The “open Web TV” effort was the Digital Media Project’s Open Connected TV (OCTV) initiative. Announced in 2011, it aimed to create an open specification and industry-grade software implementation—not a finished television product or streaming service. Later accounts say the specification was developed and implementation software commissioned, but they do not establish that the software is available or maintained today.
What was the Open Connected TV effort?
OCTV stood for Open Connected TV. It was a project of the Digital Media Project (DMP), an organization led by Leonardo Chiariglione, rather than the name of a retail television or consumer service. On March 21, 2011, EE Times reported that the group was seeking proposals for an open connected-TV standard, with a submission deadline later that week.
DMP’s stated goal was to produce a specification and an industry-grade software platform that companies could use in commercial products and services. The report explicitly distinguished that work from creating a complete product or running service. The motivation was that connected-TV implementations were largely proprietary, according to the DMP requirements document quoted in the article.
What did the proposed specification aim to support?
The 2011 call described ambitions for interoperability across media clients and servers, interactivity, widgets, open APIs, and a client/server security layer. It also included support for content protected by conditional-access systems. These were goals and proposal requirements at the time; the report does not show that every item became a feature of the final implementation.

Client and server proposal requirements
The call for proposals specified MPEG-M as its basis and described a possible division of software responsibilities:

Did DMP produce a specification and software?
Later historical accounts report that DMP developed the specification and commissioned an implementation. Chiariglione’s retrospective says the software was available to DMP members for commercial use from October 2012 under the OCTV licence. CEDEO identifies itself as the developer of implementation software for DMP. These sources establish reported project follow-through, but not current access or ongoing support.
How CEDEO described the implementation scenario
CEDEO’s project page outlines a source/server/sink workflow: a source uploads video, descriptive metadata, and use rights; a server segments the video and posts relevant information to a website; and a sink plays the content using DASH in accordance with the rights set at the source. This is an implementation scenario described by CEDEO, not evidence of broad deployment or adoption.

The available accounts document a 2011 announcement, subsequent specification development and commissioned software, and historical member access reported from October 2012. They do not establish whether new users can obtain the software, whether it is still maintained, whether the historical licence can be used today, or whether OCTV achieved meaningful market adoption. It should therefore be described as a historical standards effort, not as a current active standard.
