Browser fingerprinting lets a website or an embedded tracker recognize or re-recognize a browser by combining details it can observe about the browser, device, and sometimes network. It does not need a unique cookie to act as the matching key. Clearing cookies therefore removes cookie data, but it does not change the characteristics that can contribute to a fingerprint.
Fingerprinting can support legitimate security functions, but it can also enable tracking across visits or sites with less direct visibility and control than a cookie. No single setting, extension, or network tool guarantees that you cannot be fingerprinted.
What is browser fingerprinting?
The W3C Privacy Working Group defines browser fingerprinting as a site’s capability to identify or re-identify a visiting user, user agent, or device through configuration settings or other observable characteristics. Its guidance is a Group Note endorsed by the Privacy Working Group, not by W3C itself or its Members. Read the W3C guidance.
Think of a fingerprint as a collection of clues, not a secret serial number. Language or screen size on its own may be common. A combination of details can narrow the pool of browsers, and a site can compare that pattern with one it has seen before. The resulting pattern is not necessarily unique or stable: usefulness depends on the signals available and the context. MDN’s fingerprinting glossary explains the basic mechanism.

What information can make up a browser fingerprint?
The particular signals vary by site, browser, device, and the scripts a page runs. Examples include:
- Browser type and version, user-agent information, language, and time zone.
- Display size, screen resolution, and browser settings.
- Available audio and video codecs and installed fonts.
- Canvas and WebGL rendering output, which can reflect software and hardware differences.
- Hardware or network characteristics; WebKit’s tracking-prevention policy also discusses IP address and TLS connection as possible fingerprinting vectors.
Some information can be obtained through JavaScript and CSS during ordinary interaction with a page. A fingerprinting script may combine several observations rather than rely on a single value. The MDN glossary, EFF’s Cover Your Tracks explainer, and WebKit’s Tracking Prevention Policy describe examples of observable signals.
How can websites track you without cookies?
A cookie is browser-stored state that a site can use under the browser’s applicable rules. Fingerprinting works differently: a site or script observes browser and device characteristics, combines them into a pattern, and may compare that pattern on a later visit. The characteristics can still be visible even when the browser has no identifying cookie for that site.
W3C notes that fingerprints can enable correlation across origins even when cookie policies prevent one origin from reading another origin’s cookies. That describes a capability, not proof that every site fingerprints visitors, that every fingerprint is unique, or that it will remain unchanged. Cookie-free tracking is also broader than browser fingerprinting; WebKit separately describes categories such as navigational and stateful tracking.

Can websites track me after I clear cookies or use private browsing?
Clearing cookies deletes cookie data; it does not change your browser version, language, fonts, screen characteristics, or other traits that may contribute to a fingerprint. EFF puts the limitation plainly: “Deleting your cookies won’t help, because it’s the characteristics of your browser configuration that are being analyzed.” EFF’s explanation also notes that blocking cookies does not remove every tracking route, including IP-address-based tracking.
Private browsing can help keep local browsing history and session data separate, depending on the browser, but it is not a complete fingerprinting defense. WebKit distinguishes private browsing’s local-history purpose from defenses against fingerprinting. W3C likewise says clearing cookies does not prevent further correlation. These tools can still be useful for their intended purposes; they simply should not be treated as making a browser unrecognizable.
Why do sites use fingerprinting, and what are the privacy risks?
Fingerprinting is not inherently proof of advertising surveillance. W3C recognizes security uses, including user authentication. WebKit’s fingerprinting wiki gives examples such as recognizing previously fraudulent devices, counting unique visitors, measuring ad clicks, tailoring ad relevance, profiling unregistered visitors, and linking registered and unregistered visits. Those are examples of possible uses, not evidence of how common each use is.
The privacy concern is that a site or tracker may identify a browser across sessions or correlate activity across sites, potentially without a clear notice or simple control. If a fingerprint is later associated with a login or other identifying information, activity that had been pseudonymous can become connected to an identity. Fingerprinting does not inherently reveal a person’s legal name.

The reviewed sources do not establish a current percentage of websites or users affected. It is more accurate to describe fingerprinting as a technique sites can use than to claim that a particular share of the web uses it.
How can you reduce browser fingerprinting?
There is no dependable one-step switch that makes a browser untrackable. W3C says complete elimination against a determined adversary using widely deployed technical means is implausible. The practical aim is to reduce exposed signals, make a browser less distinctive where protections allow, and limit known tracking scripts. Coverage and site compatibility vary.
Use built-in browser privacy protections
Choose privacy protections that restrict or standardize exposed information where your browser offers them. Implementations differ: some limit access to signals, while others may introduce variation or noise. Consult your browser’s current privacy settings and documentation rather than assuming that a particular setting blocks all fingerprinting. MDN’s web privacy overview provides general context.
Block known trackers
Tools that block known tracking domains or scripts can stop some sources from collecting signals. EFF describes Privacy Badger and Disconnect as tools that block some domains attempting fingerprinting. This is targeted, partial protection: a new or unlisted tracker may not be covered. Restrict scripts when the trade-off is acceptable
Scripts can expose information to fingerprinting code, so limiting them can reduce what some pages can collect. EFF identifies NoScript for Firefox as a way to greatly reduce data available to fingerprinters. The trade-off is compatibility: blocking scripts may prevent parts of a site from working, and the amount of disruption depends on the site.
Consider Tor Browser for stronger fingerprinting resistance
EFF describes Tor Browser as the most realistic protection in practice because it is designed to reduce fingerprintability. That is EFF’s guidance, not a guarantee of anonymity or a claim that every threat is defeated. Use it with realistic expectations and recognize that your behavior, accounts, and other identifying information can still connect activity to you. See EFF’s guidance.
Set expectations for VPNs and cookie controls
A VPN changes aspects of the network path, but it does not make browser configuration traits disappear. Cookie deletion and cookie blocking address cookie-based state; they do not by themselves neutralize fingerprints or every other tracking method. Treat each as one privacy measure, not a complete defense.

There is no controlled current head-to-head test in the cited sources that supports ranking these options by a percentage of fingerprinting blocked. Combine protections according to your threat model and tolerance for site breakage.
