Choose a decision-model API only after you have specified the business decision, acceptable outcomes, error costs, data constraints, and human fallback. Then prove that the API’s output contract, quality on representative cases, uncertainty behavior, security controls, operating characteristics, total cost, and vendor lifecycle fit the workflow.
A model response is only one component of a decision system. Your data preparation, thresholds, business rules, reviewers, integrations, and downstream actions determine the real outcome. The evaluation below turns those requirements into a practical procurement and engineering process.
1. Define the decision before comparing APIs
Start with an intended-use statement that a product owner, engineer, risk owner, and reviewer can all interpret the same way. NIST recommends documenting the business context, system task, risk tolerance, knowledge limits, and human oversight in its AI Risk Management Framework Core.
Describe the decision and its allowed outcomes
- State the question in operational terms: for example, whether a document meets a condition, which queue should receive a case, or what ordered service level applies.
- List every permitted output, including an explicit “needs review” or “cannot decide” route if one is possible.
- Identify who is affected, what action follows each result, and whether a person can override it.
- Record the cost of a false positive, a false negative, a delay, and an incorrect escalation. These costs rarely match, so a single accuracy percentage is inadequate.
Map evidence and boundaries
Document the fields the API will receive, their source and freshness, transformations performed before submission, and information the model must not infer. Mark cases that are out of scope, lack evidence, conflict with another system, or require a regulated or specialist decision.

Check whether a model API is necessary
Deterministic rules, a database lookup, or a conventional classifier may be safer and easier to audit for a stable decision. A model API is more useful when evidence is unstructured, language-dependent, or changes too often for hand-written rules. Keep deterministic eligibility rules and hard limits outside the model where possible.
2. Match the API’s output contract to your application
Do not begin with a model name. Begin with the exact value your downstream code must validate and store. The interface should make invalid, incomplete, or out-of-scope results visible rather than silently coercing them into a valid-looking value.
Three common decision output types
| Output type | Use it for | Implementation checks |
|---|---|---|
predicate |
Checking whether a condition holds | Define what evidence makes the condition true, false, or unanswerable; test how the application handles each state. |
choice |
Selecting one option from a fixed set | Version the option list, reject values outside it, and map each option to a documented downstream action. |
score |
Rating against ordered levels | Define the meaning of each level and whether adjacent levels trigger different actions. |
The OpenAI Decisions API documentation describes these three answer types and says that choice and score return probabilities over their discrete options. Treat those probabilities as model output, not as a guarantee of correctness.

If the workflow needs several fields, nested objects, or a custom JSON schema, verify that the service supports strict schema validation and clear malformed-output behavior. The Decisions API guide directs custom JSON needs to Structured Outputs in the Responses API. If the model must ask an application to perform an action, the guide directs you to function calling rather than treating a tool request as a decision value.

Test the contract, not just a sample response
- Send valid, missing, extra, empty, and incorrectly typed fields.
- Check how refusals, safety blocks, timeouts, rate limits, and malformed responses are represented.
- Confirm that your parser rejects unknown enum values and that a schema change cannot silently alter a business action.
- Store the request schema, response schema, model identifier, and prompt or instruction version with each decision record.
3. Prove quality on representative workflow cases
Build a held-out evaluation set from the cases the service will actually see. Include ordinary cases, ambiguous examples, rare but costly cases, adversarial inputs, language or formatting variants, and cases where the correct result is “out of scope” or “send to a person.” Establish labeling rules and have qualified reviewers resolve disagreements before scoring the API.
Use metrics that reflect error costs
- Measure false positives and false negatives separately when their consequences differ.
- Report coverage: the proportion of cases that receive an actionable answer rather than a refusal, timeout, or review route.
- Inspect performance by relevant customer, document, language, geography, or channel groups when those differences could change risk.
- For ordered scores, examine confusion between neighboring levels and whether probability estimates are useful for routing to review.
Do not accept a vendor’s general benchmark as evidence that your workflow will work. NIST recommends testing before deployment and repeatedly during operation under conditions similar to deployment; its guidance is available in the AI RMF Core.
Set acceptance criteria before a pilot
Write pass/fail rules for each critical metric, a maximum review rate, allowed latency and error rates, and the cases that must never be automated. Specify who can approve an exception and how a failed evaluation blocks release. Re-run the same suite after changing the model, prompt, schema, retrieval source, threshold, or preprocessing.

4. Design uncertainty, refusal, and human review paths
A production workflow needs a controlled response when the model is uncertain, lacks required knowledge, refuses, returns an out-of-scope result, or cannot be reached. A confidence or probability value does not prove that the answer is right; calibrate any threshold against your labeled cases.

Define routing rules
- Set a review threshold using the error costs and measured results from your evaluation set.
- Route low-confidence, conflicting, incomplete, or out-of-scope cases to a named queue rather than retrying indefinitely.
- Provide a deterministic fallback when the API is unavailable, such as a manual queue or an existing rules path.
- Record the original evidence, model output, threshold decision, reviewer action, and final outcome for audit and improvement.
Give people meaningful control
Reviewers need the evidence used, the policy or rubric they should apply, and a way to override the model. For decisions affecting a person, provide an escalation or appeal route where appropriate. Collect structured feedback on wrong, unclear, and harmful results; use it to expand the evaluation set and adjust the workflow.
5. Verify integration and operational reliability
Translate the workflow into service requirements before signing up: maximum end-to-end latency, peak throughput, acceptable availability, retry behavior, recovery time, and whether decisions may be queued asynchronously. Test these requirements with deployment-like traffic and failure conditions.
Operational evidence to request
- Load tests at expected and peak request rates, including rate-limit responses.
- Timeout, partial-response, dependency, and network-failure behavior.
- Monitoring for latency, error rate, refusal rate, review rate, token or input growth, and output-distribution drift.
- On-call ownership, incident severity definitions, notification channels, rollback steps, and a tested recovery procedure.
- Written availability or support commitments that match the business impact; marketing claims are not service-level guarantees.
Keep the model call behind an internal adapter so you can change providers, versions, schemas, or routing policies without rewriting every business integration. Make retries idempotent and prevent duplicate downstream actions.

NIST’s SP 800-228, published in June 2025, identifies API risks including missing formal schemas, poor API inventory, inadequate authentication and authorization, improper monitoring of resource consumption, and insufficient control of sensitive-information leakage. It recommends a risk-based, incremental set of pre-runtime and runtime protections.
Minimum control questions
- How are credentials stored, rotated, scoped, and prevented from appearing in logs?
- Are authentication and authorization enforced for every caller, tenant, tool, and administrative function?
- Is the endpoint, version, schema, and data classification recorded in an inventory?
- Can prompts, responses, traces, and support exports expose sensitive information?
- What are the retention and deletion controls, and can your organization verify them contractually?
- Which geographic processing locations are available, and are they compatible with your obligations?
- What happens to data sent to linked tools, retrieval stores, or other downstream services?
Feature labels such as zero data retention or regulated-data eligibility are not blanket compliance guarantees. Confirm eligibility, configuration, geography, contractual terms, and operational responsibilities with the provider and your legal and security teams.
7. Calculate the complete cost, not just token price
Build a workload-based model using expected requests, input length, output length, peak volume, retries, review percentage, retention and observability needs, and the cost of downstream actions. Include engineering and maintenance time, evaluation, monitoring, security review, incident response, and migration work.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →| Cost area | What to include |
|---|---|
| API consumption | Input and output usage, minimums, rate-limit effects, retries, and any regional or long-context multiplier. |
| Workflow operations | Compute, queues, storage, logs, dashboards, alerting, and backup systems. |
| Human decisions | Reviewer time for low-confidence, refused, appealed, or sampled cases. |
| Quality and governance | Labeling, evaluation runs, red-team exercises, privacy reviews, audits, and change testing. |
| Risk and exit | Fallback capacity, duplicate-provider integration, migration engineering, and termination or export work. |
Example of a vendor-published price
When checked in 2026, the Decisions API documentation stated an input price of $0.10 per one million tokens for /v1/decisions. The same page notes regional-processing premiums and long-context multipliers. This is an input-rate statement, not a total workflow cost; verify current rates, billing units, limits, and terms before purchase.

8. Assess vendor maturity and your exit options
Determine whether the endpoint is generally available, in public beta, or experimental; which models and SDKs are supported; how versions change; and how much notice you receive for deprecations. Ask for release notes, support escalation terms, incident history relevant to your service tier, and a migration path.
Keep prompts, schemas, test cases, decision logs, and business rules portable. Export decisions in a documented format and maintain a second implementation or manual fallback for high-impact workflows. A low introductory price is not valuable if a sudden model change, region restriction, or discontinued endpoint forces an emergency rewrite.
9. Use a weighted comparison worksheet
The following dimensions provide a practical request list. They are not a universal pass/fail score: weight them according to error costs, privacy obligations, operational tolerance, and the people affected by the decision.
| Dimension | Questions for the buyer | Evidence to request or produce |
|---|---|---|
| Workflow fit | What decision is made, from what evidence, for whom, and with what outcomes? Is a model API appropriate? | Workflow map, intended-use statement, input/output examples, impact and error-cost analysis. |
| Output contract | Does the service return a predicate, fixed category, ordered score, or richer validated object? | Schema examples, representative requests and responses, validation behavior, refusal and malformed-output cases. |
| Quality | Does it meet criteria on representative, ambiguous, and edge cases? How do false positives and negatives compare? | Held-out test set, labeling rules, task metrics, uncertainty and subgroup analyses where applicable. |
| Uncertainty and review | What happens when confidence is low, an answer is refused, input is out of scope, or the service fails? | Threshold policy, fallback path, review ownership, audit trail, feedback and escalation process. |
| Reliability and operations | What latency, availability, throughput, and recovery behavior does the workflow require? | Load and failure testing, deployment-like evaluation, monitoring plan, incident and rollback procedures, written commitments. |
| Security and privacy | What data is sent, and how are authentication, authorization, retention, residency, logging, deletion, and downstream services controlled? | Data-flow diagram, security documentation, contract and configuration review, eligibility confirmation for special controls. |
| Cost | What is the complete cost at expected volume, length, region, and review rate? | Workload estimate, rate limits and pricing terms, integration and operations estimate, sensitivity scenarios. |
| Vendor maturity | Is the endpoint stable? Which models and SDKs are supported, and what are the support, change, and exit terms? | Current release notes, support terms, version policy, and migration plan. |
10. What the documented Decisions API illustrates
OpenAI’s guide says, “Use Decisions when your application needs one of these answer types.” That statement describes the product’s intended fit, not independent validation. The guide documents predicate, choice, and score outputs, recommends Structured Outputs for custom JSON, and recommends function calling for tool requests.
At the time checked, the documentation described the Decisions API as in public beta and listed gpt-6-luna as its only supported model. It also published a vendor claim that the endpoint is “10x faster than the Responses API.” No independent, cross-vendor benchmark or workflow outcome statistic establishes that comparison, so treat it as a dated vendor claim and test latency in your own deployment conditions.
The same documentation states that Zero Data Retention and HIPAA use are supported for eligible customers, and that U.S. and Europe (EEA plus Switzerland) regional processing is supported subject to eligibility and limitations. Confirm the current documentation and the terms that apply to your account; these statements do not constitute a blanket compliance guarantee or a service-level commitment.
11. A production-readiness sequence
- Approve the intended-use statement, affected users, allowed outcomes, error costs, and prohibited cases.
- Freeze representative examples and labeling rules; create a held-out evaluation set.
- Define the response schema, refusal and review states, thresholds, and fallback behavior.
- Run quality, subgroup, security, load, timeout, and malformed-output tests under deployment-like conditions.
- Complete data-flow, retention, residency, access-control, and contract reviews.
- Calculate total cost under normal, peak, long-context, regional, retry, and review-heavy scenarios.
- Launch with monitoring, sampled human review, audit logs, incident ownership, and a rollback switch.
- Re-evaluate after model, prompt, schema, policy, traffic, or data changes and on a regular operating schedule.
12. Common selection mistakes
- Choosing by a generic benchmark: replace it with labeled workflow cases and explicit acceptance criteria.
- Treating confidence as truth: calibrate thresholds and route uncertain cases to review.
- Ignoring refusals and outages: model them as first-class outcomes with tested fallbacks.
- Sending every field: minimize data and document every downstream recipient.
- Comparing list prices only: include review labor, integration, monitoring, regional and context multipliers, and exit costs.
- Hard-coding a provider: isolate the API behind an adapter and preserve portable schemas and test cases.
- Assuming a framework is a law: NIST’s AI RMF is voluntary; applicable obligations still depend on sector, jurisdiction, workflow, and contract.
NIST released AI RMF 1.0 on January 26, 2023, and its framework page says a revision is underway. Use the framework as a risk-management aid, then obtain legal and regulatory advice for requirements that apply to your organization.
