If an IPO application receives no allotment, you normally do not lose the application money and do not need to request a conventional refund. With ASBA, the amount was blocked in your own bank account and should be released. With UPI, the approved mandate should be unblocked, so the money becomes available again. A no-allotment outcome should not create a debit for shares.
The important distinction is unblocking, not necessarily a refund credit. Because the money usually never left your account, your statement may show no incoming refund transaction even though your available balance rises after the lien or mandate is removed.
What no IPO allotment means for your money
The allotment result determines how much, if any, of the blocked application amount is collected. The three possible outcomes are different:
| Outcome | ASBA account | UPI mandate | What should appear |
|---|---|---|---|
| Full allotment | The amount payable for all allocated shares is debited. | The amount due for the allocated shares is debited. | Your bank balance falls by the share-payment amount. |
| Partial allotment | Only the amount payable for allocated shares is debited; the rest of the block is released. | Only the amount due for allocated shares is collected; the balance is unblocked. | A debit for the allocated shares and restored availability for the unused amount. |
| No allotment | No share-payment debit should occur; the ASBA block or lien is released. | The blocked amount is unblocked through the mandate process. | Available funds return without necessarily showing a refund credit. |
SEBI’s investor guidance says the blocked amount continues to earn interest and that there is no requirement for a refund when shares are not allotted. This is why asking a broker to “send the refund” is usually the wrong first step: the bank or payment system must remove the temporary restriction on money that was already in your account.

How ASBA releases money after non-allotment
ASBA (Application Supported by Blocked Amount) keeps the application value in the investor’s bank account while preventing its use for other transactions. The bank does not transfer the full application amount to the issuer merely because you submitted a bid.
Before the allotment result
- You submit an IPO application through an authorised SCSB (Self-Certified Syndicate Bank) or an intermediary using ASBA.
- The SCSB verifies the account and places a block, often displayed as a lien or blocked amount.
- The blocked balance remains in your account and continues to earn interest under SEBI’s stated framework.
After the basis of allotment is finalised
The registrar sends the applicable instruction to the bank or processing system. If you receive no shares, the bank releases the entire block. If you receive some shares, it debits only the value of those shares and releases the remaining balance. For a full allotment, it debits the amount required for the allocated shares.
A released ASBA block may therefore be visible as a higher available balance, a removed lien, or a change in the “amount on hold” field rather than as a separate credit entry. The exact label depends on your bank’s app and statement format.

A UPI IPO application uses a mandate rather than a conventional card or bank-transfer payment. You approve a request for the application amount, and the UPI system places that amount on hold in the linked bank account.
When shares are allotted
The amount due for the shares actually allocated is debited. Any excess amount that was covered by the original mandate is unblocked. A partial allotment therefore creates both a share-payment debit and a release of the unused portion.

When no shares are allotted
No share-payment debit should be made. NPCI’s guidance states that the blocked fund is unblocked after the mandate’s end date or expiry date. Depending on the bank and UPI app, you may see a status such as “unblocked,” “expired,” “revoked,” or “completed,” and your available balance should increase.
Do not assume that an absent refund credit means the money is missing. A mandate release is normally a change in the hold on your existing balance. Review the mandate details and the available balance, not only the list of incoming transactions.

When should an IPO block or mandate be released?
There is no single customer-facing release time that applies to every IPO, bank and UPI participant. The sequence depends on the issue timetable, finalisation of the basis of allotment, the registrar’s instructions, the sponsor bank or SCSB, and the bank or UPI participant’s processing.
For UPI applications, NPCI identifies the mandate end date or expiry date as the point after which a no-allotment block is unblocked. For ASBA, the bank acts after receiving the appropriate instruction from the registrar or issue process.
What T+2 means
SEBI’s master-circular compliance annexure uses T+2 as a reporting checkpoint for completion of unblocking after the basis of allotment is finalised. The framework also requires confirmation that non-allottees, partial-allottees, and applications that were withdrawn, cancelled or deleted have been unblocked.

T+2 is a regulatory process reference, not a promise that every banking application will display the change at the same minute. The IPO’s published timetable and the registrar’s result control the practical sequence. A weekend, bank holiday, batch process or delayed update can make the customer-facing status appear later than the underlying instruction.

How to check whether a non-allotment has been processed
Use the following order so that you establish the allotment result before treating a bank display as an error.
- Verify the allotment with the registrar. Search the IPO’s official allotment-status page using the requested application details. NSE directs investors to the registrar for allotment-related status, so this is the authoritative starting point for deciding whether you were allotted shares.
- Check the linked bank account. Look for a removed lien, a lower “blocked” or “on-hold” amount, and a restored available balance. Do not look only for a credit entry labelled “IPO refund.”
- Review the UPI app if you used UPI. Open the mandate or autopay section and inspect its status, amount, end date or expiry date, and any unblock notification. Confirm that you are viewing the same UPI ID and bank account used for the bid.
- Check the bid record. NSE’s IPO bid-verification module can show application details; NSE states that the data becomes available six days after issue closure. Compare the bid quantity, application number and investor details with the information held by your intermediary.
- Save proof before contacting anyone. Keep the IPO name, application number, PAN, DP ID and client ID, UPI ID, bank-account reference, allotment result and screenshots showing the block or mandate. These details prevent repeated requests for the same information during escalation.
What to do if the money is still blocked
First distinguish a genuine release delay from a different transaction. A confirmed allotment can create a legitimate debit, and a partial allotment can leave a smaller debit than the original mandate while releasing the rest. Compare the amount actually allotted with the amount collected.
If you never received a UPI mandate
NSE advises investors to check the UPI status and contact the member through which the bid was placed when the mandate was not received. The member may be a broker, syndicate member or other intermediary that submitted the application. Ask it to verify whether the bid reached the exchange and whether a mandate request was generated.
If the registrar shows no allotment but the block remains
- Contact the intermediary that submitted the bid and provide the application number and allotment result. Ask it to trace the release instruction rather than opening a generic “refund” request.
- Contact the IPO registrar with the same evidence and ask whether the non-allotment or partial-allotment instruction was sent successfully.
- For an ASBA or bank-side issue, contact the sponsor bank or the SCSB holding the block. For a UPI issue, ask the bank or UPI participant to investigate the mandate reference and expiry processing.
- If the intermediary, registrar or bank does not resolve the delay, use the applicable investor-grievance route and retain all ticket numbers, dates and replies.
Under the SEBI framework, banks are responsible for systems that block and release funds and for complaints caused by errors or delays in those operations. That responsibility does not eliminate the need to contact the submitting intermediary first, because it holds the application and mandate references needed for tracing.

Common situations and the right response
“I received no allotment, but I see a debit”
Confirm whether the debit is actually a share-payment debit, a separate bank charge, or a transaction unrelated to the IPO. Check the registrar result, the allotted quantity and the payment reference. If the debit equals an allocated quantity, the result may be partial rather than zero allotment. If the registrar confirms no allotment and the debit is an IPO payment, send the bank and intermediary the application number and transaction reference and request a trace.
“My bank still shows an IPO lien”
Take a screenshot of the lien, note the available balance and compare the date with the issue’s allotment and mandate schedule. Ask the submitting intermediary to confirm that the registrar’s release instruction was received, then ask the SCSB or sponsor bank to check the account-level block. A bank app that has not refreshed can show an old label even after processing, so ask for the ledger or hold status as well as the app display.
“The UPI mandate says expired, but the money is unavailable”
Record the mandate ID, amount, expiry date and linked bank account. An expired status should lead to unblocking, but the bank may process the release separately from the status update. Ask the UPI participant and the bank to trace the mandate release and provide the allotment result showing non-allotment.
“The registrar says no allotment, but the intermediary says to wait”
Request a written ticket number and the expected action, then contact the registrar and the bank or UPI participant with that ticket. Keep the communication focused on release of the specific block or mandate, not on a general request for an IPO refund.

What “automatic refund” means in practice
People often use “automatic IPO refund” to describe two different events. In a conventional refund, money leaves an account and a later credit returns it. In ASBA, the money remains in the investor’s account while blocked, so the normal event is release of the block. In UPI, the comparable event is unblocking or expiry of the mandate. Both can restore spending capacity without producing a separate credit line.
SEBI describes the ASBA position in these terms: “Blocked amount continues to earn interest and there is no requirement of refund in case of non-allotment.” Its investor guidance also explains that once shares are allocated, funds are debited and excess money is unblocked. NPCI states that the “Blocked fund will be unblocked after end date or expiry date of the mandate.”

No allotment normally means no share-payment debit. ASBA money is generally released from a bank block, while a UPI application is released through mandate unblocking; neither necessarily produces a separate refund credit. Verify the result with the registrar, inspect the bank or UPI status, and escalate a persistent block with the application and mandate details to the submitting intermediary, registrar and relevant bank.
