Start by finding the public notice and identifying which agency is deciding which permits. Then review the application and draft decision, submit focused comments through the notice’s formal channel before its deadline, and check the notice for hearing instructions. The right process depends on the project, permit, and location; there is no single deadline or agency for every industrial project.
1. Find the decision-maker, permits, and deadlines
Begin with the project’s public notice and the relevant state or local environmental agency. A facility may need multiple permits, handled by different agencies. Ask the agency which permits are pending, who is responsible for each, where to inspect the application and supporting record, and how future notices will be published. Request to be added to the project or facility mailing list.
The project-specific notice controls where comments must be sent, what they should include, the deadline, and how to request a hearing. EPA says comment periods for the New Source Review air-permit process are usually 30 days, but that is not a universal industrial-project deadline. Other programs and specific notices may set different periods. EPA’s New Source Review participation guidance explains that program’s process.
Ask the agency how to inspect the administrative file and whether additional documents will be posted. For hazardous-waste permits, EPA describes public participation opportunities at several stages, including before an application is submitted. 2. Read the documents and identify specific questions
When available, look for the permit application, draft permit, fact sheet or statement of basis, technical support documents, and relevant prior agency decisions. Note what the project proposes, what conditions the agency would impose, and which points are unclear or concerning to you.
- Write down the document title and page or section for each question.
- Ask the project contact or permitting agency to explain technical material you cannot interpret.
- Speak with local officials and interested community groups to compare questions and share information.
- If a group would benefit from an explanation, ask the agency whether it can hold an informational meeting.

3. Submit focused comments through the formal channel
Follow the submission instructions in the notice and file before its deadline. A useful comment identifies the project and draft decision, describes a concrete concern, points to relevant facts or documents where possible, and asks the agency to consider a specific issue or action. Clear, concise, well-documented comments are easier for the agency to address.
Keep a copy of what you submit and proof of delivery. Residents can coordinate comments or submit separate perspectives; a petition or shared template does not automatically have a particular legal effect. In the covered EPA permitting processes, significant comments made during the formal period must be considered, but comments do not guarantee that a project will be stopped or changed. The agency makes its decision under the applicable law.

4. Decide whether to request or attend a hearing
Read the notice to learn whether a hearing is already planned, whether you must request one, how to make that request, and when it is due. A hearing is not automatic. The applicable program rules and notice determine whether one is held and under what conditions.
A formal hearing can provide an opportunity to make a record, while an informal public meeting is generally a way to ask questions and discuss concerns. A meeting may not count as a formal comment or preserve any appeal rights. If oral testimony is allowed, also submit written comments through the formal process so your concerns reach the record. 5. Make participation workable for the community
Share notices, documents, and deadlines with neighbors. If helpful, choose a point person to coordinate questions and agency communications, while allowing residents to submit their own comments. Ask the agency about accessible formats, language needs, meeting locations, and other ways to take part. EPA describes public participation as two-way engagement: agencies share information and receive community ideas, issues, and concerns.
Local officials and civic, environmental, or public-interest groups may help residents understand the process or organize an informational discussion. These are optional ways to participate, not prerequisites for filing comments.

6. Read the final decision and check review options
After the agency acts, read the final decision and its responses to significant comments. If you are considering reconsideration or an appeal, promptly consult the final notice and governing rules for the available route and deadline. These procedures vary by program and jurisdiction.
For New Source Review permits, EPA says appeal procedures depend on the state and whether EPA or a delegated state or local agency issued the permit; draft-permit comments normally must be made to appeal. That guidance is specific to this program, not a rule for every industrial permit.
