Company International said in its Crown Tundra launch announcement that Trainers would be able to encounter every Legendary Pokémon that had appeared in the main series up to that release. The expansion adds those encounters through Crown Tundra exploration and Dynamax Adventures.
That statement describes the broadest encounter pool in one modern game package, not a promise that one save file contains every Legendary without trading, version coordination, events or online access. Your practical total depends on which version you own and how strictly you count Mythical Pokémon, alternate forms and one-time encounters.
Why Sword and Shield with Crown Tundra lead
The Crown Tundra expansion was designed as a hub for returning Legendary Pokémon. Its central collection feature, Dynamax Adventures, lets you travel through a sequence of battles and ultimately encounter a Legendary Pokémon. Crown Tundra’s official materials also describe Legendary encounters during travel through the region itself.
The Pokémon Company International used unusually broad wording in its launch announcement: “With The Crown Tundra, Trainers will be able to encounter every Legendary Pokémon that’s appeared in the main series of Pokémon video games.” That is the strongest official comparison available for this question. It is why Sword or Shield plus Crown Tundra is the quantity leader when the goal is access to the largest Legendary roster through one title and its downloadable content.

The claim needs two qualifications:
- It was made for the Legendary Pokémon that had appeared by the time Crown Tundra launched. Pokémon released in later games were not part of that statement.
- “Encounter every Legendary” is a franchise-level comparison. It does not mean that every player can obtain every one on a single save without version differences, trades, event conditions or other requirements.
What you must buy
You need the matching base game—Pokémon Sword or Pokémon Shield—and The Crown Tundra Expansion Pass for that version. The official product information states that the full Sword or Shield game is required to use the Expansion Pass. Buying Crown Tundra alone does not create a standalone game.
Choose one of the two base-game versions and its corresponding expansion. A player who wants every practical option should plan for version-exclusive encounters and be prepared to trade with another game or save. The expansion is paid downloadable content; the available material establishes the requirement, but not a current price, retailer inventory or promotion, so those details vary by region and date.
Why Dynamax Adventures matter
Dynamax Adventures are the key reason Crown Tundra changes the calculation. Instead of limiting the player to the Legendary Pokémon assigned to a game’s main story, the mode provides a structured way to encounter many returning Legendaries in one expansion. What “the most Legendaries” can mean
Different rankings produce different answers because “most” is not a standardized statistic. Before comparing games, decide which of these measures you care about.
Total species available through the package
This is the most useful interpretation for a buying decision: count distinct Legendary species that can be encountered through the base game and its DLC. Under this measure, Sword or Shield with Crown Tundra wins on the official encounter-pool statement.
One version on one save file
A paired release can divide encounters between Sword and Shield. If a Legendary is available through a different route in the other version, your personal in-game list may be smaller than the combined pool described for the two-version release. A trade can fill the gap, but that is different from catching it yourself in your copy.
Both versions combined
Counting Sword and Shield together gives a broader franchise-package view, but it also makes the comparison less like a single purchase. State explicitly whether you are counting one cartridge or both versions when you make a checklist.

Legendaries versus Mythical Pokémon
Mythical Pokémon are a separate classification, even though players often discuss them alongside Legendaries. Pokémon Legends: Arceus’s official Pokémon page lists Origin Forme Dialga and Origin Forme Palkia as Legendary Pokémon. The same page lists Darkrai, Shaymin and Arceus as Mythical Pokémon. If you include all five in a “special Pokémon” total, label the result as Legendary plus Mythical rather than calling all five Legendary.
Species versus forms
Alternate forms can change what appears on a checklist without adding a new species. For a fair cross-game comparison, count species first and note forms separately. Otherwise a game with prominent form changes can appear to have more Legendaries simply because the list is using a different unit.
Catchable versus encounterable
The Crown Tundra statement uses “encounter.” A player may face an encounter but still need to satisfy a progression condition, use a particular route, observe a one-per-save limit, receive an event distribution or trade for the version-specific result. A robust guide should report both the encounter pool and the conditions required to turn an encounter into a capture.
What you can realistically collect in Sword or Shield
Start with the correct base game
- Buy Pokémon Sword or Pokémon Shield.
- Buy the Crown Tundra Expansion Pass that matches that version. The base game is required; the expansion is not a separate playable title.
- Update the game and install the expansion, then progress far enough to reach Crown Tundra content.
The exact menu labels and progression gates can change with software updates, so follow the prompts shown by your console. The important purchasing rule is the version match: an Expansion Pass for one base game does not substitute for the other.

Use Crown Tundra’s two encounter routes
- Regional exploration: travel through Crown Tundra and investigate its story and locations, where Legendary encounters are part of the region’s content.
- Dynamax Adventures: use the expedition mode to pursue returning Legendary Pokémon through a sequence of Dynamax battles.
Keep a written checklist as you play. Mark whether a Pokémon was caught in your own save, obtained by trade, received from an event or counted only because it is available in the other paired version. This prevents a combined franchise list from being mistaken for a single-save capture record.
Plan for limits before you begin
- Version differences: some paths or targets can differ between Sword and Shield.
- One-per-save encounters: a target may be limited to one successful capture on a save, so do not reset casually after catching it.
- Events and bonuses: certain Pokémon may depend on an event, a special distribution or save-data condition rather than ordinary exploration.
- Online features: some Dynamax Adventure or trading conveniences can depend on online connectivity. The official claim does not guarantee that every route is offline or free of service requirements.
- Trades: completing a species list can require exchanging Pokémon with another player or version.
Where Legends: Arceus fits
Legends: Arceus is the better choice for a different goal: a capture-focused adventure in which surveying Hisui, exploring areas and researching Pokémon are central activities. Its official Pokémon information specifically identifies Origin Forme Dialga and Origin Forme Palkia as Legendary Pokémon, and Darkrai, Shaymin and Arceus as Mythical Pokémon.
That makes Legends: Arceus attractive if you want the act of finding and catching unusual Pokémon to drive the entire game. It is not, however, supported by the available official material as the game with the largest Legendary roster. Buy it for its Hisui exploration and research loop, not on the assumption that it beats Crown Tundra’s franchise-wide encounter pool.

Why ORAS still appears in older “most Legendaries” lists
Omega Ruby and Alpha Sapphire were historically famous for their concentration of Legendary encounters. A PokéBase Pokémon Answers response published in 2015 reported 32 catchable Legendary Pokémon under the assumptions used in that answer. That number is useful context for older guides and explains why ORAS was often described as the leader at the time.

It is not an official, current, franchise-wide total. The response is community material with counting rules specific to the question, and it predates Crown Tundra. Do not compare “32” directly with the Crown Tundra announcement as though both were measured by the same methodology. One is a dated numeric community count; the other is an official statement about the breadth of an encounter pool.
Choosing the right game for your objective
Choose Sword or Shield with Crown Tundra if quantity is the priority
This is the clearest recommendation when you want the largest documented collection of returning Legendary Pokémon in one modern game package. It is also the option most likely to require careful tracking of version paths, one-time encounters, trading and online conditions.
Choose Legends: Arceus if the capture process matters more than the total
Choose it for open-area surveying, Hisui’s research progression and a play style built around finding and catching Pokémon. Keep Legendary and Mythical entries in separate columns on your checklist.
Choose ORAS for a historical Hoenn experience
ORAS remains a sensible choice if you specifically want the Hoenn remakes or are following an older collection guide. The 32 figure should be treated as a 2015 community snapshot, not proof that ORAS currently leads the series.
Common mistakes when counting Legendary Pokémon
- Counting the two versions as one save: state whether your total covers one version, both versions or trades between them.
- Calling Mythical Pokémon Legendary: keep Arceus, Darkrai and Shaymin labeled as Mythical in a Legends: Arceus list.
- Counting forms as species: record a form change separately from the species total.
- Treating an encounter as an automatic capture: note event, progression, one-per-save and online requirements.
- Using an old leaderboard without a date: label the ORAS 32 figure as a 2015 community report.
- Assuming “every” includes future releases: the Crown Tundra announcement referred to the Legendary Pokémon that had appeared by that expansion’s release.
Bottom line for buyers and collectors
For the narrow question “Which Pokémon game lets me catch the most Legendary Pokémon?”, buy Pokémon Sword or Pokémon Shield together with the matching Crown Tundra Expansion Pass. It has the strongest official basis: The Pokémon Company International said the expansion would let Trainers encounter every Legendary Pokémon that had appeared in the main series at that point.
For a personal 100-percent checklist, define your rules first. Decide whether you count one version or both, whether trades and events qualify, whether Mythical Pokémon are separate and whether alternate forms count independently. With those rules written down, Crown Tundra is the practical starting point, Legends: Arceus is the capture-centered alternative, and ORAS is historical context rather than the current quantity leader.
