A Class 5 switch is the local telephone exchange switch that serves subscribers and connects their lines to the public switched telephone network (PSTN). It is a carrier-network function—not a consumer device.

What a Class 5 switch does

A Class 5 switch sits at the subscriber-facing end of the traditional telephone network. A central office using this switching function connects subscriber telephone lines and other end-user equipment to the wider network. Depending on the equipment and service, it can connect one subscriber line to another, route calls to other switches over trunks, and handle subscriber call processing.

Digital implementations may convert analog signals from subscriber lines into digital form for routing and support features such as caller ID or message-waiting indication. These are examples associated with digital Class 5 systems, not features guaranteed on every switch. A technical description of one such system appears in U.S. Patent 6,807,273 B2 (2004).

Class 5 versus Class 4

In the traditional switching hierarchy, Class 5 refers to the local exchange role serving subscriber lines. Class 4 is generally associated with tandem or toll-side switching that interconnects exchanges. The distinction is a useful high-level guide, not a complete description of every modern network: packet-based voice networks do not necessarily follow the traditional hierarchy.

What the Class 5 designation does—and does not—tell you

The designation identifies a switching role; by itself, it does not establish the purpose of every circuit connected to that switch. In FCC 00-183, a 2000 regulatory proceeding, the Federal Communications Commission wrote: “Some carriers use circuit switches with a ‘Class 5’ designation to provide local exchange service.” The Commission also cautioned against assuming that every circuit terminating in a particular type of switch is used exclusively for local traffic. Is a Class 5 switch still used today?

Class 5 describes a traditional circuit-switching role. Older technical descriptions portray Class 5 central offices as substantial, long-lived installations tied to subscriber cable plant and switching equipment, while also discussing migration toward packet networks. Those descriptions do not establish how prevalent Class 5 switches are in 2026, and no current deployment count or market share is established here. The term should not be taken as a label for every present-day voice network or carrier system.
