Where should I run?
Move quickly sideways out of the vehicle’s direct path, heading for the nearest safe area. Keep moving away from the danger rather than toward the scene to see what is happening. CISA advises running to the nearest safe area while moving away from the hazard; South Australia Police likewise advises escaping as quickly as possible when a vehicle is heading toward you.

Use a substantial obstacle for separation if one is nearby, but keep an exit route. Avoid moving into a corner or behind a barrier that could leave you trapped. There is no single object or route that is safest in every scene, so keep watching the vehicle and choose a way out that does not take you back across its path. If you cannot escape immediately
Get behind cover that breaks the vehicle’s direct path, then keep looking for a route out. Treat cover as a way to get out of immediate danger, not a reason to approach the vehicle or assume the area is safe.

If you fall or are knocked down
Curl into a protected position. Try to get up and move away as soon as you can; CISA warns that remaining down can expose you to trampling.
What should I do once I am safer?
Call your local emergency number when you can do so safely. Tell the operator the location, what is happening or happened, and any details you know about the vehicle or suspect, including the direction of travel. Report known injuries and stay alert for further danger, including the possibility of a secondary attack.
Emergency numbers vary by country: the official guidance cited here uses 9-1-1 in the United States, 111 in New Zealand, Triple Zero (000) in Australia, and 999 in the UK. Use the number for your location, not a number from another country. New Zealand Police’s Escape. Hide. Tell guidance also advises reporting what happened and sharing useful details.

First make sure the immediate threat is no longer putting you or other people at risk. If it is safe, help injured people within your ability and follow instructions from the emergency dispatcher or responders. Do not enter the vehicle’s path or an unsafe area to provide aid. CISA and New Zealand Police both make safety a condition of helping; their cited guidance does not set out detailed treatment procedures.
What should I do when responders arrive?
Follow police and emergency personnel’s directions, keep your hands visible, and avoid sudden movements. Do not assume the scene is safe until responders indicate it is. Stay alert and do not return toward the vehicle or incident area unless responders direct you to do so.
