Start with nonproduction compute that has predictable idle hours: development, test, lab, and similar virtual machines. Schedule them to stop when nobody needs them, and consider eligible database instances too. If a service must remain available but demand falls overnight, scale capacity down instead of shutting it off. Before automating either approach, check what still incurs charges, how long recovery takes, and whether the service can reliably return when needed.

Which cloud resources are the best candidates?

Development, test, and lab compute

Begin with virtual machines and other nonproduction compute that have a known workday, class, or lab schedule. AWS recommends stopping nonproduction instances when they are not being used, and its scheduling guidance covers EC2 instances. Schedule a stop only after confirming the resource has no overnight jobs, shared users in other time zones, or other reason to remain available.

Record an owner and uptime expectation for each resource. Microsoft recommends documenting those expectations against resource tags and auditing resources that have been stopped manually. Include holidays and vacations in the schedule: an automatic start can create unnecessary usage when nobody is working.

Database instances and clusters

Consider scheduled stop and start for database instances only if the specific database service supports it and applications or jobs do not need it overnight. AWS names RDS instances in its scheduling guidance. AWS also describes pausing and resuming Redshift clusters for workloads used at specific times; that behavior should not be assumed for other database products.

Check the service’s current documentation for what stopping or pausing means, what dependencies remain active, and how long a restart takes. A database that is unavailable until it finishes recovery may be a poor candidate even if it is technically stoppable.

Managed compute groups and container capacity

When demand changes but the service still needs to handle requests, use supported autoscaling or scheduled scaling rather than a full shutdown. AWS documents Auto Scaling for supported capacity; Google Cloud managed instance groups can scale using metrics or schedules. Keep a minimum capacity or recovery buffer when startup latency, failures, or service objectives require it.

Services that do not offer a useful stop control

If a resource cannot be stopped, investigate whether the service offers a lower-cost tier, serverless compute, or another supported way to reduce idle capacity. Microsoft lists Azure SQL Database, Azure SignalR Service, Cosmos DB, Synapse Analytics, and Azure Databricks as examples with serverless compute tiers that can reduce costs when inactive. Confirm the current tier behavior and pricing for the specific service before changing it.

When to schedule a stop and when to scale down

Decision factor Scheduled stop/start is a better fit when… Autoscaling or a lower baseline is a better fit when…
Demand pattern Idle periods are predictable, such as overnight or weekends. Demand varies, or requests may arrive at any time.
Availability The resource can be unavailable until its next scheduled start. Some capacity must remain ready to serve requests or jobs.
Startup and recovery Startup time is predictable and acceptable to users. Interruption is costly, or startup and recovery are too slow or uncertain.
Service controls The exact service supports stop/start and the schedule can be operated reliably. The service supports scaling controls but not a suitable full stop.
Cost profile Compute is a meaningful part of the bill and remaining charges are understood. Scaling or a serverless tier better matches actual utilization and pricing.
Operational readiness Owners, time zones, holidays, and exceptions are documented. Metrics, scale limits, and failure behavior can be monitored and managed.

These are decision criteria, not a provider-published scoring system. A resource’s availability requirement should take precedence over a theoretical reduction in compute hours.

What keeps billing after compute stops?

Stopping compute does not necessarily stop every charge associated with it. Microsoft warns that storage charges can continue after the compute resource using that storage is no longer running. AWS likewise notes continuing storage charges for the stopped EC2 and RDS instances in its guidance.

Review the actual resource configuration rather than assuming shutdown removes all costs. Check attached disks and other components such as snapshots, IP addresses, backups, and service-specific dependencies; the cited provider guidance explicitly identifies storage, while charges for other components depend on configuration and service.

Estimate savings from billable components and actual usage hours. AWS Well-Architected says its approach for turning off EC2 and RDS when unused after hours and weekends can reduce costs by 70% or more compared with 24/7 use; this is provider guidance for the resources and usage pattern discussed, not a universal forecast. In a separate 2025 illustrative example, AWS Prescriptive Guidance describes instances used only during regular business hours going from 168 weekly hours to 50, with savings of up to 70%. The same document reports a 40% reduction for Jamaica Public Service using Instance Scheduler to manage nonproduction environments; that is a named case result, not a general estimate.

How to implement an after-hours schedule safely

  1. Inventory resources and requirements. Identify the owner, purpose, time zone, uptime expectation, dependencies, and genuine idle window for each candidate. Exclude resources used by overnight jobs, distributed teams, or critical services.
  2. Choose the service’s own control. Use stop/start scheduling for resources that can be unavailable, and supported autoscaling or scheduled scaling when some capacity must remain available. Do not assume a general-purpose scheduler controls every service: AWS says its EC2/RDS Instance Scheduler does not control Auto Scaling group members or managed services such as Redshift or OpenSearch.
  3. Account for calendar and timing behavior. Set the intended time zone and include holidays, vacations, and irregular work patterns. On Google Cloud, VM instance schedules operate within a region, only one schedule can be attached to a VM, and one schedule can be attached to up to 1,000 VMs. Google says schedules may take up to 15 minutes to begin operations and do not guarantee that the resources needed for a scheduled VM start will be available. A VM with Local SSD disks cannot be stopped using instance schedules. Check current documentation for applicable service and configuration limits.
  4. Test the full stop-and-recovery path. In nonproduction, verify that applications, jobs, and dependencies behave as expected during scale-down and restart. AWS advises testing scale-down scenarios and planning for provisioning time and individual resource failures.
  5. Set safe capacity limits and monitor results. Preserve enough capacity for initialization, recovery, peaks, and failures. For Google Cloud managed instance groups, scaling to zero depends on the configured minimum replica count and the policy’s active schedules and utilization signals; not every autoscaling policy can reach zero, and Google documents a maximum of 128 schedules per group. Monitor both service health and the bill after rollout, and revisit schedules when ownership or usage changes.

What to verify before relying on a schedule

  • The exact service and configuration support the intended stop, pause, or scale-down behavior.
  • Users and dependent jobs can tolerate the resulting outage or startup delay.
  • Charges that continue after compute stops are understood for the actual configuration.
  • Schedule time zone, holidays, ownership, exceptions, and manual overrides are clear.
  • Capacity is sufficient for provisioning delays, recovery, and individual failures.
