If the Delhi Development Authority (DDA) rejects an online leasehold-to-freehold conversion application, check the stated reason in the IDLI System, fix the deficiency if possible, then use the portal’s “Re-apply” option. Re-application is a fresh submission after correction—not an automatic appeal or reversal. If your application is delayed, check for a document objection, dues demand, or other pending requirement before escalating.
First, check the application in DDA’s IDLI System
- Sign in to the IDLI System and open the conversion application using its reference number.
- Read the latest status, notice, and pending-action details. Look for a document deficiency, payment demand, or other instruction.
- Save the record. Keep the application number, submission confirmation, status screenshots, notices, receipts, dues details, and copies of correspondence together.
- Respond to the specific issue. Upload or provide the requested documents, address the demand, or ask DDA in writing to explain what remains pending.
- If the application was rejected online, use “Re-apply” in IDLI or DDA’s direct re-application route, after correcting the stated issue. Follow the instructions on the live portal; resubmitting does not itself overturn the rejection. DDA’s IDLI FAQ describes the re-application option.
Match the hold-up to the right next step
Document or application defect
Follow the deficiency notice exactly and retain proof of submission. DDA’s 2014 conversion brochure says an applicant with a defective or incomplete application should be given 30 days to supply missing prescribed documents or remove defects; it also says failure to cure could result in deemed rejection. Outstanding property dues
Check DDA’s “Check Dues” information and compare any demand with the property record. DDA lists potentially applicable charges such as misuse, damages, sub-letting, ground rent, and service or maintenance charges. Its FAQ says you may apply while dues are pending, but conversion approval is allowed only after applicable dues are paid. If you believe a charge is wrong, raise a reasoned written dispute through DDA’s channel and keep the supporting records. DDA’s IDLI FAQ
Court case or title dispute
DDA says conversion is not allowed while a matter is sub judice; its 2019 FAQ says conversion follows resolution of a property-title dispute by the court. Encroachment on government land
DDA identifies government-land encroachment as a bar to conversion. Treat this as a substantive issue to clarify or resolve, not a paperwork defect that re-application alone will cure. DDA’s IDLI FAQ
No clear reason or prolonged inactivity
Ask DDA in writing for the current status and the specific action required to move the file forward. Include the application reference, key dates, steps already taken, and a concise chronology. If an ordinary status enquiry does not resolve the delay, use DDA’s grievance contact or a public hearing.
How to follow up with DDA
DDA publishes dirsagr@dda.org.in as a grievance redressal contact and lists helpline 1800 110 332. It also lists walk-in public hearings on Mondays and Thursdays from 2:30 to 4:30 PM for specified officials and departments. Attach or bring copies of your application reference, notice, status record, payment proof, and prior correspondence. Ask for a specific outcome: confirmation of the pending item, correction of an apparent record error, or written reasons for rejection or delay.
What the published timelines do—and do not—mean
DDA’s 2014 conversion brochure states that an application found in order would be disposed of within 45 working days after prescribed formalities were completed. The brochure also sets out the 30-day defect-cure period described above. These are figures in older published material, not independently verified current service guarantees for IDLI applications. Is there a formal appeal?
DDA’s website lists a circular dated 30 April 2020 titled “Guidelines for dealing with conversion/mutation applications in case of complaints/disputes,” and separately lists appellate authority orders. The listing information alone does not establish a conversion-specific appeal right, the correct authority, a filing deadline, or whether that process applies to your rejection. Obtain the full circular and your written decision before relying on an appeal route; seek qualified legal advice where ownership rights or court proceedings are involved.
