Those are different jobs: a cloud broadcast service runs your media as a live stream, while a viewing queue plays YouTube-hosted videos for you.

If you are running a live channel from your own videos
Streamloop is the closest match in the inspected services for changing the running playlist without a restart. Its product page describes a cloud workflow for broadcasting uploaded or imported media, and says edits to the playlist apply to the live stream without restarting. Confirm the current interface and feature availability with the service before relying on it for a broadcast, because this is the provider’s claim rather than an independently verified test.
This is not a tool for rearranging a queue of public YouTube videos to watch. The source media and purpose are different: Streamloop describes a creator broadcast from user media, while a viewing queue is made up of YouTube videos played for a viewer.
If you are arranging videos to watch
Try YouTube’s queue first
YouTube documents adding videos to a desktop or web queue without interrupting current playback. Its inspected instructions explain creating and saving a queue, but do not explicitly say that videos can be dragged into a new order while playback continues. Save the queue as a playlist if you need to keep it after closing the browser. YouTube’s help page describes queueing on mobile and tablet as requiring Premium.

Consider orbutton if live queue reordering is essential
orbutton advertises a YouTube-embedded player with a queue you can drag into a new order while playback is underway. It also advertises shuffle, repeat, crossfade, and session import and export. These are descriptions from the provider; check its current player and controls before depending on them. Its page says it uses the official YouTube IFrame Player API, but that does not independently verify its advertised queue behavior.
What the other loop services establish
- VideoOnRepeat: its page describes looping an individual video or playlist and queueing, with desktop and mobile browser compatibility. The inspected page does not substantiate reordering a queue during playback. VideoOnRepeat

These distinctions matter because looping, adding a video to a queue, and changing the order of an active queue are separate capabilities. A service that advertises the first two does not necessarily document the third.
