Associated Press reporting describes the council’s creation, leadership and intended work, but not a completed investigation or conclusion. A copy of the October 2, 2026, New York Times article matching this topic’s title does not include the article text or documented findings, so claims that the panel has identified an object or confirmed extraterrestrial technology are not substantiated.
What is known about the panel
Associated Press reporting published June 30 and updated July 1, 2026, said the Office of the Director of National Intelligence established a scientific advisory council in response to President Donald Trump’s February directive. The directive called for identifying and releasing files related to extraterrestrial life, unidentified anomalous phenomena (UAP) and unidentified flying objects (UFOs).
AP reported that Harvard astrophysicist Avi Loeb was tapped to lead a team studying national-security risks connected with reported UAP. The team was expected to work behind closed doors. Loeb said he intended to brief the public and create a website for findings. Those are reported plans; they do not establish that a public briefing or evidentiary report has taken place.
Loeb also said, “Let’s keep our eyes on the orbs, not on social media.” That is his comment about where to focus attention, not a conclusion that the panel has verified or explained any particular observation.

What the available evidence does—and does not—show
| Record or institution | What it establishes | What it does not establish |
|---|---|---|
| ODNI council, as described by AP in June and July 2026 | Reported origin, leadership, broad national-security remit and an intention to brief the public. | A specific panel finding, a confirmed extraterrestrial explanation or a published account of cases reviewed. |
| Department of Defense statement on AARO’s historical report, 2024 | The department’s position that earlier government investigations, academic-sponsored research and official reviews had not confirmed a UAP sighting as extraterrestrial technology. | The conclusion of the later Trump-backed council. |
| NASA’s Independent Study Team, 2023 | A separate study and recommendations on how NASA could improve understanding of UAP. | A finding by the ODNI council. |
| Pentagon file release reported by AP, June 12, 2026 | AP reported that 72 files were released and that the release contained no conclusive evidence of alien life or government cover-ups. | That every UAP case was resolved, or that the later council reached a particular conclusion. |
The distinction matters: an earlier review’s conclusion, a NASA study and a file release are not findings by the later council. The Department of Defense statement on AARO’s historical report put its conclusion this way: “AARO has found no evidence that any U.S. government investigation, academic-sponsored research, or official review panel has confirmed that any sighting of a UAP represented extraterrestrial technology.” That statement describes the historical report and its scope; it should not be attributed to the Trump-backed council.
Why “unidentified” does not mean “alien”
UAP and UFO describe observations that have not been identified from the information available. The label alone does not explain an object’s origin, technology or cause. A report that something remains unidentified is therefore different from evidence that it is extraterrestrial. Any claim about a particular object or technology needs to be tied to the underlying evidence and attributed to the person or institution making it.

A public statement that the council exists or intends to report is not the same as a published result. To assess any claim about what the panel found, readers need a panel or ODNI report, a public briefing with specific conclusions, or reporting that provides the relevant evidence and clearly identifies its source. The public information cited here does not establish a verified count of council members, cases reviewed or findings issued.
