In the Pokémon anime, there is no stated formula or power threshold that makes a Pokémon Legendary. The label is used as an official category, while a Pokémon’s myths and on-screen feats show what it means in a particular story—not a universal eligibility test or ranking.

How the anime identifies Legendary Pokémon

Official episode summaries sometimes name the category directly. In “Revealing the Stuff of Legend!”, the Pokémon Company calls Solgaleo “one of the Legendary Pokémon of Alola.” The story shows Nebby evolving into Solgaleo after a ritual involving the Island Guardians.

That is useful evidence for how the series labels Solgaleo, but it does not establish a checklist that every Legendary Pokémon must satisfy. Nor does an impressive scene, unusual ability, or regional legend by itself prove that a Pokémon belongs to the category.

Legendary and Mythical are distinct labels

The anime’s official summaries distinguish the terms rather than treating them as synonyms. In “Showdown at the Gates of Warp!”, Dialga and Palkia are identified as Legendary Pokémon, while Arceus is identified as Mythical.

Both labels can accompany extraordinary stories or abilities, but rarity or apparent power is not enough to collapse them into one category. Use the label the relevant official source gives the Pokémon.

What anime “power level” can—and cannot—tell you

For the anime, power is best understood in the context of an episode: the abilities attributed to a Pokémon, the scale of the event it affects, and the limits or circumstances the story depicts. It is not a published cross-series score.

These are different narrative situations, not measurements made on a shared scale. They do not establish that one Pokémon is categorically stronger than another, and the sources provide no anime-wide numerical ranking or comparative power dataset. Game statistics should not be presented as anime measurements.

How mythology fits into the picture

Regional lore can explain why a Pokémon is treated as significant and help shape its portrayal, but lore is not the same thing as a universal definition. As cross-franchise context—not an anime rule—the official Sinnoh story page for Pokémon Brilliant Diamond and Pokémon Shining Pearl describes myths involving beings said to control time or distort space.

Those accounts illustrate the connection between myth and portrayed abilities. They do not prove that every Legendary Pokémon must control a natural force, be worshipped, or possess a particular level of power.

How to compare two Pokémon fairly

First decide which question you are asking: whether a source calls a Pokémon Legendary or Mythical, what the story says it represents, or what it accomplishes on screen. Keep comparisons within the same kind of evidence.

  • For abilities, compare what each story explicitly shows or states.
  • For outcomes, account for the region, episode, and conditions rather than treating separate plot events as a standardized contest.

A grander-sounding myth or a dramatic feat may support an interpretation of a character, but it cannot establish a universal rule or reliable strongest-to-weakest list.

What the creators leave open

Pokémon Support says the creators intend unanswered questions to remain open to fans’ interpretations: “It is the intent of the Pokémon creators that questions that have not already been answered within the video games, animated movies, or TV shows, be left to the imaginations and interpretations of Pokémon fans.” The statement appears on Pokémon Support’s page on Pokémon origins, legends, and histories, updated January 30, 2026. It is an institutional statement attributed to the creators, not a quotation from a named individual.

That guidance is the clearest boundary for interpreting the anime: rely on what the shows and official sources actually say, and treat unanswered questions about eligibility or comparative strength as interpretation rather than hidden official rules.
