Use a spreadsheet for simple, flexible tracking; choose Dataverse for Teams when you need a relational low-code app that stays inside a Microsoft Team; and choose full Dataverse when the app must work beyond Teams or needs broader security, integration, development, or governance capabilities. There is no universal row-count threshold for making the switch. Decide based on the app’s audience, data structure, capacity, integrations, security, operations, and licensing.
Start with the app’s audience and scope
First ask where the solution must run and who must use it. A spreadsheet is often enough when a small group needs a familiar grid for bounded tracking. If you are building an app, flow, or chatbot for a specific Team, Dataverse for Teams may fit. If users need the solution outside Teams, plan on full Dataverse: Microsoft says a Dataverse for Teams environment must be upgraded for use beyond Teams.
Microsoft’s comparison lists Teams as the client for Dataverse for Teams. Full Dataverse supports Teams, Power Apps, Power Pages, Dynamics 365, and custom code. Consider guest access early: Dataverse for Teams uses Teams owners, members, and guests as its access model, while full Dataverse provides broader security options.

Microsoft’s comparison page, last updated October 26, 2022, lists up to 30 million rows for Lists, with considerations above 100,000, and up to 1 million for Dataverse for Teams. Because that page is older, verify current service limits before relying on those figures for an operational decision. The 2 GB and typical-usage record description for Dataverse for Teams is also subject to the current licensing and capacity terms.

When a spreadsheet is the right choice
Keep the data in a spreadsheet when the task is essentially a shared register or tracker: users enter and review rows, the columns are straightforward, and the work does not depend on application features such as related tables, a richer role model, or a managed lifecycle. A spreadsheet is a practical starting point, not a stage defined by a particular number of rows.
For quick tracking inside Teams, Microsoft specifically points users to Lists: its Dataverse for Teams FAQ says, “Lists is great for quickly tracking data in Teams.” Microsoft’s comparison also notes an Excel import/export path for Lists. That makes Lists worth considering when the need is a lightweight Teams list rather than a spreadsheet or a custom app.

When Dataverse for Teams fits
Dataverse for Teams is a built-in low-code data platform for Microsoft Teams. Consider it when a team needs a Power Apps app, flow, or chatbot backed by related tables and richer data types, but the solution can remain within Teams and fit the platform’s limits. It supports relational data, table relationships, files, and images, with access aligned to the Team’s owners, members, and guests.
Understand the capacity limit
Microsoft states that each Dataverse for Teams environment has 2 GB of relational database storage and describes that capacity as supporting up to 1 million records based on typical usage. Treat the record count as an approximate typical-use description, not a guarantee for every schema or workload. Microsoft’s governance guidance says makers and tenant administrators are notified near 80% capacity.

At capacity limits, Microsoft says new apps, flows, chatbots, tables, or installations can be blocked while existing solutions continue to work. Customers cannot simply buy additional capacity for that environment; Microsoft’s stated path is to upgrade to Dataverse and obtain any licenses the solution requires.
Check feature fit before building
Dataverse for Teams has feature constraints. Microsoft’s FAQ says custom connectors and desktop flows are unsupported. Premium connector use requires the appropriate user licensing. If your design depends on those features, or on use beyond Teams, assess full Dataverse and its licensing before committing to an implementation.

When to choose full Dataverse
Choose full Dataverse when the application has a broader audience or must operate across services, or when the team needs capabilities beyond the Teams-focused option. Microsoft identifies features including auditing, business units, sharing, field-level and hierarchical security, developer APIs and plug-ins, broader data support, and enterprise application lifecycle capabilities.
Full Dataverse is not simply a larger storage setting for Dataverse for Teams. It changes the scope of the platform and brings separate licensing considerations. Microsoft’s licensing FAQ says users of a Dataverse app need the corresponding standalone Power Platform licenses for the services being used; confirm the current licensing guide against the exact apps, connectors, and user roles in your design.

Plan governance and operations for Dataverse for Teams
Each Dataverse for Teams environment is linked one-to-one with a Team. Deleting the associated Team deletes its environment, so environment ownership and Team retention matter to the application’s continuity. Microsoft’s guidance recommends monitoring environment use and capacity; include cleanup, backup and restore, retention, and ownership in the operating plan.
Before selecting an option, answer these questions:

- Who owns the Team and environment, and what is the plan for capacity, backup, restore, and retention?
- Which licenses do makers and users need for the services and connectors in the design?
A practical decision sequence
- Keep a spreadsheet if the task is simple tracking and a grid meets users’ needs without relational app behavior or a managed lifecycle.
- Consider Microsoft Lists for quick tracking in Teams when a lightweight list is enough; Microsoft documents Excel import and export.
- Choose Dataverse for Teams if you need relational low-code data for a solution that stays in Teams, fits the capacity, and does not depend on unsupported features.
- Choose full Dataverse if the app must run beyond Teams or needs broader security, integrations, developer tools, governance, or lifecycle capabilities.
- Validate licensing and limits against the current Microsoft licensing guide and service-limit documentation before purchasing or deploying.
