TCO Certified is an independent sustainability certification for IT products, with criteria that overlap EPEAT but also reach product categories such as servers, projectors and headsets. Both systems address chemical restrictions, including halogenated flame retardants. Neither a restriction nor recycling alone guarantees safer materials or a circular system: replacement chemicals need scrutiny, and recycled electronics materials must be kept out of unsuitable uses such as food-contact products.

What is TCO Certified?

TCO Certified is a sustainability certification and labeling system run by TCO Development, a Swedish nonprofit focused on improving the sustainability of IT products. Its criteria address environmental and social considerations across products and their manufacture. TCO Generation 8 for servers is one example of its standards being applied beyond personal computing devices.

Its scope overlaps with EPEAT, but includes categories such as data-center equipment, projectors and headsets. Certification can therefore give purchasers another standard to consider when setting requirements for IT procurement; the relevant product category and certification criteria should be checked for the product being evaluated.

How does TCO Certified differ from EPEAT?

TCO Certified and EPEAT are separate systems, not interchangeable labels. The available comparison is qualitative: it describes areas of overlap and distinctions in scope, but does not provide comparative scores, pricing or a complete side-by-side account of their certification procedures.

For procurement, the useful question is not which label is universally better, but which product category and criteria match the purchasing requirement. A certification can support screening, but it should not be treated as proof that every material is appropriate for every later use or that a recycling loop is closed.

Are flame-retardant substitutions actually safer?

Not automatically. Restricting a chemical can reduce reliance on it, but the replacement may have different hazards that are less studied. The cited discussion uses phosphorus-based flame retardants as a warning: substituting them for restricted halogenated flame retardants may amount to a “regrettable substitution” if the alternative’s risks are not adequately understood.

TCO’s dynamic list identifies “safer alternatives” for some flame-retardant and plasticizer categories. “Safer” is a relative judgment, not a guarantee of safety in every context. As Michael Kirschner put it in EE Times, “Given the ever-expanding information and insight being developed by toxicologists and other scientists about a wide range of industrial chemicals, saying something is ‘safe’ today is dangerous; all we can do is to get better — we can’t be perfect today.”

For buyers, the practical distinction is between eliminating a named substance and evaluating the substitute. A restriction is one part of chemical management; it does not, on its own, establish that every replacement is harmless.

Why can electronics recycling create a food-contact chemical problem?

Recycling does not necessarily return a material to the same kind of product. In open-loop recycling, recovered material from electronics can be used in another sector. Plastics selected for electronic products may contain substances chosen for electrical, thermal or other performance needs. If that plastic enters a food-contact application such as kitchen utensils, those substances may be unnecessary, undesirable or potentially dangerous in that new setting.

The concern is not that all recycled electronics plastic will enter food-contact products, nor that the cited discussion establishes a specific contamination event. It is that an open-loop system can move material—and its associated chemical choices—across uses with different safety requirements. Suitability for an electronic casing does not establish suitability for food contact.

What limits circularity in electronics?

A circular system needs more than collection and recycling. It needs recovery processes and material streams that preserve the distinction between materials designed for electronics and materials appropriate for other uses. Without that separation, recycling can redirect materials into applications for which their original chemical formulation was never intended.

  • Open-loop flows: Materials leave electronics and enter products with different performance and exposure requirements.
  • Chemical uncertainty: Removing a restricted substance does not settle the risks of its replacement.
  • Material-stream separation: Recovery systems need to keep electronic-grade material from entering incompatible streams, including food-contact uses.

Kirschner’s 2021 discussion pointed to the Circular Electronics Partnership as a broader effort: the World Business Council for Sustainable Development (WBCSD), the Global Electronics Council (GEC) and other partners had spent the preceding year developing a “Vision and Roadmap for Circular Electronics.” That initiative reflects the scale of the challenge, but a roadmap or product certification alone is not evidence that closed-loop recovery has been achieved.
