Do not plug in an unknown discarded appliance or electronic device just to see whether it works. First identify its exact make and model, establish whether it was offered for reuse or discarded as waste, and screen it for damage. A visual check cannot certify electrical safety. For devices that store data or use online accounts, treat ownership transfer and data removal as separate checks.
1. Identify the item and how it was obtained
Record the manufacturer, exact model, and any serial or product-identification number before looking up instructions or safety notices. Ask whether the item was sold or given away for reuse, placed in a designated reuse area, or taken from a waste or recycling stream. An item in a skip or recycling collection has not thereby passed a safety check.
The legal meaning of “discarded” depends on location. In UK Environment Agency guidance, electrical and electronic equipment becomes WEEE when its holder discards it, intends to discard it, or is required to discard it. Used equipment transferred for reuse may remain used EEE only if applicable conditions are met: it is intended for its original purpose, needs no repair or only minor repair, any needed minor repair is completed, it is lawfully used, and it is handled so that it is not treated as waste. The guidance gives a replacement lawnmower cable or washing-machine seal as examples of minor repairs, while noting that specialist knowledge or qualifications may still be needed. These are UK rules, not a universal legal definition. If the item came from a recycling site or other waste stream, check local rules and the site’s reuse arrangements rather than assuming you can take it and use it.

2. Screen the item for visible damage and missing parts
With the item unplugged and not switched on, look for warning signs. This is a cautious initial screen, not a formal standard or proof of safety.
- Damaged plugs or cables, exposed conductors, or damaged strain reliefs.
- Cracked housings, missing covers, guards, lids, or other safety-critical parts.
- Corrosion, liquid residue, scorching, melted or discoloured areas, or an unusual smell.
- Unstable controls, missing feet or parts needed for secure use, or missing model and safety labels.
Do not open sealed or mains-powered equipment, bypass an interlock, splice a damaged cord, or repeatedly power a suspect item. If you see damage, overheating signs, liquid exposure, missing safety-critical parts, or cannot establish the item’s history, stop and consult a qualified repair or testing service.

3. Distinguish a visual check from electrical-safety testing
Appearance alone cannot establish that an appliance is electrically safe or fully functional. UK Environment Agency guidance for facilities preparing WEEE for reuse calls for visual, electrical-safety, and functionality testing, as well as records for each item. It points permitted facilities to suitable standards such as BS EN 50614:2020. These are requirements and guidance for reuse facilities, not a consumer checklist or a certification that a layperson can perform by looking at an item. If you are considering a repair or reuse that depends on confirming safe operation, ask a qualified technician or refurbishment service what checks it will perform and whether it can provide a record. A claim that the device “worked last time,” or one successful power-on, is not equivalent to documented testing.

4. Check recalls using the exact model
Once you have the manufacturer and model identifier, check recall and product-safety notices from the official regulator or manufacturer for your country before use. Recall coverage can depend on an exact model or serial-number range, so a brand name alone is not enough. The relevant official recall source varies by location; use your national product-safety regulator rather than treating any one country’s notices as universal.
5. Protect data and account ownership
Computers, phones, tablets, storage drives, USB media, smart TVs, and some connected appliances may retain files, account links, or personal settings. NIST SP 800-88 Rev. 2, published in September 2025, describes media sanitization as making access to target data infeasible for a given level of effort. It is organizational guidance; it does not establish that a casual factory reset removes all data from every device. NIST SP 800-88 Rev. 2: Guidelines for Media Sanitization
- Use the manufacturer’s directions for the exact model to reset the device or transfer ownership.
- Unlink the previous owner’s account through the manufacturer-supported process; do not browse another person’s files, messages, or settings.
- If you cannot confirm that data and accounts have been removed, do not treat the device as ready for your personal use. Seek manufacturer or qualified service guidance, or use an appropriate secure-recycling route.
A UK government-commissioned review of smart domestic appliances says appliances should be configured so personal data can easily be removed when ownership transfers or the consumer disposes of the device. That is a recommendation in the review, not a guarantee that every used smart appliance has an accessible or complete reset process. UK government review: Safety of Smart Domestic Appliances

6. Choose reuse, repair, or authorized disposal
If the item appears potentially reusable but its safety or operation is uncertain, use a qualified repair or refurbishment service rather than relying on an informal test. If it is unsafe, incomplete, or unsuitable for reuse, follow local authorized electronics collection or recycling guidance.
