Evaluate the service in the workflow where people will actually use it—not by model name or a polished demonstration alone.
1. Define the task and the consequences of error
Start with a specific job the system is being considered for. “Use AI to improve productivity” is too broad to evaluate; “draft first-pass summaries of internal meeting notes for an employee to review” is testable.
- Task: What should the service do, and what is explicitly outside its scope?
- Users and workflow: Who will use it, what information will they provide, and where will its output go next?
- Decisions: Will a person use the output as a suggestion, or could it directly affect a customer, employee, financial outcome, or other consequential decision?
- Failure impact: What could happen if the output is wrong, incomplete, misleading, or exposed to someone who should not see it?
Assess the AI-enabled service in context, including integrations and the people who act on its output. NIST’s voluntary AI Risk Management Framework frames risk management across the design, development, deployment, use, and evaluation of AI systems; it is not a pass/fail certification or a guarantee that a particular tool is safe.
2. Find out what happens to your data
Do not submit sensitive work material until you understand the provider’s data practices for the specific service, plan, and configuration under consideration. Review the current terms and documentation, and get answers to these questions:

- What does the provider process—prompts, uploaded files, generated outputs, account details, or usage telemetry?
- How long is each category retained, and where is it stored or processed?
- Can submitted data be used to train or improve models or other services? Are the terms different for business, enterprise, or consumer accounts?
- Which subprocessors or connected services can receive the data?
- Who can access it, what protections apply, and how can the organization request deletion?
- What happens to data in backups, logs, or an integrated application after deletion is requested?
NIST’s Generative AI Profile, published July 26, 2024, identifies data protection and retention as areas for risk controls and notes that third-party integrations can create privacy and information-security risks. Treat provider terms and product features as details to verify directly; they can change and may vary by account type or configuration.
3. Review security and vendor due diligence
Check whether the service meets your organization’s procurement and security requirements, rather than relying on a general statement that it is “secure.” Review available documentation and ask questions appropriate to the task and the sensitivity of the data.

- Access: How are user identities, permissions, and administrative access managed? Can access be limited to authorized staff?
- Threats: Consider who might attack the model or service, what access they could have, and whether the threat is passive or active. Consider relevant stages of an attack.
- Data flows: Establish where data crosses organizational or national borders, including through subprocessors and integrations, when that matters for your requirements.
- Assurance: Request relevant evidence, such as security documentation, attestation reports, service-level agreements, or software bills of materials where applicable.
- Workflow controls: Assess the security of connected tools and the way employees will authenticate, share outputs, and handle incidents.
NIST recommends adapting existing third-party due diligence to AI services. OECD’s AI model security assessment also identifies attacker access, attack phase, likely threat type, and cross-border data flows as assessment dimensions. Which checks matter most depends on the actual model, provider, deployment, and use case.
4. Test the work task, not the sales demonstration
Before evaluating candidates, decide what a good result means. Then use a set of examples that resembles the work people will give the service, and record what happens.

- Write quality criteria. Define required accuracy, completeness, format, tone, or other task-specific outcomes. Decide which errors are unacceptable.
- Build representative examples. Include routine inputs, edge cases, ambiguous requests, and likely failure conditions. Use approved or appropriately protected data.
- Run the same tasks across candidates. Keep prompts, settings, and review criteria consistent enough to make the comparison meaningful.
- Inspect failures as well as successes. Note fabricated details, omissions, inconsistent results, unsafe suggestions, or failures to signal uncertainty where those matter to the task.
- Document the findings. Record the service and configuration tested, examples used, results, limitations, and any human corrections required.
NIST recommends robust, iterative, documented testing, evaluation, validation, and verification early in the AI lifecycle. A successful demo or an unverified vendor claim does not establish dependable performance in your organization’s workflow. The cited guidance supplies no universal adoption threshold or general-purpose statistic that identifies a workplace AI model as best; the decision must rest on the task-specific results and risks.
5. Set permitted-use and human-review rules
Write down how employees may use the tool before making it broadly available. Rules should match the task’s potential consequences and the data involved.

- Specify what information users may enter and what must never be submitted.
- Identify which outputs need review, who is qualified to review them, and what must be checked before use.
- Make clear who remains accountable for decisions made with AI assistance.
- Explain how users should report errors, unexpected behavior, privacy concerns, or security incidents.
- Define whether outputs may be shared externally, stored, or used as inputs to other systems.
NIST notes that acceptable-use policies and guidance for human-AI teaming can help reduce risks from misuse, inappropriate repurposing, and mismatches between system behavior and user expectations. Human review should be a defined responsibility, not an assumption that someone will catch every problem.

Seek disclosures that help users understand what the system does, its limitations, and how to interpret its outputs. Keep internal records sufficient to support evaluation, ongoing operations, and incident response. Depending on the service and workflow, those records may include the approved use, test results, configuration, access rules, and the person responsible for review.

OECD guidance emphasizes understandable disclosures supported by robust documentation. If a provider cannot supply information your organization needs to evaluate or operate the service responsibly, treat that gap as part of the decision rather than filling it with assumptions.
7. Compare options using the same criteria
When comparing services, evaluate them against the same task and risk criteria. A model that performs well on one kind of work may be unsuitable for another, and broader capability claims do not replace workflow-specific evidence.

These comparison areas synthesize NIST and OECD guidance; they are not an official NIST or OECD scoring standard. Choose only after weighing task results alongside data, security, transparency, oversight, and due-diligence requirements.
Make the decision specific to the service and its use
The NIST AI RMF is intended for voluntary use and to help incorporate trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems. NIST identifies the framework as under revision, so consult its current framework page rather than assuming a version remains current. Neither the framework nor the cited OECD guidance establishes that a particular model is effective or safe for every workplace task.

A defensible decision has a clearly scoped task, verified data and security terms, documented tests on representative work, and explicit use and review rules. If those checks do not answer the risks that matter for your workflow, do not treat a broad capability claim as a substitute.
