Start with EV/sales, then test EV/EBITDA, normalized free-cash-flow yield and a scenario-based DCF. Intel’s earnings and cash generation can swing with semiconductor cycles, fab utilization, process transitions, impairments and restructuring. That makes a trailing P/E ratio unreliable whenever profit is negative or unusually depressed. A sound analysis separates Intel Products from Intel Foundry, normalizes depreciation and capital spending, and bridges enterprise value to equity value using all debt, leases, cash and diluted shares.

Why Intel needs more than a single multiple

Intel is simultaneously a chip designer, a manufacturer and a developing merchant foundry. Those activities have different economics. Product revenue can carry higher margins without the full cost of owning fabs, while a foundry requires heavy, recurring investment before factories reach efficient utilization. Consolidated earnings therefore mix product profitability with manufacturing investment, start-up costs, impairments and the timing of outsourced wafers.

The company’s 2025 annual report says most consolidated gross profit came from Intel Products, even as manufacturing investments and impairments affected consolidated results. An analyst who applies one peer multiple to the whole company can therefore mistake a product-cycle recovery for a foundry return, or treat temporary factory under-utilization as a permanent margin level.

Use a sequence rather than a favorite ratio:

  • EV/sales provides a stable first screen when net income is negative.
  • EV/EBITDA and EBIT margin show operating value before financing, taxes and non-cash charges, but require normalized depreciation and cycle assumptions.
  • Price/sales cross-checks the equity value while ignoring the capital structure.
  • Normalized P/E is useful only when earnings are positive and representative of a through-cycle year.
  • Free-cash-flow yield, EV/FCF and DCF test what remains after Intel funds its fabs and roadmap.
  • ROIC, economic profit and asset-based measures determine whether the enlarged manufacturing base earns more than its cost of capital.

1. EV/sales: the most useful first screen

What the ratio measures

Enterprise value (EV) represents the value of operations available to all capital providers. A practical bridge is EV = equity market value + debt + lease liabilities + other financing claims − cash and cash equivalents. Divide that figure by trailing or forward revenue to obtain EV/sales.

Sales are less volatile than net income when a chip cycle turns down, so EV/sales remains interpretable during a loss year. It is especially useful for comparing Intel with businesses whose earnings are temporarily negative. The ratio still needs context: a company with a 45% gross margin and modest capex deserves a different sales multiple from a company with a 35% margin that must build expensive fabs.

How to use it for Intel

  1. Calculate EV with the latest balance-sheet cash, total debt, lease obligations and other claims, rather than using market capitalization alone.
  2. Use a consistent revenue period for Intel and each peer: trailing twelve months, the same fiscal year estimate, or a clearly defined through-cycle forecast.
  3. Compare the resulting multiple with gross margin, operating margin, capex/revenue and expected utilization. A low EV/sales ratio is not automatically cheap if sales require uneconomic reinvestment.
  4. Run bull, base and bear revenue cases. A modest multiple on a declining revenue base can still produce a falling equity value.

Price/sales is a useful companion, not a replacement. It divides market capitalization by revenue and therefore omits debt, leases and excess cash. Two companies can show the same price/sales ratio while having very different leverage and enterprise values.

2. EV/EBITDA and EBIT: operating value with an Intel-specific adjustment

Why investors use it

EV/EBITDA removes interest, taxes, depreciation and amortization from the numerator’s operating result, making capital structures easier to compare. EBIT margin adds a direct view of operating profitability. Both are more informative than P/E when interest expense or taxes differ across companies.

Why the ratio can mislead at Intel

Depreciation is not economically irrelevant for a manufacturer. Intel must continually spend on process technology, clean rooms, equipment and capacity. If accounting depreciation understates the cost of replacing or upgrading fabs, EBITDA can overstate sustainable cash earnings. Normalize EBITDA and EBIT for a cycle, and test whether the implied depreciation and maintenance capex are realistic.

Intel recorded $950 million of asset-impairment and accelerated-depreciation charges in 2025. Treat reported EBITDA and EBIT as accounting starting points, then ask whether the underlying assets can earn acceptable returns after those assets are written down or retired.

A live data snapshot illustrates the danger of reading the ratio mechanically: Yahoo Finance/S&P Global Market Intelligence displayed an FY2026 Q2 EV/EBITDA of 267.78x, a price/sales ratio of 11.31x, gross margin of 38.60% and operating margin near −0.14%, accessed in 2026. Those are point-in-time figures, not permanent valuations. An unusually small or negative EBITDA denominator can make EV/EBITDA explode even when the share price has not moved much.

3. P/E: a conditional metric, not the starting point

When P/E is meaningful

Use price/earnings only when Intel’s earnings are positive, recurring and close to a through-cycle level. A normalized P/E can be built from a multi-year margin and tax assumption rather than annualizing one recovery quarter. Compare that normalized earnings estimate with the current diluted share price.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When to reject it

  • Trailing net income is negative, so P/E is undefined or meaningless.
  • Restructuring, impairments or accelerated depreciation make the latest profit unrepresentative.
  • A single quarter benefits from a temporary mix shift, inventory release or unusually favorable pricing.
  • Share dilution changes the denominator and makes an undiluted calculation look cheaper than it is.

If any of these conditions applies, lead with EV/sales and cash-flow measures. Do not annualize one quarter’s recovery earnings into a full-year P/E.

4. Free-cash-flow yield and EV/FCF: the capital-intensity test

Define the cash flow consistently

Free cash flow (FCF) is generally operating cash flow minus capital expenditures. Intel also reports adjusted free cash flow as a non-GAAP measure; its 2025 Form 10-K states that the company uses it “to evaluate the cash flow trends of our business.” When comparing periods or peers, use the same definition and disclose whether gross or net capex, restructuring cash payments and government incentives are included.

Equity FCF yield is FCF ÷ market capitalization. EV/FCF uses enterprise value in the numerator and is more comparable when leverage differs. For Intel, calculate both on normalized, through-cycle cash flow rather than one strong quarter.

What the recent figures show

Intel’s Q4 2025 fact sheet reported $4.3 billion of operating cash flow, $4.0 billion of gross capex and $2.2 billion of adjusted FCF, alongside a 37.9% non-GAAP gross margin. For full-year 2025, adjusted FCF was negative $1.6 billion. The contrast demonstrates why a quarterly FCF yield can look attractive while the annual, investment-adjusted result is negative.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a normalized capex estimate that covers both maintenance and roadmap spending. A company can report positive FCF during a low-investment quarter while deferring the expenditure needed to keep its process competitive. Conversely, a temporary construction surge can depress FCF even if long-run returns improve. Label each figure by period and by whether it is gross, adjusted or GAAP.

5. DCF: make the foundry uncertainty explicit

Build unlevered free cash flow

An unlevered DCF values operating cash flow before interest payments and then discounts it at a weighted average cost of capital (WACC). Forecast revenue, gross margin, operating expenses, taxes, working capital and capex for an explicit period, calculate a terminal value, and subtract net debt and other claims to reach equity value.

For Intel, model product and foundry economics separately before consolidating them. Foundry scenarios should vary customer wins, wafer pricing, node timing, utilization and incentive receipts. Product scenarios should vary client-computing, data-center and other end-market demand, mix and competitive pricing. Use normalized depreciation and capex, not simply the latest quarter.

Show sensitivity instead of a false precision

Variable Why it can change Intel’s value How to model it
Revenue growth Fixed fab costs make volume changes flow disproportionately to profit. Use separate product and foundry growth cases.
Gross margin Mix, process yield, outsourcing and utilization alter each incremental dollar of sales. Test several margin paths rather than one recovery year.
Capex New fabs and equipment consume cash before reaching scale. Distinguish maintenance capex from expansion and normalize both.
WACC Long-duration semiconductor cash flows are highly sensitive to discount rates. Present a range and show the resulting equity-value band.
Terminal growth A large share of DCF value may sit in the terminal period. Use conservative perpetual growth and a sensitivity table.
Utilization and incentives Under-used fabs dilute margins; grants or customer commitments can change returns. Model ramp timing and incentives explicitly, with downside cases.

A DCF is defensible only when the reader can see how gross margin, capex, WACC and terminal growth move the answer. Report a range, not a single target price that hides those assumptions.

6. ROIC and economic profit: does the asset base earn its keep?

Return on invested capital (ROIC) compares after-tax operating profit with the capital invested in the business. Economic profit is roughly (ROIC − WACC) × invested capital. A positive spread means the manufacturing and product assets are creating value; a negative spread means growth may destroy value even when revenue rises.

Track ROIC alongside capex/revenue, depreciation, utilization and segment margins. Intel can show improving accounting profit while ROIC remains weak if the denominator expands faster than earnings. Impairments and accelerated depreciation also reduce book invested capital, so inspect both pre- and post-impairment trends to avoid mistaking a write-down for operational improvement.

Segment analysis matters: compare Intel Products’ margin and capital needs with Intel Foundry’s investment and utilization. A consolidated ROIC can conceal a profitable product operation subsidizing a still-ramping manufacturing network.

7. Price/book and tangible book: secondary asset checks

Price/book and price/tangible-book can provide a sanity check for a manufacturer with substantial property, equipment and other assets. They are not stand-alone valuations. Book values can diverge from economic value after node transitions, impairments, obsolete equipment, under-used capacity or a successful technology ramp that is not yet reflected in accounting values.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use these ratios to ask whether the market is valuing Intel’s fabs below replacement cost and whether that discount is justified by utilization and returns. Do not infer a bargain merely because the share price is below book value.

Intel valuation dashboard: the numbers to put side by side

Metric or axis What it answers Intel-specific interpretation
EV/sales and price/sales How much investors pay for each dollar of revenue Useful when earnings are negative; adjust for margin and debt differences.
EV/EBITDA and EBIT margin Value and profitability before financing Normalize the cycle and test whether depreciation reflects fab economics.
Gross margin Product mix and manufacturing efficiency Watch process cost, outsourced versus internally made wafers and utilization.
Capex/revenue Investment burden required to sustain growth Separate maintenance, expansion and construction timing.
FCF margin and FCF yield Cash left after investment Use annualized, through-cycle FCF; Intel’s 2025 adjusted FCF was negative $1.6 billion.
ROIC Whether assets earn more than their funding cost Pair with utilization, impairments and capex intensity.
Net debt and diluted shares How EV becomes per-share equity value Include leases and all claims, then divide by diluted shares.

A repeatable Intel valuation workflow

  1. Set the date and period. Record whether each input is trailing, quarterly, fiscal-year or forward, and timestamp live market multiples.
  2. Build the EV bridge. Start with market capitalization, add debt, lease liabilities and other claims, subtract cash, and document every adjustment.
  3. Screen on EV/sales. Compare Intel with both fabless designers and manufacturing-led foundries, identifying the business model before comparing multiples.
  4. Normalize operating earnings. Adjust EBITDA and EBIT for cycle position, impairment, accelerated depreciation, restructuring and realistic replacement capex.
  5. Check cash conversion. Reconcile operating cash flow, gross capex and adjusted FCF; do not extrapolate one quarter.
  6. Model segments. Forecast Intel Products and Intel Foundry separately, then consolidate revenue, margin, capex and working capital.
  7. Run a DCF range. Vary gross margin, capex, utilization, WACC and terminal growth, and show the resulting equity-value interval.
  8. Convert to per-share value. The 2025 annual-report filing period reported 4,995 million shares outstanding. Use the latest diluted count for the valuation date and test potential dilution.
  9. Cross-check returns. Compare implied ROIC with WACC and inspect price/book as an asset sanity check, not as the primary conclusion.

Peer comparisons that do not mislead

Use at least two peer groups. Fabless chip designers generally have lower fixed-asset intensity and different gross-margin structures; foundry manufacturers carry large fabs, long depreciation schedules and utilization risk. A direct EV/EBITDA comparison without this distinction can reward a fabless company for economics Intel cannot replicate, or penalize Intel during a temporary ramp.

For every peer, align fiscal periods, currency, lease treatment, share dilution, stock-based compensation and capex definitions. Then explain differences in node execution, government incentives, customer concentration and cycle position. Multiples are evidence about expectations, not proof that one company deserves the other’s margin or growth rate.

Common mistakes and how to correct them

  • Using trailing P/E during a loss: switch to EV/sales and scenario-based cash flow until earnings normalize.
  • Calling high EBITDA “cash earnings”: subtract sustainable maintenance capex and test depreciation against fab replacement needs.
  • Annualizing a recovery quarter: use a through-cycle forecast and label the period of every input.
  • Ignoring leases and dilution: include lease liabilities in EV and divide by a diluted share count; the reported 4,995 million shares are a filing-period reference, not a timeless count.
  • Mixing product and foundry economics: forecast segments separately and inspect utilization before assigning a consolidated multiple.
  • Treating impairments as irrelevant: investigate what assets were written down and whether the remaining base can earn its cost of capital.
  • Accepting a one-number DCF: publish sensitivities for margin, capex, WACC, terminal growth and foundry ramp assumptions.

What a complete conclusion should say

An Intel valuation is strongest when several methods point in the same direction under realistic assumptions. EV/sales establishes a cycle-resistant reference; normalized EV/EBITDA and EBIT test operating value; FCF yield and DCF expose the cash cost of fabs; ROIC tests whether that investment creates economic profit; and the EV-to-equity bridge converts the result into a per-share figure. If those methods disagree, the disagreement is useful: it usually identifies an assumption about utilization, capex, margins, dilution or terminal growth that deserves closer scrutiny.
