MDR means Merchant Discount Rate: a merchant-side charge for payment processing, defined by the Reserve Bank of India (RBI) for debit- and credit-card transactions. RBI says that, from January 1, 2020, MDR must not be collected on UPI and RuPay debit-card transactions. That zero-MDR direction does not, by itself, prove that every payment method, provider service, or separately disclosed charge is free.

What MDR means

The RBI defines MDR as “the rate charged to a merchant for payment processing services on debit / credit card transactions.” In practical terms, it is a fee associated with accepting and processing a payment, rather than a fee automatically charged to the customer.

MDR is most useful as a term when discussing card acceptance. It should not be used as a catch-all label for every cost connected with a merchant’s payment setup. A separately disclosed convenience fee, for example, is a different charge.

Do merchants pay MDR on UPI payments?

RBI materials report the Government of India’s direction that MDR shall not be collected for transactions made through UPI and RuPay debit cards from January 1, 2020. This is the broad rule to keep in mind when asking, “What is MDR in UPI?”: UPI transactions covered by that direction have zero MDR.

The rule is not a guarantee that every instrument or ancillary service connected with a payment is free. The cited RBI materials do not establish current provider-by-provider prices, all charges that may apply to credit on UPI or prepaid instruments, or the latest terms of individual payment providers. Check the current terms for the exact instrument and service rather than assuming that a provider’s full payment offering has no fees.

How UPI charges differ from debit-card MDR

UPI’s zero-MDR direction and the RBI’s debit-card MDR framework are distinct. The RBI’s 2017 circular set maximum MDR rates for debit-card acceptance based on merchant turnover and acceptance infrastructure, effective January 1, 2018. Those caps are for debit cards, not UPI, and are historical policy figures—not a current UPI price list.

These rates and caps describe the RBI’s 2017 debit-card framework effective January 1, 2018. They should not be applied to UPI payments or treated as a statement of a provider’s current charges.

Is MDR charged to the customer?

MDR is described as a merchant-side processing charge; that does not make it automatically payable by the customer. RBI guidance tells payment gateways and payment aggregators to ensure merchants do not pass debit-card MDR on to customers. The cited direction is specifically about debit-card MDR, so it should not be generalized into a ruling on every instrument or every possible customer charge.

Other applicable charges, such as a convenience fee, are separate from MDR. RBI guidance requires applicable charges to be disclosed before payment in the context it addresses. A charge shown to a customer should therefore be identified by what it is, rather than being casually described as MDR.

How to compare a merchant payment arrangement

When comparing providers or acceptance options, separate the payment instrument from the service and channel. RBI has directed acquiring banks to unbundle MDR by card type and explain charges to merchants; for costs beyond that card framework, use the provider’s current documentation rather than infer a price from the UPI rule.

  • Identify the instrument: UPI, debit card, credit card, or prepaid instrument. Do not treat the rules for one as the rules for another.
  • Identify the acceptance channel: an in-person terminal, QR acceptance, or online checkout may be treated differently in a card fee schedule.
  • Separate MDR from other charges: ask whether each amount is a card-processing rate, a convenience fee, or another service charge, and check how it is disclosed.
  • Read the current merchant schedule: confirm applicable rates and services directly with the provider. The RBI’s UPI direction is not a provider’s complete fee schedule.
  • Check service and settlement terms separately: do not infer them from the MDR rule; verify them in current provider terms.
