Google CAMP—the Cloud Application Modernization Program—is a framework for assessing application and software-delivery capabilities, choosing modernization priorities, and measuring progress. It is not a single Google Cloud product or a one-size-fits-all migration recipe: it combines assessment options, technical practices, Google Cloud services, and access to Google or partner expertise.
What Google CAMP covers
CAMP connects application changes with the way teams build, deploy, secure, and operate software. Google Cloud groups the work into three broad areas: modernizing traditional workloads, improving software delivery and operations, and running applications across cloud and other environments. The CAMP program page and application modernization overview describe the current scope.
Traditional applications
Organizations can assess and categorize existing workloads before considering migration or modernization paths. Google Cloud’s materials cover Java, .NET, Cloud Foundry, OpenShift, VMware-related workloads, and mainframe environments. Depending on the application, the destination might involve containers, managed platforms, APIs, or a more incremental change rather than a full rewrite.
Software delivery and operations
CAMP also addresses how software gets built and run: CI/CD, developer productivity, software supply-chain security, DevOps, site reliability engineering (SRE), and platform engineering. These concerns matter because changing an application architecture without preparing teams and delivery processes can leave operational bottlenecks intact.

Cloud, edge, and multicloud
The program’s options include serverless services such as Cloud Build, Cloud Run, and Cloud Functions, along with API management, edge deployments, and multicloud architectures. These are possible components of a target approach, not a default stack that every application should adopt.
How the CAMP process works
Google’s August 2022 whitepaper presents CAMP as an iterative process. It is intended to help organizations move from understanding their current state to testing changes and deciding what to improve next.

- Assess: Identify business and technical challenges and establish a baseline of current capabilities.
- Analyze: Evaluate possible paths forward, including the implications of different modernization choices.
- Plan and execute: Develop and implement a solution, with Google or partner experts as an option.
- Measure and iterate: Track agreed metrics, assess progress, and select the next challenge to address.
The whitepaper says the path can reflect an organization’s budget and comfort with the technology. It describes engagement examples such as discussions, whiteboard sessions, Jumpstart, assessments, and pilots; because these details are from August 2022, confirm current formats with Google Cloud before planning around them. The assessment should match the decision you need to make. The CAMP page identifies several options, but they answer different questions.

These tools are not interchangeable. For example, a delivery-capability benchmark will not replace code-level analysis, and a workload-fit assessment does not by itself decide whether an application should be migrated, refactored, or left in place. Google Cloud describes these assessments and related paths on its CAMP page and traditional application modernization page.
How to decide whether CAMP fits your organization
Use the framework to clarify a modernization decision rather than treating “move to cloud” as the decision itself. Before choosing an assessment or target architecture, establish what you need to learn and what constraints the work must respect.

- Workload and constraints: Identify whether the application is a traditional VM, VMware workload, containerized or PaaS application, mainframe system, or a new cloud-native build. Account for dependencies, compliance, latency, and reliability needs.
- Evidence needed: Decide whether you need an inventory and fit assessment, code-level analysis, a delivery-capability benchmark, or a migration risk and complexity plan.
- Target operations: Compare the operational implications of containers, managed Kubernetes, serverless, API abstraction, multicloud, and edge deployment. Architecture choices affect skills, tooling, and support needs as well as hosting.
- Capacity for change: Consider team skills, budget, appetite for architectural change, and whether the organization can modernize in stages while continuing to operate the existing application.
Google’s overview presents pathways and services, but it does not establish that one option is right for every organization. A useful plan should connect a specific workload and business need to an evidence-backed next step, then define how the result will be measured.

Google Cloud’s traditional-application page displays figures including 180%+ three-year ROI, 95% faster deployments, and 97% improvement in availability and avoided downtime. The page attributes these and other displayed benefits to The Total Economic Impact™ of Google Kubernetes Engine, a July 2021 study. They are vendor-page figures tied to that named study, not guaranteed outcomes of CAMP or of every migration. Review the underlying study and its assumptions before using them to forecast results for a different organization.

A separate Google Cloud announcement dated August 25, 2020 reported DORA research involving more than 31,000 IT professionals and said elite teams shipping code numerous times per day were 1.53 times more likely to achieve or exceed commercial goals, including profitability and market share. That is a finding reported in the 2020 announcement, not a newly verified current statistic. The same post’s figures for builds, test cases, logs, and monitoring metrics describe Google’s internal scale at the time—not customer outcomes from CAMP.
