UPI MDR means Merchant Discount Rate: a fee on certain eligible payments from a person to a merchant (P2M), borne within the merchant payment ecosystem rather than charged to the customer as a UPI fee. India’s Ministry of Finance says its announced schedule is due to take effect on October 15, 2026. As of October 4, 2026, that date is still in the future, so the rates below describe the announced framework, not a schedule already in force.
What does UPI MDR mean?
MDR is short for Merchant Discount Rate. In the UPI policy framework, it is a charge on specified person-to-merchant (P2M) transactions, distributed among participants in the payment ecosystem. It is not a tax collected by the government or NPCI, according to the Ministry of Finance FAQ.
The important distinction is who pays: the merchant payment ecosystem bears MDR. The Ministry FAQ and the September 15, 2026 PIB release say it is not a charge on customers making UPI payments.
Who pays MDR—and will it be deducted from a customer’s payment?
Under the announced framework, eligible merchants are subject to MDR; customers are not supposed to pay it as a UPI fee. The September 15 PIB release says banks have been advised to ensure merchants do not pass MDR on to customers. It also says UPI app providers are prohibited from platform fees or hidden charges under this framework.

That is the stated treatment of MDR and UPI platform charges. It does not establish that every merchant price or service-charge practice is legally impossible; the official statements address MDR pass-through and charges under the framework specifically.
What rates are scheduled for October 15, 2026?
The Ministry of Finance FAQ lists the following announced rates for specified P2M payments. The effective date is October 15, 2026; as of October 4, commencement has not yet occurred.

These are category-specific rules, not one rate for every UPI payment. The FAQ provides the rates and named categories; confirm the applicable category and implementation details after the scheduled start with the official Ministry FAQ.
Which UPI payments remain free of MDR?
- Person-to-person (P2P) transfers: Remain free irrespective of amount, according to the Ministry FAQ and PIB release.
- Merchant payments up to ₹2,000: Remain free of MDR under the announced schedule.
- Qualifying small merchants in the P2PM category: Merchants receiving up to ₹1 lakh a month through UPI QR retain zero MDR on all transactions. For these merchants, an individual payment above ₹2,000 does not by itself trigger MDR, according to the FAQ and PIB release.
So an amount above ₹2,000 alone does not determine whether MDR applies. The payment must be P2M, and the merchant’s category—including eligibility for the small-merchant P2PM tier—and sector also matter.

Why the date and policy status matter
The official statements use different status language. An August 8, 2026 PIB statement described an amendment as an enabling provision and said the proposed Taxation and Other Laws (Amendment) Bill, 2026 would need to pass before an NPCI-headed committee decided on MDR, if any. The later Ministry FAQ, dated September 15, calls the framework finalized and schedules it to take effect October 15.
The reviewed official pages do not explain the change between those descriptions. The later FAQ supplies the specific schedule, but because its start date is still ahead as of October 4, 2026, it is most accurate to describe these rates as announced and scheduled—not already in force. The Ministry FAQ also says details for a dedicated small-merchant fund are to be finalized in consultation with RBI within three months; those details are pending.

How many transactions are expected to be affected?
The Ministry FAQ says more than 95% of P2M transaction volume is at or below ₹2,000. The PIB release estimates that about 96% of merchant transactions will be unaffected and about 4% will attract MDR. These are government estimates; the PIB release does not give the underlying calculation.
