A final investment decision (FID) is the formal capital-approval gate at which a mining company commits to develop a project, subject to the conditions set by its board, owners or financing agreements. It normally follows a comprehensive feasibility study covering the mine plan, processing, infrastructure, permits, costs, schedule, financing and economic returns. A project that is still “pre-FID” has not yet cleared that commitment gate; its sponsor is still reducing uncertainty, securing approvals or funding, or deciding whether the expected returns justify committing billions of dollars.
What FID means in a mining project
FID is a management and capital-allocation decision, not a technical acronym for a particular study. At FID, the project owner authorizes a defined development scope and releases (or commits to release) major capital for construction, equipment, contracts and site work. The approval usually specifies the budget, schedule, production assumptions, funding plan, risk allowances and conditions that must remain true.
The decision is commonly supported by a feasibility study. Under the U.S. Securities and Exchange Commission’s mining-disclosure rule, 17 CFR §229.1300, a feasibility study is a comprehensive technical and economic assessment whose results may support a final decision by a project proponent or financial institution to proceed with, or finance, development. The rule expects mine, infrastructure and process designs to be developed with enough rigor to support investment or project financing. That wording makes clear that a feasibility study informs FID; it does not automatically trigger it.

What FID authorizes
- A defined mine, plant and infrastructure configuration.
- A capital budget, operating-cost forecast and construction schedule.
- Authority to sign major engineering, procurement, construction, equipment, power, transport or offtake contracts.
- A funding plan using available cash, debt, equity, streaming, royalty or other sources.
- Governance for controlling changes, contingencies and risks during execution.
What FID does not guarantee
FID does not guarantee that a mine will be built on time, stay within budget, obtain every remaining approval or achieve its forecast production and price assumptions. It is a commitment made on the best available evidence. Construction, commissioning, ramp-up and operations still carry geological, technical, market, permitting and social risks.

Where FID sits in the mining project lifecycle
Mining companies normally increase the confidence of their technical and financial information in stages. Names vary by company and jurisdiction, but the logic is similar:
- Concept or scoping work: preliminary geology, mining method, processing concept and a broad economic screen. The estimates are too uncertain for a construction commitment.
- Pre-feasibility study: alternative mine and process designs are narrowed, capital and operating costs are estimated in more detail, and major risks are identified. The project may support further investment but is usually not yet ready for full FID.
- Feasibility study: engineering, mine planning, metallurgy, infrastructure, schedule, cost estimates, environmental work and economic analysis are developed to a level intended to support an investment or financing decision.
- Permitting, financing and commercial preparation: environmental approvals, land and water rights, debt or equity commitments, insurance, workforce plans and customer arrangements are advanced in parallel.
- FID: the authorized scope, budget and funding plan are approved, often with conditions precedent.
- Execution and operations: construction, commissioning, production ramp-up and performance monitoring follow the decision.
FID can occur before financial close, at the same meeting as financial close, or only after lenders have completed their own due diligence. The sequence depends on the sponsor, jurisdiction, financing structure and contract terms. “Approved” therefore does not always mean that every dollar has already been drawn.
What must be demonstrated before FID
Natural Resources Canada describes mineral-project appraisal as an integrated process: define the deposit and its grade and processing characteristics; complete engineering designs and schedules; estimate capital and operating costs; and conduct economic, financial, social and regulatory evaluations. Environmental baseline work and government permits advance alongside those tasks. A credible FID package connects each area rather than presenting an attractive spreadsheet with unresolved practical dependencies.
Resource, reserves and mine plan
Management needs confidence that the deposit can support the planned mine life, production rate and mining method. The package should explain drilling and geological interpretation, resource and reserve classification, dilution, recovery, geotechnical conditions, ore variability, waste movement and closure obligations. A reserve estimate is not a promise of exact annual output; it is an input to a mine plan with assumptions and uncertainty.
Metallurgy and processing
Test work should show how representative ore responds to crushing, grinding, flotation, leaching, smelting or other selected processes. Recovery, concentrate quality, reagent use, water balance, tailings behavior and variability across the orebody affect both revenue and operating cost. If pilot work or variability testing is incomplete, the forecast may not be robust enough for FID.

Engineering, infrastructure and schedule
Design maturity must cover the mine, plant, tailings and waste facilities, power supply, water systems, roads, rail, ports, camps and communications. The schedule should identify long-lead equipment, weather windows, commissioning steps and realistic productivity. Infrastructure that is described only as an assumption—rather than a route, contract, capacity and cost—can leave a project technically feasible but unbuildable.
Capital and operating costs
Capital expenditure should include direct construction, indirect costs, owner’s costs, contingency, escalation, sustaining capital and closure-related obligations where applicable. Operating costs should cover labor, energy, consumables, maintenance, transport, royalties, treatment and refining charges, water, waste management and administration. The Commonwealth Secretariat’s 2026 guidance identifies unrealistic cost assumptions and infrastructure gaps as recurring feasibility-study risks.

The investment case normally tests revenue, taxes, royalties, depreciation, working capital, sustaining capital, debt service and closure costs. Decision-makers examine net present value, internal rate of return, payback, funding needs and covenant headroom under explicit commodity-price, exchange-rate, inflation and energy-cost assumptions. The SEC feasibility framework requires detailed financial analysis and market-related assumptions; a single optimistic price deck is not a sufficient risk analysis.
Permits, environmental and social readiness
Environmental baseline data, impact assessments, water and land approvals, tailings authorizations, cultural-heritage requirements and reclamation plans can determine whether construction is legally possible. Community concerns are a recurring feasibility risk in the Commonwealth Secretariat’s 2026 guidance. A company may delay FID while it addresses consultation commitments, compensation, benefit-sharing, Indigenous rights, resettlement or unresolved objections.
Funding and commercial support
The sponsor must show how construction and early operations will be financed, including the timing and conditions of debt, equity or other capital. Lenders may require independent technical, environmental and market reviews. Customer contracts or offtake arrangements can support revenue visibility, but they may also impose quality, volume, pricing, delivery or penalty terms that change the project economics.

Why a mining company can delay FID
“Pre-FID” is a status, not a diagnosis. Several independent issues can keep a project from the approval gate, and management may wait until the combined risk is acceptable rather than until every uncertainty disappears.
1. The study is not mature enough
Mine design, metallurgy, recovery, reserves, cost estimates or the schedule may still be changing. Additional drilling, geotechnical work, pilot testing or front-end engineering can materially alter production and capital requirements. Approving early may create a larger total cost than spending more to improve the design first.
2. Permits or baseline work are incomplete
Environmental impact studies often require multiple seasons of water, biodiversity or social data. A missing water permit, land access agreement or tailings approval can make a construction start illegal or expose the company to redesign and litigation risk. Companies may wait for a decision, satisfy conditions or redesign the project to reduce impacts.
3. Community concerns remain unresolved
Consultation can identify effects on livelihoods, cultural sites, traffic, water, noise or employment expectations. If agreements, grievance mechanisms or benefit-sharing terms are unsettled, management may judge that construction could be disrupted even if the engineering is complete. This is a schedule and financing risk as well as a social one.
4. Infrastructure is unavailable or under-costed
A remote mine may depend on a road, railway, port, power plant, transmission line, water source or third-party processing facility. Capacity, connection dates, tariffs and construction responsibility must be clear. If a shared facility is delayed or its price rises, the mine’s capital and operating model may no longer work.

5. Costs or schedule have moved
Inflation in steel, cement, labor, fuel or equipment can erode returns between the feasibility study and the board meeting. A revised schedule may add interest during construction, extend contractor overhead and postpone revenue. The Commonwealth Secretariat specifically flags unrealistic cost assumptions as a recurring difficulty, so a sponsor may re-estimate before committing.
6. Financing is not ready
Debt providers may require more equity, stronger security, revised covenants, an updated technical report or completed permits. Equity markets may be unfavorable, or the sponsor may not want to issue shares at a depressed valuation. Waiting can preserve liquidity while financing terms, insurance and guarantees are negotiated.
7. Commodity markets or customers are uncertain
Prices, treatment charges, exchange rates, tariffs and energy costs can change the expected return. A project may need an offtake agreement, a hedging policy or a revised product specification. Management can delay while testing whether the project remains economic under conservative assumptions rather than approving on a temporary price spike.
8. The company is managing its portfolio
FID commits capital that cannot easily be redeployed. A company may prioritize another mine, preserve balance-sheet capacity, wait for a joint-venture partner or sequence projects to match construction and operating teams. This is a general corporate-finance inference, not evidence that the delayed project is technically defective.

How to compare an FID-ready project with a pre-FID project
| Decision area | FID-ready evidence | Typical pre-FID gap |
|---|---|---|
| Study maturity | Integrated feasibility study with stable mine, process, cost and schedule assumptions | Alternative designs, incomplete test work or material estimate changes |
| Geology and reserves | Mine plan reconciled to reserves, dilution, recovery and geotechnical constraints | More drilling or modelling needed; reserve conversion still uncertain |
| Permits and environment | Key approvals secured or clearly defined conditions precedent; baseline work complete | Applications, impact studies, water rights or closure conditions outstanding |
| Community readiness | Consultation commitments, agreements and grievance processes documented | Unresolved objections, compensation or benefit-sharing terms |
| Infrastructure | Capacity, route, connection date, tariff and responsible party established | Third-party dependency, missing design or inadequate cost allowance |
| Funding and market | Funding sources, conditions, price assumptions and customer arrangements support the case | Debt or equity gap, weak price assumptions or uncommitted offtake |
| Execution | Engineering packages, procurement plan, contracts, workforce and long-lead items sequenced | Scope not frozen, bids unavailable or critical skills and equipment unresolved |
| Resilience | Downside cases for price, inflation, foreign exchange, energy and schedule remain acceptable | Returns depend on a narrow or optimistic set of assumptions |

How to interpret a company saying it is “targeting FID”
A target date is a planning milestone, not an approval. Read the accompanying language carefully. “Subject to permits and financing” means the date depends on external conditions. “Board approval” may still require a final cost update or partner consent. “FID achieved” should identify the approved scope and any conditions; it does not necessarily mean construction is complete or that all funding has been drawn.
Companies may also revise an FID date without abandoning a project. A delay can reflect prudent de-risking, a changed design, a funding-market problem or a portfolio choice. The useful question is not simply how many months have passed, but which gate is open, what evidence is missing and whether the revised economics still clear the sponsor’s hurdle.
Why there is no universal “normal” FID delay
Mining projects differ in orebody complexity, jurisdiction, infrastructure, permitting sequence, financing structure and commodity exposure. The available public guidance identifies recurring categories of risk but does not establish a mining-wide average delay or percentage. Any claim that projects normally take a particular number of months to reach FID would therefore overstate what can be supported. Evaluate the project’s own dependencies, dates and downside cases instead.
Bottom line for readers
FID is the point at which a mining company accepts the evidence and commits capital to a defined development plan. A project remains pre-FID when technical confidence, permits, community arrangements, infrastructure, funding, commercial terms, cost certainty or portfolio priorities are not yet strong enough for that commitment. The most informative analysis identifies the specific unresolved gate and tests whether the project still works when prices fall, costs rise or the schedule slips.
