First, identify what is failing: the drone’s onboard position fix, its remote-identification tracker, or the aircraft/account record in ERA-GLONASS. These are separate problems. ERA-GLONASS receives remote-identification data; it is not the drone’s GPS receiver and cannot restore an aircraft’s navigation fix.

Work out what “cannot locate” means

Check whether the drone itself reports coordinates before troubleshooting the government system. If the controller or flight app has no aircraft position or GNSS fix, follow the drone manufacturer’s navigation troubleshooting instructions. If the aircraft reports its position but its remote-identification information is missing from ERA-GLONASS, investigate the tracker, its data path, and the aircraft or owner record instead. The Ministry of Transport describes ERA-GLONASS as a receiver of remote-identification data, while its earlier system description says the information is transmitted by identification equipment.

Check the owner account and aircraft record

Sign in to the owner’s personal account and confirm that it is active and that the aircraft details are correctly reflected in the system. The Ministry of Transport’s 24 September 2026 announcement says flight plans submitted to Russia’s air-traffic organization would be rejected without confirmation of an active personal account starting 1 October 2026. The announcement also advises owners to check their aircraft data. See the Ministry announcement dated 24 September 2026 for the current policy details.

The same announcement describes remote-identification equipment as applying to drones over 250 g from 1 March 2026. These are Russia-specific requirements and dates; consult the official rule for your operation rather than assuming they apply elsewhere or to every aircraft category.

Identify the installed tracker type

Find the tracker’s make, model, and transmission type from its label, documentation, or supplier. The Ministry says ERA-GLONASS accepts data from cellular, satellite, hybrid, and broadcast-type identification devices. Do not assume every tracker needs cellular service or has the same setup procedure.

  • Cellular: check the tracker’s own status indicators and the manufacturer’s instructions for its connection state.
  • Satellite: use the device maker’s documented status checks; the sources do not establish a universal satellite setup or recovery sequence.
  • Hybrid or broadcast-type: confirm which transmission method your particular unit supports and whether it is operating as documented.

These are supported device classes, not a ranking: the available official descriptions do not compare their range, accuracy, cost, battery life, or reliability. A dated Ministry description from 11 August 2025 says ERA-GLONASS received remote-identification data each second and described integrations with the State Corporation for Air Traffic Management flight-plan service and the commercial platforms Jupiter, Nebosvod, and Fly Drone. Distinguish cellular loss from a missing position fix

A loss of cellular coverage does not by itself prove that the drone has lost its GNSS position. Nor does it establish that the drone will appear in every app or system view. Keep the two checks separate: verify the aircraft’s reported coordinates, then check whether the tracker is transmitting remote-identification information through its supported method.

A government report dated 6 July 2026 describes one demonstration in which a tracker automatically broadcast over Wi-Fi and a standard smartphone in an area without cellular coverage. That report documents a particular service and configuration; it does not show that all trackers offer Wi-Fi fallback or that Wi-Fi restores lost GNSS positioning. Collect useful diagnostics before contacting support

If the aircraft and account appear correct but the system still has no record, give the tracker supplier or system operator information that distinguishes a positioning fault from a transmission or registration fault:

  • Drone make and model.
  • Tracker make, model, and type: cellular, satellite, hybrid, or broadcast.
  • The tracker’s status indicators and any exact error text.
  • Whether the drone itself reports coordinates or a GNSS fix.
  • Whether the owner account is active and the aircraft appears correctly in the system.
  • When and where you attempted the connection.

Use the tracker manual or manufacturer support for model-specific checks. The official system descriptions establish supported device categories and system roles, but do not provide a universal reset, firmware, SIM, pairing, antenna, or account-recovery procedure. Do not reset, replace components, reflash firmware, or change antennas unless the instructions for your specific equipment confirm that step.

What current system figures do—and do not—tell you

On 24 September 2026, the Ministry reported 1,027 connected users and 1,205 aircraft in ERA-GLONASS. Those figures are a snapshot of system participation, not a measure of your tracker’s connection quality or evidence that a particular aircraft is registered correctly. The announcement is Russia-specific and should be checked for updates when requirements or procedures matter to a flight.
