Start by checking the hearing notice and project record; then use the checklist below to focus on water, power, noise, backup systems, land use, public costs, and enforceable commitments. The questions are useful whether you support the project, oppose it, or are still deciding.
Before the hearing: find out what is being decided
Identify the approval and decision-maker
Read the current hearing notice and agenda. The hearing may concern zoning, a special exception, a site plan, environmental review, an air permit, or another specific approval. Find out which body is deciding, what it may approve or deny, and whether it can impose conditions. Procedures vary: Fairfax County says some data centers may be allowed by right in specified industrial districts if they meet standards, while certain exceptions require hearings before both the Planning Commission and Board of Supervisors (Fairfax County data centers). Tucson’s adopted process includes neighborhood coordination, a public hearing, Zoning Examiner review, and final Mayor and Council consideration (City of Tucson regulations).
Locate the complete record
Look for the application, site plan, staff report, technical studies, utility materials, draft approval conditions, permit applications, and responses to public comments. Sangamon County’s CyrusOne project page illustrates how a local government may collect project questions and link hearing documents and comments (Sangamon County project information). Related approvals can have separate files: Wisconsin DNR, for example, ran an air-permit comment period and hearing for the Port Washington proposal (Wisconsin DNR project page).
Check how and when to comment
Confirm speaker registration, time limits, written-comment deadlines, and whether comments must address a particular permit or docket. Ask how written evidence becomes part of the official record and whether agencies will respond in writing. Requirements are local; follow the current notice rather than assuming the rules from another hearing apply.

Make each question answerable
Point to the page, table, or assumption you are asking about. Request a specific figure, supporting document, responsible party, or proposed condition. If an answer is not yet available, ask when it will be supplied, whether it will be added to the record, and whether the decision can wait or be conditioned on receiving it.
Questions about water and cooling
- What cooling system is proposed, and what is its expected water use during typical, peak, and drought conditions?
- Where will the water come from? What approvals or supply agreements support that source, and how does the project fit the local water plan or affect other users?
- What wastewater, cooling-system blowdown, stormwater, or groundwater effects are expected, and where are the estimates documented?
- Were lower-water cooling methods or recycled water considered? What are the trade-offs in water use, energy use, cost, or other impacts?
Tulare County lists water supply and cooling systems among the infrastructure issues it is studying (Tulare County data-center discussion). Ask for this project’s assumptions and calculations; figures from a different facility are not a substitute.

Questions about electricity and grid upgrades
- What are the expected and maximum electrical loads, including cooling and other support equipment? What assumptions determine those estimates?
- Which substations, transmission lines, or other upgrades are needed? Who will build and pay for them, and could they serve other customers?
- What are the expected service timeline and reliability assumptions? What happens if demand peaks, an outage occurs, or grid upgrades are delayed?
- Which project costs are assigned to the data center, and which could fall to utility customers or taxpayers? Where is that allocation documented?
Tulare County identifies electricity demand and supporting utility infrastructure as review topics. Ask for utility-specific studies, agreements, and cost-allocation documents rather than assuming who pays.
Questions about noise, lighting, and nearby residents
- Does the noise study include cooling equipment, transformers, and generators, including nighttime operation? Where and when were measurements taken, and what operating conditions were assumed?
- What noise limits apply at the nearest homes, and how will compliance be measured after the facility opens?
- What barriers, setbacks, landscaping, or building orientation are required? Who will check whether the measures work, and what happens if limits are exceeded?
- What lighting will be visible beyond the site, and what limits apply to glare and overnight lighting?
- What construction hours, truck routes, and road-safety measures are proposed?
Local materials identify noise and lighting as review issues. Tucson’s regulations describe noise studies, screening, operational limits, environmental review, and landscaping standards (City of Tucson regulations). Applicable limits and conditions depend on the jurisdiction and approval.

Questions about generators, air, fire, and emergency response
- How many backup generators or other onsite power sources are proposed, what fuel do they use, and which air permits are required?
- How often and for how long may generators be tested or operated? Do emissions estimates cover routine testing, outages, or both?
- Where will fuel, batteries, and other hazardous materials be stored? What fire-suppression systems and incident plans are proposed?
- Have fire and emergency services reviewed site access, water needs, training, equipment, and response procedures?
- Where can the public find the air permit, emergency plans, and agency responses to comments?
Tulare County lists air quality, backup power, fire protection, emergency response, batteries, and fuel storage among its review topics. In a project-specific example, Wisconsin DNR issued construction and initial operation permits for 45 diesel-fired emergency generators at the Port Washington proposal on June 12, 2026. That is a permit fact about this proposal, not a typical data-center figure.
Questions about siting, environmental effects, and public services
- What zoning approval is requested, and which standards, exceptions, or variances are involved?
- Which homes, schools, farms, habitats, or other sensitive uses are near the site? What setbacks and buffers would apply?
- What environmental review is required? Does it consider cumulative effects and related utility infrastructure?
- How much land will be disturbed? How will drainage, erosion, habitat, traffic, lighting, and road wear be addressed?
- What demands on public services are expected during construction and operation, including fire response, roads, water, wastewater, and emergency services?
Tulare County identifies land-use compatibility, infrastructure, public services, transportation, and community effects among its study areas. The California Energy Commission’s RB Inyokern docket lists subject categories including land use, air quality, noise and vibration, traffic and transportation, public health, soil and water, and greenhouse gases (California Energy Commission docket 26-SPPE-01). These examples show possible review topics, not impacts that necessarily apply to every project.

Questions about jobs, taxes, and public costs
- How many construction jobs and permanent jobs are forecast? How were the estimates calculated, and which are temporary versus ongoing?
- What tax revenue, fees, or other public benefits are forecast? Which public costs or infrastructure spending are excluded from the estimate?
- Are there proposed commitments for local hiring, apprenticeships, utility upgrades, community benefits, or public reporting?
- Which promises will become approval conditions, permit terms, or binding agreements? Who monitors them, how often will results be reported, and what happens if a commitment is missed?
Ask for the assumptions behind each estimate and for commitments to be written into an enforceable instrument with a named monitor and reporting schedule. The project record—not a general sector-wide assumption—must establish local jobs, tax revenue, and costs. Tulare County’s review topics and Sangamon County’s project information illustrate where to look for project-specific material.

If alternatives are part of the applicable review, ask whether the record evaluates a smaller footprint, another site, a different cooling or power design, or a no-build option. Compare each alternative using the same assumptions and measures:

- Water source, expected use, and wastewater effects
- Electricity demand, required infrastructure, and who pays
- Generator type, fuel, and emissions
- Noise and lighting at nearby homes
- Land, habitat, traffic, and emergency-service effects
- Public costs and benefits, plus whether mitigation can be enforced
Where the record does not provide a comparable figure or assumption, ask for it rather than treating missing information as evidence for or against an option.
Use the hearing to build a clear record
Keep a short list of unanswered questions, the document or agency each concerns, and when a response is expected. Ask whether the response will be added to the record and whether the decision-maker can require the information or a measurable mitigation condition before approval. A public comment does not guarantee a particular outcome, but a focused question and a documented answer make the decision and its conditions easier to evaluate.
Local procedures can change. For example, Tulare County states that its Board adopted a temporary 45-day moratorium on new data-center development in unincorporated county territory on August 18, 2026, while it reviewed possible permanent standards; check the county’s page for current status and scope before relying on that example. Its notice specifies the measure applied only to unincorporated territory (Tulare County data-center discussion).
