Use a WhatsApp broadcast list when you need to send the same notice to several people as separate, private chats. Use a WhatsApp group when recipients should see one another, reply in a shared conversation, and coordinate together. A broadcast sends one-to-many without combining recipients into a common chat; a group is a shared discussion space.
The choice also affects delivery, contact requirements, phone-number visibility, audience size, and whether WhatsApp’s business or Channel features are appropriate. This guide explains those boundaries and gives practical choices for classes, communities, appointments, customer updates, and family or team coordination.

WhatsApp’s own guidance puts the distinction plainly: if recipients should participate in a group conversation, create a group chat instead of a broadcast list.

It creates separate deliveries, not a shared room
A broadcast list is a saved set of contacts used to send the same message to multiple people. WhatsApp delivers the message as an individual chat from the sender to each recipient. Recipients do not receive a combined transcript showing everyone else who received it, and a reply comes back to the sender as a normal one-to-one message.

This makes a broadcast useful when the information is identical but the relationship is private. For example, a tutor can send a schedule change to each student, an organizer can send an event reminder to attendees, and a neighborhood administrator can distribute a service notice without opening a debate in a common thread.
Replies remain private to the sender
Broadcasts are not a way to collect a visible discussion. If one recipient asks a question, that reply is delivered to the sender only. Other recipients will not see the question or the answer unless the sender separately contacts them or uses another format.
That behavior is helpful for appointment confirmations, individual questions, or sensitive follow-up. It is inconvenient when people need to compare answers, vote in public, coordinate times, or avoid duplicate questions. Those are group-chat tasks.

WhatsApp’s personal broadcast instructions state that only contacts who have added the sender’s number to their phone address book will receive the broadcast. This is the most common reason a list appears to send successfully while one person reports receiving nothing.
Before rebuilding a list or sending repeatedly, ask the missing recipient to save the sender’s number, then send the message again. Saving the number does not retroactively deliver an earlier message; resend the notice after the contact has completed that step.
Personal-list size and rollout caveats
The cited WhatsApp Help Center page gives a limit of up to 256 contacts per personal broadcast list. The same guidance warns that monthly limits may appear in some countries and that the feature may not be available everywhere. Treat 256 as the documented ceiling for that help page, not as a universal promise for every account, region, or future app version.
A large audience may therefore require multiple lists, a Channel, or a different customer-messaging arrangement. Splitting a list also means maintaining several recipient sets and checking that each person has saved the correct sender number.

What a WhatsApp group does
Everyone shares the same conversation
A group is designed for member-to-member participation. Messages, replies, questions, and decisions appear in one conversation that all current members can follow. Use it when the value comes from interaction rather than simply receiving an announcement.
- Planning: coordinate a trip, event, project, or volunteer shift.
- Discussion: let members ask questions and see answers that may help others.
- Decisions: compare options, confirm attendance, or agree on next steps in one visible thread.
- Ongoing support: maintain a shared space where context remains available to the whole membership.
Group membership exposes phone numbers
WhatsApp says that when someone is added to a group, all group members will see that person’s phone number. This is true even though WhatsApp also describes personal messages, including messages in groups with friends and family, as end-to-end encrypted.
Tell prospective members about that exposure before adding them. A group can be the right conversation format while still being the wrong privacy choice for people who do not want their number shared with other participants.
There is no supported group-size figure in the cited material
The official material used for this comparison does not establish a current maximum group size. Do not present the broadcast-list figure of 256 as a group limit; they are separate features with separate documented details.

Two different questions need separate answers
Privacy discussions often combine two issues:
- Who can read message content? WhatsApp says personal messages are end-to-end encrypted, so WhatsApp and outsiders cannot read the content in transit.
- What can other participants see about me? Group membership itself reveals information. WhatsApp says other group members see certain information and specifically states that all group members see a member’s phone number when that person is added.
Encryption addresses the first question. It does not hide a group member’s identity or phone number from the other participants.
Do not assume a broadcast roster is invisible
The official broadcast-list page establishes individual delivery and private replies, but the material reviewed here does not explicitly define every aspect of recipient-list visibility. It is therefore safer to describe a broadcast as a one-to-many delivery mechanism without promising an absolute “recipients can never see one another” privacy guarantee beyond the documented message and reply behavior.
If your decision depends on hiding the audience from every recipient, confirm the current behavior in the WhatsApp version and account type you use before sending sensitive information. Do not use a broadcast as a substitute for a formal confidential-messaging policy.

Business conversations can have different protections
WhatsApp’s privacy explanation distinguishes personal messaging from business messaging. It notes that some business conversations using Meta cloud hosting are not considered end-to-end encrypted and that a business may use information given to it for its own marketing. The encryption description for personal chats should not automatically be applied to every business messaging arrangement.

Which format fits common situations?
Class, club, or community announcement
Choose a broadcast when the update is the same for everyone and replies should come only to the organizer. Examples include a room change, cancellation, deadline reminder, or weekly bulletin. Tell recipients to save the sender’s number before the first announcement.
Choose a group when members should ask questions, share resources, or see one another’s responses. Explain the phone-number visibility before inviting people.
Appointments and individual confirmations
A broadcast works well for reminders such as “your appointment is tomorrow at 10 a.m.” because each person can reply privately. Keep a separate process for rescheduling, payments, or records; a broadcast does not create a shared workflow or public status board.
Family, trip, or project coordination
Use a group when participants need to negotiate plans, post changing information, or make decisions together. A broadcast would force every response back to the sender and hide useful context from everyone else.
Customer promotions and service notices
WhatsApp Business describes broadcasts for promotions, reminders, and other customer messages. Availability is limited to certain countries and may be staged, so an account may not have the same tools as another business account. Some additional broadcast tools have been described as part of a Meta Verified subscription trial; Meta Verified is not a universal requirement for ordinary personal broadcasts.
Large one-way audience updates
Consider a WhatsApp Channel when the audience is broader than a manageable contact list and the communication should remain one-way. WhatsApp describes Channels as an updates feed: followers cannot directly reply to updates. Its channel privacy guidance says other followers cannot see a follower’s name, phone number, profile photo, reactions, or poll votes, subject to details that apply to channel administrators.

How to plan and send a broadcast responsibly
Menu names can change between Android, iPhone, WhatsApp Messenger, and WhatsApp Business releases. Use the broadcast option in the Chats area of your current app, then apply this workflow:
- Define the purpose. Write down whether the message is a notice, reminder, promotion, or request for a private response. If members need to talk to each other, stop and create a group instead.
- Build a narrowly relevant list. Include only people who expect this type of message. Avoid combining unrelated audiences simply because they are already in your contacts.
- Tell recipients what to do first. Ask new recipients to save the sender’s number. Explain that replies go privately to the sender and that a broadcast is not a shared discussion.
- Send a recognizable message. Include the organization or person name, the reason for the message, the date or deadline, and a clear reply instruction. Do not make recipients guess which conversation they are answering.
- Handle replies individually. Record confirmations or questions in the process you already use; the broadcast itself does not provide a group-visible status list.
- Review failed deliveries. Check whether the missing person saved the number, whether the list is within the account’s current limits, and whether the feature is available in that country and account.
- Maintain the list. Remove people who no longer need the messages, update changed numbers, and keep separate lists for audiences with different expectations.
How to set up a group with privacy in mind
- Choose the conversation objective. Name the topic and expected behavior before inviting anyone.
- Notify invitees about visibility. Tell them that group members can see one another’s phone numbers and other group-related information described by WhatsApp.
- Use a clear group name and description. State who the group is for, what belongs there, and whether the group is temporary or ongoing.
- Post operating rules in the first message. Include response times, acceptable content, and how to contact an administrator privately.
- Separate sensitive support from general discussion. Move account details, payments, health information, or one-person issues to a private conversation or an appropriate business channel.
- Remove access when membership changes. Review former customers, former students, contractors, or event attendees so they do not continue seeing new group messages.
Troubleshooting a missed broadcast
One person did not receive it
Start with the documented contact-saving condition: confirm that the person saved the sender’s number. Ask them to save it, then resend. This is more productive than immediately creating another list.
Several people did not receive it
Check whether the recipients are in the correct list, whether they saved the correct sender number, and whether your account or country is subject to a monthly limit or staged availability. A successful send action in the app does not prove that every recipient met the delivery condition.
Recipients are replying as if it were a group
Explain that each reply goes only to the sender. If participants need to see answers or coordinate with one another, create a group and announce the change there.
You need a larger or public audience
Do not keep multiplying personal lists without a maintenance plan. For one-way updates to a broad audience, evaluate a Channel. For customer messaging, check which WhatsApp Business broadcast features are enabled for your country and account.
A practical decision checklist
- Choose broadcast if the message is the same for each person, recipients do not need to see one another, and private replies to one sender are sufficient.
- Choose group if participants need to ask and answer questions, coordinate, vote, or preserve a shared history.
- Choose Channel if updates should be one-way to a broader audience and follower privacy characteristics fit the use case.
