If a power shutoff also knocks out internet or cell service, a charged phone may still be unable to connect. Before a planned shutoff, save essential instructions offline, arrange ways to recharge devices, and agree on a check-in plan that does not depend on an app. During an outage, follow your utility’s and local emergency manager’s directions; do not assume any phone, radio, or internet service will remain available.

First, know what kind of shutoff is happening

A public safety power shutoff (PSPS) is an intentional electricity shutoff used to reduce fire risk. Other outages may be unplanned. In either case, plan for communication loss as well as loss of household power. The EPA’s Public Safety Power Shutoff Standard Operating Procedure Template, updated May 28, 2026, covers preparation, notification, the outage, extended response, and restoration; EPA notes that much of its approach also applies to outages generally.

Check your electric utility and local emergency-management agency for the specific shutoff window, expected duration if provided, evacuation directions, and assistance locations. Timing, alert channels, and local alternatives vary by incident. Official local instructions take precedence over general preparedness advice.

Before power is cut: prepare communications and charging

Save the information you may need without internet

  • Write down essential phone numbers, addresses, meeting points, and household check-in details. Keep a paper copy and save relevant instructions on a device for offline access.
  • Agree on where household members will meet and how they will check in if calls, messages, or apps fail.
  • Identify where you would go for help or updates using official local guidance, including any announced assistance locations.

Charge devices and plan how to recharge them

Charge phones, tablets, and compatible backup batteries before the shutoff. Decide which device is essential and reserve its charge for necessary communications. FEMA’s 2017 Power Outage Incident Annex identifies vehicle batteries, solar chargers, and hand-crank devices as possible backup-power options. These work only when available and compatible with the device and its charging needs; a hand-crank radio is not a guaranteed source of alerts.

A portable phone power bank can preserve a phone’s charge, but it cannot restore cellular coverage or internet service. Check that its output and connector suit the device, and charge it in advance. A solar charger is another possible option when conditions and compatibility allow.

Make a separate plan for medical equipment

If someone depends on powered medical equipment, identify backup power with their care team and equipment provider, and ask local emergency resources about assistance. CDC preparedness guidance includes medical equipment among the items for which backup power should be identified: CDC, “Power Sources | Prepare Your Health”. Do not assume a phone battery or ordinary consumer power bank can run medical equipment.

Why your phone may have no service even when it is charged

Device power and network availability are separate problems. A charged phone needs a functioning cellular network to call or message. Home internet requires a working connection and powered customer equipment, such as a modem or router. Networks and equipment may lose power independently, and physical infrastructure can also be damaged.

FEMA’s 2017 annex warns that power loss can undermine public messaging and that communications may degrade as batteries in phones and radios run down. Its figures are historical, scenario-specific estimates—not promises about current devices or a particular outage: FEMA estimated that, in incidents without significant infrastructure damage, Emergency Alert System and IPAWS dissemination would be most effective in the initial four-to-eight-hour window after power loss; it also described five to eight hours as a typical smart-device battery-charge estimate. Neither estimate predicts whether your local networks will work.

During the outage: use remaining power carefully

  • Reduce screen brightness, limit background activity, and avoid nonessential phone use. These are practical ways to conserve charge, not a guarantee of a particular battery runtime.
  • If a voice call will not complete, you can try a text message, but texts are not guaranteed: congestion or total network failure can prevent delivery too. Do not delay urgent action while repeatedly retrying failed connections.
  • If internet service is still operating and the equipment it needs has backup power, some internet-based voice services may continue. If the connection or powered equipment fails, they may stop.
  • A battery-powered or hand-crank radio can be useful only if local broadcasts are available and the device receives them. FEMA cautions that radio, television, email, and social media may all be unavailable when transmission or receiving equipment loses electricity.
  • Follow local emergency instructions. Stay away from downed power lines and damaged utility equipment; use official utility and local-government safety guidance rather than attempting repairs.

Do not treat every home phone or internet calling service as outage-proof

Internet-based voice calling depends on a working internet connection and the powered equipment needed to use it. The FCC’s 2026 order excerpt describes interconnected VoIP operation during an outage as conditional on internet service remaining operational and the end user maintaining backup power; physical infrastructure can also be damaged. See the FCC 26-19 order for the order’s text and applicability.

A separate FCC action, FCC 15-98 (2015), “Ensuring Continuity of 911 Communications”, addressed access to 911 through a defined category of facilities-based fixed residential voice service that is not line-powered. It described provider offers for at least eight hours of standby backup and, within three years, an option for at least 24 hours. That service-specific rule is not a guarantee that broadband, cellular service, every household phone, or 911 access will work during a particular outage. Ask your communications provider what applies to your own service and equipment.

When power returns

Keep checking utility and local-authority notices: restored household electricity does not establish that broadband or cellular service has recovered. Confirm that essential communications and medical equipment are operating before relying on them.
