When a long-distance connection is slow or dropping traffic, first reproduce the problem and record the application, endpoints, protocol and port, and time. Then test the application’s actual port, inspect the route without treating traceroute timeouts as proof of loss, and capture traffic at both endpoints during the same failure. Those steps help separate an endpoint problem from a network-path problem and give a network team evidence it can act on.
Start with a repeatable symptom and a baseline
Record the source and destination addresses, the application and protocol or port, when the issue occurs, whether it is continuous or intermittent, and any recent changes. Describe the specific action that stalls or fails, such as signing in or transferring a file. Repeat that same action during a problem period and, if possible, compare it with a working period or a known-good path. A baseline helps distinguish a change from normal behavior on a long route.
Sketch the known path, including routers, firewalls, inspection systems, proxies, or WAN accelerators. Microsoft recommends mapping devices in the communication path when troubleshooting TCP/IP communication. Microsoft’s troubleshooting guidance provides a Windows-focused checklist.
Check whether the application port is reachable
Use ping as a basic connectivity signal, not as a verdict on the application. Ping uses ICMP, which a firewall or router may block or ignore even when the application’s TCP port is reachable. Conversely, a successful ping does not establish that the application itself is functioning.

Test the actual listening port with a suitable TCP or UDP tool. Microsoft’s Windows guidance describes using Telnet or PsPing for port testing; choose a tool and test method appropriate to the protocol and environment. See the port-testing guidance.
- If a local-address or same-segment test fails, investigate the local interface, addressing, neighbor discovery, VLAN, and switch-port configuration.
- If the application port is reachable but the application still stalls, examine the application and endpoint behavior as well as the network.
Use Windows route tools carefully
tracert: a route view, not a loss verdict
In Windows, run tracert <destination> to view hops that return ICMP time-exceeded messages. Asterisks mean a hop did not return a response to the probe; some routers do not return these messages. An asterisk at an intermediate hop is therefore not conclusive evidence that the router is dropping forwarded traffic. Microsoft documents tracert’s behavior and limitations.

pathping: repeated probes with per-hop results
In Windows, run pathping <destination> to send repeated echo requests to intermediate routers and report latency and loss based on returned packets. Use the output to identify where response behavior changes, then compare it with destination behavior and packet captures. Per-hop probe loss alone does not establish that the hop is losing application traffic. Microsoft’s pathping reference explains the command’s repeated-probe approach.
Capture traffic at both endpoints
For a TCP problem, capture traffic at the source and destination during the same reproduction. Compare what the source sends with what arrives at the destination, and compare the replies in the opposite direction. If the source repeatedly retransmits packets that never appear in the destination capture, the loss is somewhere between the capture points. If packets arrive but the destination resets the connection, investigate the endpoint or application rather than assuming a path drop. Microsoft’s TCP/IP connectivity guidance covers retransmissions, resets, and simultaneous endpoint traces.

On supported Windows systems, Pktmon can capture traces, report local packet drops and their reasons, and collect loss statistics. Microsoft recommends starting with Pktmon and collecting more exhaustive netsh trace data if the result is inconclusive. See Microsoft’s packet-loss diagnosis workflow.
Consider causes only after locating the problem
Packet loss can originate locally, remotely, or somewhere along the path. Microsoft’s Windows guidance lists examples on both sides:

These are possibilities, not diagnoses. Use endpoint captures and local drop telemetry to determine what evidence supports. Microsoft’s packet-loss guide describes local and remote causes and a tracing workflow.

- Source and destination addresses, application, protocol, and port.
- Timestamps and the exact action that failed.
- Whether the problem is continuous or intermittent, and a working comparison if available.
- Relevant route and pathping output, interpreted as probe responses rather than proof of application forwarding loss.
- Packet traces from source and destination collected during the same reproduction, plus Pktmon findings if used.
- A path diagram showing known intermediate devices.
Ask the team to compare what each capture sees and inspect devices along the path if packets disappear between the endpoints. For performance work, Microsoft also recommends establishing a baseline and using packet-capture evidence to investigate underlying TCP/IP network behavior.
