Before buying a high-power electric bike, verify its rated motor power, motor-only top speed, pedal-assist cutoff, throttle behavior, and whether a setting or simple modification can unlock more speed. Those details—not the seller’s “e-bike” label—help determine what the vehicle is and where it may be ridden. Check the laws for your intended routes before paying.
Start with the bike’s actual power and speed specifications
Ask the seller to provide the relevant specifications in writing. Look for rated or continuous motor power, not only a headline peak-power figure, and distinguish motor-only speed from pedal-assisted speed.
- Rated motor power: The motor’s stated continuous or rated output.
- Motor-only top speed: How fast it can travel under motor power without pedaling.
- Pedal-assist cutoff: The speed at which the motor stops assisting while you pedal.
- Throttle behavior: Whether the throttle moves the bike without pedaling, and whether it works from a standstill.
- Unlocking options: Whether an app setting, wire, or other easy change can enable a higher speed or output.
PeopleForBikes summarizes the U.S. federal low-speed electric bicycle definition as requiring working pedals, a motor below 750 watts, and a motor-only speed no greater than 20 mph. Its overview of the common three-class framework describes Class 1 as pedal assist cutting off at 20 mph, Class 2 as throttle-capable up to 20 mph, and Class 3 as pedal assist cutting off at 28 mph. State laws may define or regulate these categories differently. PeopleForBikes’ state-law overview is a useful starting point, not a replacement for checking the rules where you ride.
PeopleForBikes flags power above 750 watts, speeds above 28 mph, “unlimited” modes, missing pedals, and motorcycle-like configurations as reasons to investigate whether a product may be a motor vehicle rather than a bicycle. Check the law for your location and routes
Rules can affect age limits, helmets, licensing, registration, insurance, vehicle class, and access to roads, paths, and sidewalks. Verify the rules for the exact jurisdiction and routes where you plan to ride; do not infer permission from the bike’s marketing or from another state’s rules.
Illinois illustrates why location matters
The Illinois Secretary of State guide describes a high-speed electric bicycle as a pedal bicycle with a motor of 750 watts or more that can travel faster than 28 mph. It says Illinois’s new micromobility law takes effect January 1, 2027. Under that future Illinois framework, vehicles capable of more than 28 mph face driver’s-license, title, registration, and insurance requirements and are prohibited on sidewalks, bike paths, and bike lanes. This example applies to Illinois, not other states. Consult the Illinois Secretary of State’s guide and confirm current local requirements before buying.
Ask for model-specific electrical safety evidence
The U.S. Consumer Product Safety Commission (CPSC) identifies ANSI/CAN/UL 2849, Standard for Safety for Electrical Systems for eBikes, as the applicable consensus voluntary standard for e-bike electrical systems. CPSC says compliance is intended to reduce dangerous fire risk and calls on manufacturers to demonstrate it through certification from an accredited testing laboratory.
Ask which exact bike and electrical system were evaluated, and request documentation connecting the claim to the model you are considering. A general safety statement is not the same as model-specific evidence. The standard is described as voluntary; it should not be represented as a universal mandatory federal certification requirement. Confirm that the battery and charger are approved for the bike
Use the charger supplied with the bike or a replacement the device manufacturer confirms is compatible and approved. A plug that fits does not establish that a charger is electrically compatible or safe. CPSC’s September 5, 2024 notice reported 156 fire and thermal incident reports involving universal micromobility chargers in the United States between January 1, 2023, and May 16, 2024. That figure concerns reported incidents involving universal chargers, not all e-bike chargers. Read the CPSC universal-charger notice.
For a replacement or secondary battery, CPSC says it should be tested and approved to work safely with the device and confirmed as suitable by the device manufacturer. Avoid modified or reworked battery packs and repurposed or used cells. Use only a manufacturer-approved replacement battery; see CPSC’s micromobility safety guidance.
Follow the manufacturer’s charging instructions. CPSC advises staying present while charging, unplugging when charging is complete, and never charging while asleep. The CPSC micromobility guidance and its charger notice provide further details.
Search recalls and safety warnings before buying
Check the exact make, model, year, and battery model number in official recall and safety-warning notices. For a used bike, read the battery label and compare its model number with current notices; do not rely only on the frame’s brand name.

For example, a CPSC warning dated November 24, 2025, names Rad Power Bikes battery models HL-RP-S1304, RAD-S1304Y, and RP-1304 and multiple associated bike models. It directs owners of those named batteries to remove them and arrange hazardous-waste disposal. The warning reports 31 fire reports, including 12 reports of property damage totaling approximately $734,500. This is a warning about the named batteries, not every Rad battery or every e-bike. Check the CPSC warning and search its recall database for the specific bike and battery.

Whenever possible, take a test ride before purchase. A local bicycle shop may be able to arrange one and answer questions about the bike’s specifications. Check whether you can manage the bike comfortably both while riding and when stopped.
- Reach the handlebars comfortably and set the saddle to a usable height.
- Check that the controls are easy to locate and operate.
- Practice starting, braking, shifting, turning, and balancing at low speed in a safe area.
- Assess whether you can handle the bike’s weight when mounting, stopping, parking, or walking it.
The Illinois Secretary of State notes that e-bikes can be much heavier than conventional bicycles, making low-speed maneuvering harder and braking times longer. That is a practical reason to assess control on the exact bike rather than choosing by power specifications alone. Illinois’s guide discusses these handling considerations.
Ask who will service it after the sale
Before committing, ask the seller who can service the motor, battery, brakes, and display; whether replacement parts are available; how warranty claims are handled; and whether the shop will support the bike after purchase. Warranty terms and service coverage depend on the specific model and seller, so get the answers for the bike you are buying rather than assuming that every brand has the same support.
Compare bikes on the factors that change your decision
When comparing a conventional e-bike with a higher-speed or higher-power vehicle, line up the same information for each model. A price, range, or performance comparison is only meaningful when the models and the basis for their published figures are known.
