Clear-air turbulence (CAT) is genuine atmospheric turbulence encountered in cloudless or nearly cloudless air. It usually forms where strong wind shear—rapid changes in wind speed or direction over a short distance—creates eddies, especially near high-altitude jet streams. A blue sky removes the visual warning that clouds can provide, but it does not make the air uniform or guarantee a smooth flight.

What clear-air turbulence means

The Federal Aviation Administration (FAA) defines clear-air turbulence as “sudden severe turbulence occurring in cloudless regions that causes violent buffeting of aircraft.” The National Weather Service uses the same operational idea: turbulence that occurs without a significant visible cloud cue.

“Clear air” does not mean that the atmosphere is perfectly calm, dry, or stable. It means that the aircraft is not passing through a substantial visible cloud that would warn passengers and pilots of convective activity. CAT is a description of the setting in which turbulence occurs, not a separate force from turbulence itself.

Not every bump in a blue sky is CAT. An aircraft can also encounter wake turbulence from another aircraft, mechanical turbulence near terrain, mountain-wave turbulence, or other disturbances that are not accompanied by obvious clouds. CAT specifically refers to turbulence in cloudless or nearly cloudless air, most often associated with wind shear at cruising altitude.

How wind shear makes smooth-looking air turbulent

Different air currents meet

Wind shear is a sharp change in wind speed, direction, or both across a relatively short distance. The FAA describes wind-shear turbulence as occurring when two air currents converge while moving at different speeds or from different directions. The boundary between them can become unstable and break into rotating eddies.

An aircraft does not need to enter a storm for this to happen. It can cross a narrow shear layer between faster and slower air, or between currents flowing along different headings, and experience rapid changes in vertical acceleration and altitude.

Clouds and motion are different things

A cloud is condensed water or ice that becomes visible when enough moisture and the right temperature conditions are present. Wind shear is a change in atmospheric motion. Dry upper-level air can therefore contain large velocity gradients without producing enough condensation to form a visible cloud.

This is why a passenger may see uninterrupted blue sky through the window while the aircraft suddenly shakes. The absence of cloud means there is little visual warning; it does not mean the air is uniform.

Where clear-air turbulence is most common

Jet streams

Jet streams are narrow bands of very strong upper-level wind. NOAA’s JetStream educational material places a typical jet-stream elevation around 30,000 feet, although the exact height changes with location and weather. A jet stream can extend hundreds of miles horizontally and thousands of feet vertically. Wind speed generally increases toward the core, creating strong gradients at the core’s edges and in nearby layers.

FAA training material places CAT especially above 15,000 feet and near the core and edges of jet streams. FAA Advisory Circular 00-6B, published in 2015, gives an approximate CAT altitude range of 20,000 to 50,000 feet. These are broad operating ranges, not a guarantee that turbulence will occur at every flight in those altitudes.

Why winter encounters can be more frequent

AC 00-6B says CAT frequency and intensity are maximized in winter, when jet streams are generally strongest. The seasonal tendency reflects stronger temperature contrasts and faster upper-level winds, but an individual flight can encounter CAT in any season.

Mountain waves and other shear zones

Jet streams are not the only source. Air flowing across mountain ranges can form mountain waves that propagate downstream and contain strong vertical motions or shear. Strong troughs and low-pressure systems can also create sharp changes in wind, as can temperature inversions in which temperature changes rapidly with height. These features may be cloud-free at the aircraft’s altitude even when clouds exist below or nearby.

What a clear-air turbulence encounter feels like

CAT can begin abruptly because there may be no thunderstorm, towering cloud, or visible frontal boundary ahead. Passengers may notice shaking, a brief feeling of lightness or heaviness, rapid vertical movement, or changes in the aircraft’s altitude or vertical acceleration. Loose objects can slide or lift, and an unsecured person can be thrown against the cabin interior.

The cited FAA and weather-service material explains the meteorology and flight operations but does not establish one universal probability of injury or one encounter rate for all flights. Risk depends on the turbulence’s strength, the aircraft’s motion, whether people are seated, and whether objects are secured.

The practical safety measure is simple: keep your seat belt fastened whenever you are seated, even if the sign is switched off. Keep bags and other objects stowed, remain seated when the aircraft is moving unpredictably, and follow cabin-crew instructions. A seat belt limits the chance of being lifted from the seat during an unexpected jolt; it does not prevent the aircraft from entering turbulence.

How forecasters and pilots identify CAT

Forecasting the conditions that favor it

CAT is difficult to observe directly from the ground. Aviation forecasters infer the risk from upper-air wind fields, the location and shape of jet streams, temperature patterns, mountain-wave potential, and numerical weather forecasts. These products identify areas where shear and instability are more likely; they cannot guarantee a smooth or rough ride at one particular seat or at one exact moment.

Why onboard weather radar may not show it

CAT can occur in dry air without the rain or hail that produces a strong weather-radar return. As a result, a radar display or a view out the window may show no obvious target even when a shear layer lies ahead. Forecasts and radar are useful for recognizing broader weather hazards, but neither can promise that every CAT encounter will be detected before the aircraft reaches it.

Pilot reports provide the most immediate evidence

The FAA’s Aeronautical Information Manual states that “the best available information on this phenomenon must come from pilots via the PIREP reporting procedures.” A pilot report (PIREP) records the time, location, and intensity of an encounter. Reports from aircraft ahead can help dispatchers, controllers, and other flight crews recognize a developing rough-air area and decide whether a route or altitude change is appropriate.

Because conditions can change quickly along a jet stream or near a mountain wave, a forecast describes risk over an area while a PIREP describes what another aircraft actually experienced. Neither source can predict the exact motion at every point in the cabin.

How CAT differs from other kinds of turbulence

Type Visible cloud cue Typical setting or altitude Primary physical trigger How it is anticipated Operational information used
Clear-air turbulence Usually none Often above 15,000 feet; FAA AC 00-6B gives approximately 20,000–50,000 feet Strong wind shear, especially around jet streams Risk inferred from upper-air winds, temperature structure, and models; exact encounter remains uncertain Forecast charts, jet-stream analysis, and PIREPs
Convective turbulence Often visible in or near towering clouds Near thunderstorms or vigorous showers at many altitudes Rising and sinking air in strong convection Cloud development, satellite and radar signatures, and storm forecasts provide visual or instrument cues Weather radar, satellite data, forecasts, and pilot reports
Mountain-wave or terrain turbulence Clouds may mark the wave, but the aircraft’s level can be cloud-free Downwind of mountain ranges and in layers above or near ridges Airflow being lifted, displaced, and sheared by terrain Terrain, wind direction, stability, and wave forecasts indicate favored areas Upper-air observations, terrain-aware forecasts, and PIREPs
Mechanical turbulence May be absent Near the ground or around buildings, ridges, and other obstructions Obstacles breaking up the airflow Wind direction, speed, terrain, and surface conditions provide clues Surface observations, forecasts, and pilot reports

The table shows why “clear sky” is not a complete diagnosis. Several turbulence mechanisms can occur without a cloud, but CAT most often refers to upper-level wind-shear turbulence rather than every cloudless bump.

What pilots can and cannot do about CAT

They can manage exposure, not switch turbulence off

Flight crews use forecasts, upper-air charts, air-traffic information, and PIREPs to assess likely rough-air zones. They may coordinate with controllers and dispatchers when a different altitude or route could reduce exposure. The atmosphere can change between forecast updates, however, and a smooth report at one altitude does not guarantee smooth air a few thousand feet higher or lower.

They cannot “see” every clear-air pocket

There is no visual boundary comparable to a thunderstorm that reliably marks every CAT region. A pilot may receive a report only after another aircraft has entered the area, and a narrow shear layer can be displaced by the time the next aircraft arrives. This limitation explains why an aircraft can encounter CAT with little or no warning despite professional forecasting and monitoring.

What passengers should do before and during a bumpy flight

  1. Fasten the seat belt whenever seated. Keep it snug over your lap, including during periods when the sign is off.
  2. Secure personal items. Place bags under the seat or in an overhead compartment and avoid leaving drinks, phones, or laptops loose on a tray table when the aircraft begins to move.
  3. Remain seated when the ride changes. Walking to the lavatory during an unexpected jolt increases the chance of being thrown or falling.
  4. Follow crew announcements. Cabin crew may suspend service, ask passengers to sit down, or secure the cabin in response to reports from the flight deck.
  5. Do not interpret blue sky as a safety signal. Cloudless conditions provide no assurance that the air ahead is smooth.

If turbulence begins while you are standing, hold a fixed handhold and return to your seat only when it is safe to do so. Avoid trying to predict the next jolt by looking out the window; CAT often has no visible external marker.

Key points to remember

  • Clear-air turbulence is real turbulence in cloudless or nearly cloudless air.
  • Its main trigger is wind shear: rapid changes in wind speed or direction across a short distance.
  • Jet streams are a major setting, with CAT especially associated with their cores and edges at cruising altitude.
  • FAA material places CAT especially above 15,000 feet; AC 00-6B gives an approximate 20,000–50,000-foot range.
  • NOAA describes typical jet-stream elevation as around 30,000 feet, with streams extending hundreds of miles across and thousands of feet vertically.
  • Mountain waves, strong troughs and lows, and temperature inversions can also generate cloud-free turbulence.
  • Forecasts identify favorable conditions, while PIREPs provide the most useful real-time reports of what aircraft are actually experiencing.
  • Because the exact encounter cannot always be detected in advance, keeping the seat belt fastened while seated is the most effective passenger precaution.
