First, ask the financial institution handling the payment to confirm whether it is still under review, was rejected, or is formally blocked under U.S. sanctions administered by OFAC. A delayed-payment alert alone does not prove that OFAC blocked your funds. The bank holding the payment may be an intermediary, not your own bank.
Find out what status the payment actually has
Contact your bank or payment provider through its official channel. Ask for its sanctions-compliance team if frontline support cannot explain the case. Request the status in writing, the institution currently holding or handling the funds, and a case reference.
Screening systems can flag transactions that are not actually associated with a sanctions target, and institutions may use human review to investigate. OFAC notes that “Computer software may flag some transactions that are not actually associated with OFAC targets” in FAQ 48. Respond to information requests through a verified channel and keep copies of your replies.
Pending, rejected, and blocked are different outcomes

OFAC explains the distinction in FAQ 53 and FAQ 36. The correct treatment depends on the transaction facts and the sanctions program. A concrete wire-transfer instruction can create property subject to blocking; a preliminary inquiry about whether a transfer is permitted is different.

If the funds are confirmed as blocked
Identify the institution that filed the report
OFAC says it does not itself seize or hold blocked funds. It advises customers to contact their financial institution first to confirm that funds are blocked pursuant to OFAC-administered sanctions. The relevant institution may be a correspondent or intermediary bank rather than the bank where you hold your account. Ask which institution filed the blocking report; OFAC generally does not process a request to release funds if the corresponding blocking report has not been filed. See OFAC FAQ 51.
Consider an OFAC specific-license application
A specific-license application asks OFAC for authorization for a transaction that would otherwise be prohibited. It is an application, not a guaranteed release, and it is separate from asking the bank for its status or documentation. OFAC’s license application guidance describes the application process and the transaction details and supporting material to provide.

Prepare a detailed account of the funds and transaction. The information OFAC’s guidance calls for includes:
- A description of the blocked funds and the transaction, including the amount and currency.
- The names and addresses of the parties, including relevant intermediary or correspondent institutions.
- The original payment instructions and relevant transaction records.
- The date the funds were blocked and the identity of the blocking institution.
- Correspondence with the financial institution and supporting records, such as invoices or other documents explaining the payment’s purpose.
Keep the application’s supporting documents and any institutional case reference. If the matter is complex, involves a business, or the license request is contested, you may choose to consult a qualified sanctions attorney; legal help is not a prerequisite established by the OFAC guidance.

Keep a clear record and protect your information
Retain the payment receipt or transfer instruction, transaction reference, amount and currency, relevant dates, originator and beneficiary details, bank or processor messages, invoices, and any requested explanation of the payment’s purpose. If a block is confirmed, record the blocking date and institution and keep relevant attachments for any application.
Do not send identity documents, account credentials, or sensitive payment information in response to an unsolicited message or through an unverified contact method. Use the institution’s official website, app, or known phone number to verify where documents should go.

What the ten-day OFAC reporting rule does—and does not—mean
OFAC FAQ 53 states that blocked wire funds must be reported within ten days. That is a reporting requirement for the institution in the described U.S. context; it is not a ten-day estimate or deadline for a customer’s funds to be released. The reviewed OFAC materials give no general timeline for clearing a screening hold or deciding a release application.
Check which rules apply to your payment
This guidance focuses on the U.S. OFAC process. Sanctions rules and available remedies can differ by country, sanctions program, payment route, and institution. If your payment is handled outside the United States or the institution identifies a different sanctions regime, ask it which authority and procedure apply rather than assuming the OFAC process controls.
