What should I do when my cloud provider is down? First, confirm which customer-facing workflows are failing and whether the fault is really at the provider. Check the provider’s public and account-specific health channels alongside your own telemetry, activate the incident lead and runbook, and communicate only verified facts. Then choose among waiting, applying a workaround, failing over, restoring from backup, or switching to a manual process according to business impact, your recovery time and recovery point objectives (RTO and RPO), and the readiness of the recovery environment. After service returns, validate transactions and data before declaring the incident closed.

1. Confirm the business impact before declaring a provider outage

A cloud-provider incident is only one possible explanation for an error spike. Begin with the user journey: can customers sign in, browse, submit orders, pay, receive confirmations, or access the data they need? Compare those observations with application error rates, latency, queue depth, dependency health, DNS results, network paths, quota usage, credential validity, and the timing of your own deployments.

Record the first observed failure in UTC and identify the scope. An issue may affect one availability zone, region, service, account, project, tenant, application component, or customer segment rather than the entire provider. Google’s incident guidance notes that disruptions can range from broad events to a single region, zone, project, or workload. Correlating synchronized timestamps across logs, traces, metrics, and customer reports helps distinguish a provider event from a bad release, expired certificate, identity failure, routing change, or exhausted quota.

Capture a minimum impact statement

  • Functions: name the workflows that fail and those that still work.
  • Users: identify affected regions, plans, business units, or customer cohorts.
  • Severity: estimate safety, legal, financial, contractual, and operational consequences.
  • Scope: note affected services, regions, accounts, projects, and dependencies.
  • Time: record detection time, latest known good state, and changes made just before the incident.

Do not wait for a provider announcement to start this work. A status page is evidence, not a complete diagnosis.

2. Check independent and account-specific status channels

Use the provider’s official communications, but keep monitoring your workload. Public dashboards may omit an account-specific problem, a localized fault, or an incident that has not yet been posted. Prepare an alternate way to obtain status information if the usual console or identity system is unavailable.

Provider What to check Important limitation
Amazon Web Services Public Service Health for reported events across services and Regions; sign in to AWS Health for account-specific events, affected services, severity, timelines, and regions. Public events do not represent every account-specific health issue.
Google Cloud Personalized Service Health for disruptions relevant to your projects; the public Google Cloud Service Health dashboard for broad, severe incidents or when personalized status is unavailable. Personalized health depends on access to core services such as identity; keep the public page and API/RSS fallback available.
Microsoft Azure Personalized Azure Service Health for targeted notifications, advisories, and configured alerts; the public status page for specified broad-impact cases or impaired normal communications. Most communications are targeted to affected customers rather than posted as universal alerts.

Filter alerts to critical services and locations, and wire relevant events into your monitoring or incident tools before an outage. Google documents public status and automated feed fallbacks for cases in which Personalized Service Health cannot be reached. Verify the current provider documentation during an incident because dashboard labels, notification coverage, APIs, and service capabilities change.

3. Activate people, roles, and a reliable timeline

Name one incident lead with authority to set priorities and make the recovery decision. Assign separate owners for technical investigation, business continuity, customer communication, provider escalation, and evidence capture. Use a shared incident record that is independent of the affected workload when possible, and record every observation, decision, command, configuration change, and customer update with a UTC timestamp.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep communications and runbooks reachable

If the cloud console, identity provider, ticketing system, or collaboration workspace is part of the failing environment, use an out-of-band channel: a separate provider, telephone tree, offline contact list, or locally stored runbook. Keep emergency credentials and break-glass procedures governed, tested, and auditable. Do not put secrets in an outage document merely to make it convenient.

Set an update rhythm

Choose a cadence based on severity, such as every 15 or 30 minutes for a customer-visible critical incident. An update can say that investigation continues; it does not need a new root cause. A predictable rhythm prevents responders from spending all their time writing individual replies.

4. Decide whether to wait, work around, fail over, or restore

Make the recovery decision against business requirements, not fear or a green status icon. Compare the actual impact with workload criticality, RTO, RPO, data integrity, dependencies, expected provider recovery, and the health and capacity of the alternate environment.

Option When it can fit Primary risk to check
Wait for provider recovery The affected function is tolerable within its RTO and the provider has a credible restoration path. Restoration takes longer than the remaining RTO, or the incident worsens.
Apply a workaround A reduced feature, queue, read-only mode, cached response, or manual process protects essential business functions. The workaround creates inconsistent records, duplicate work, or an unbounded backlog.
Fail over within a region or to another region The destination is healthy, has capacity, contains current data, and the runbook has been exercised. Hidden dependencies, stale replication, identity or DNS failure, or traffic overload at the destination.
Restore from backup Primary data is unavailable or corrupted and a known-good recovery point is available. Recovery takes longer than the RTO or loses work up to the RPO.
Use a manual continuity process The business must keep operating while technology recovery proceeds. Human error, privacy exposure, reconciliation effort, and uncontrolled queues.

Microsoft’s business-continuity guidance frames redundancy, replication, failover, and backups as controls selected for a workload’s risks and requirements, not as a universal architecture. A region outage may be a routine high-availability event for one design and a disaster-recovery event for another. Data residency, regulatory duties, customer commitments, staffing, and cost also constrain the viable choice.

Include detection and decision time in the RTO

Your RTO is not merely the time required to start servers. AWS documentation gives a concrete example: if the RTO is one hour, that hour must include detection, notification, escalation, evaluation, declaration, and recovery. A plan that promises 60-minute restoration but needs 25 minutes to identify and declare the disaster does not meet a one-hour RTO.

Write down the remaining time at each decision point. If expected provider recovery is shorter than the tested failover time, waiting may be safer. If the remaining RTO is nearly exhausted, an already-tested workaround or secondary environment may be justified.

5. Do not fail over on weak signals

Failover changes traffic, writes, queues, credentials, DNS, and often the data source. A needless switch can create a second outage or split-brain data. AWS recommends health checks that represent user experience and use multiple signals; Google advises verifying the health of a secondary stack before shifting traffic.

Use a failover gate

  1. Confirm the trigger: establish that the primary failure exceeds the threshold in the runbook, using customer-impact and service-level signals rather than one synthetic probe.
  2. Check the target: verify compute capacity, database health, replication lag, storage, networking, identity, secrets, certificates, DNS, queues, third-party integrations, and observability.
  3. Check data: identify the target’s recovery point, pending writes, idempotency behavior, and any records that could be duplicated.
  4. Estimate load: confirm that the target can handle expected traffic, including retries and cache misses.
  5. Obtain authorization: have the incident lead and business owner approve the switch when the runbook requires it.
  6. Shift gradually: use a staged traffic change when possible, watch user-level KPIs, and stop or roll back if those indicators deteriorate.

Automatic failover is appropriate only when these checks are encoded, tested, and safe for the workload. Otherwise, a deliberate human decision is often less risky than reacting to a single provider signal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Communicate confirmed facts to customers and staff

Use a channel that does not depend on the failing workload where possible. An effective update answers six questions:

  • Which functions are affected?
  • Who is affected, if that is known?
  • What should users do now?
  • Is there a verified workaround?
  • When will the next update arrive?
  • Which facts remain uncertain?

Say “checkout submissions are failing for customers in the eastern region” rather than claiming a root cause that has not been established. Do not promise a restoration time based only on a provider estimate, and do not imply that a provider’s “resolved” notice means your application, queued jobs, or data are already healthy. Tell staff how to route urgent cases and how to avoid duplicate submissions while retries are being investigated.

7. Verify recovery before closing the incident

A provider’s green status is a useful signal, not your acceptance test. Keep the incident open until your own critical paths pass.

Run a recovery checklist

  1. Test sign-in, the highest-value customer journeys, critical APIs, and dependent services from affected locations.
  2. Compare error rate, latency, saturation, queue depth, and business KPIs with the pre-incident baseline.
  3. Confirm writes, reads, replication, backups, and audit logs are consistent.
  4. Reconcile failed, delayed, or duplicated transactions using idempotent procedures.
  5. Replay queued work in controlled batches and monitor downstream capacity.
  6. Remove temporary routing, throttling, feature flags, or manual controls only after stability is demonstrated.
  7. Notify customers and internal teams that service is restored, including any residual limitations or reconciliation work.

Google recommends verifying your services after its dashboard closes an incident and advises a blameless postmortem. Azure publishes post-incident reviews for broad-impact events. Preserve the timeline, identify what worked and what failed, and assign owners and due dates for changes to architecture, monitoring, runbooks, access, training, and contracts.

How to prepare before the next outage

Classify services by business function

For each workload, document the customer or internal function it supports, its criticality, maximum tolerable downtime, data-loss tolerance, dependencies, and legal obligations. This prevents an infrastructure label such as “production” from hiding the actual business priority.

Set achievable RTO and RPO targets

Define RTO as the time to restore an acceptable service, including detection, notification, escalation, decision, and validation. Define RPO as the maximum acceptable amount of data or transaction time that could be lost. Test the targets rather than selecting numbers that only describe desired performance.

Map failure scopes and dependencies

Record provider services, identity, DNS, networking, storage, databases, queues, observability, deployment systems, external APIs, and human approvals. Decide which failures each workload must tolerate: a host, zone, region, provider account, or broader provider event. A second region does not help if both regions depend on one identity service or one unreplicated DNS control plane.

Choose proportionate resilience controls

Options include zone redundancy, cross-region replication, warm or active secondary environments, immutable backups, tested restore procedures, alternate communications, and manual continuity processes. Synchronous or frequent replication can reduce potential data loss but adds design and cost implications. Backup recovery may provide a larger RPO and a longer RTO. Data location, compliance, operating budget, and staffing must be part of the decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Practice the complete recovery path

Exercise detection, declaration, access, traffic changes, data recovery, customer messaging, and reconciliation—not just backup-job completion. Verify that the secondary environment has current capacity and that responders can reach runbooks and status feeds without the primary console. Google recommends practicing recovery steps and keeping timestamps synchronized across observability streams; its guidance states that synchronization makes correlation easier when time is critical.

Questions business leaders commonly ask

How do I know whether the provider or my own application is at fault?

Compare customer reports and application telemetry with provider notices, dependency health, recent changes, credentials, quotas, DNS, and network paths. A provider notice strengthens the hypothesis but does not prove that every failing component in your stack has the same cause.

Should every business use multiple clouds?

No. Cross-provider recovery can reduce exposure to a provider-wide failure, but it also adds portability, identity, networking, data-consistency, staffing, and cost challenges. Choose the failure scopes your business must tolerate and demonstrate the resulting RTO and RPO in exercises.

What if the provider dashboard is unavailable?

Use the provider’s documented public page and, where available, API or RSS feeds from an independent network. Continue relying on your own customer-impact checks and telemetry; lack of a status post is not evidence that your service is healthy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When is an incident really over?

When critical user journeys are healthy, data and transactions are reconciled, temporary mitigations are controlled, monitoring is stable for an agreed period, and owners are assigned for follow-up work. Provider recovery is an input to that decision, not the decision itself.

Sources and official guidance

AWS’s disaster-recovery documentation states: “It is critical to factor in incident detection, notification, escalation, discovery and declaration into your planning and objectives to provide realistic, achievable objectives that provide business value.” Google Cloud product guidance published September 15, 2026, emphasizes synchronized timestamps across observability streams so teams can correlate events when time is critical. Consult the current AWS, Google Cloud, and Microsoft Azure health, incident-handling, disaster-recovery, and business-continuity documentation during planning because terminology and capabilities can change.
