Agere Systems’ SVL12 was a 2001 platform for GSM handsets using Class 12 GPRS. Agere said its integrated chip design could nearly halve the phone’s electronic component count, while bundled software, testing and approval support could shorten development and launch schedules by as much as a year. Those were historical company claims, not a modern handset-development benchmark.
What was Agere’s SVL12?
Agere presented SVL12 as a combined handset platform, software package and engineering-support offer for manufacturers building 2.5G GSM phones. Its target was Class 12 GPRS, which Agere described as offering speeds up to 50 kilobits per second. Agere also said Class 12 uploading was about four times faster than Class 8 GPRS uploading. These figures describe the capabilities Agere attributed to the platform in 2001; they are not a guarantee of real-world network speeds.
How did the chipset reduce the component count?
SVL12 was based on Agere’s Sceptre 3 chipset. Its digital baseband IC combined a DSP16000 digital signal processor with an ARM7 TDMI RISC core. The platform also included a mixed-signal device and a power-management chip, plus an RF chip supplied by Hitachi Ltd.
Agere said this design could bring the number of handset electronic components down to about 150, compared with approximately 300 in previous-generation systems. That was the company’s estimate of the component-count reduction, not an independently documented comparison across all handset designs.

What support was intended to speed handset launches?
The offer extended beyond chips. Agere supplied protocol-stack software and interface support, and said it would conduct interoperability testing with base stations from Nokia, Ericsson, Motorola, Lucent, Siemens, Alcatel and Nortel. It also offered field-type testing and government-approval support.
Agere’s Yueh-Way Sun, senior marketing manager in its Terminal Division, said the company provided 75% of field-type-approval testing and that customers would not have to repeat those tests. That percentage was Sun’s statement in the 2001 report; it should not be read as a current approval rule or as a universal testing exemption.

Did Agere really claim it could cut launch time by a year?
Yes. Agere said full support could let a handset supplier introduce a 2.5G phone in as little as six months and characterized the overall acceleration as up to one year. The six-month figure was an Agere claim from 2001, not a measured result applicable to every customer. It reflected the company’s pitch that an integrated platform and ready-made software and testing support could reduce engineering and certification work.
The report contrasted SVL12 with Motorola’s contemporaneous i.250 four-chip platform, but did not provide a complete like-for-like comparison of performance, component counts, support coverage or launch schedules. The available figures therefore do not establish that SVL12 outperformed that platform on every measure.

Was SVL12 available to buy?
The September 24, 2001 report said samples were available and production quantities were expected in the first quarter of 2001. That production timing predates the report itself, so it cannot establish when production began. SVL12 and Sceptre 3 are historical handset semiconductor platforms; the report does not establish current availability.
