A warship sunk during a weapons test is usually a decommissioned vessel used as a live-fire target in a sinking exercise, or SINKEX. Military crews fire weapons at it to train, test weapons, and sometimes study how ship structures withstand damage. The target is prepared and taken offshore, where it may sink after one impact or several; there is no single sequence for every exercise.
What a SINKEX is for
The U.S. Navy defines a SINKEX as using a vessel as a target or test platform for live ordnance. It gives participating crews practice using weapons and combat systems against a full-size physical ship. Depending on the exercise, it can also support weapons testing or study ship survivability.
Air, surface, and undersea units may participate. The specific platforms, weapons, and amount of ordnance depend on the training or testing needs of that event, rather than following one fixed recipe.
What happens during the exercise
The target is generally a decommissioned ship, which Navy accounts may call a hulk. It is attacked at sea with live ordnance. Some targets begin to sink after the first impact; others stay afloat through multiple impacts. In some exercises, inert ordnance is used during early stages to keep the target available longer.

As a result, there is no universal answer to how many hits a ship takes, which weapon sinks it, or how long the sequence lasts. Those details vary by exercise.
How the target is prepared and where it is sunk
Navy reporting describes removing specified pollutants and debris before a target is transported and used. Listed removals include PCBs and PCB-containing components, petroleum from tanks and piping, trash and floating materials, mercury, fluorocarbon-containing materials, and readily detachable solid PCB items. Navy reports also describe environmental and safety and quality-assurance personnel inspecting the remediation, followed by certification. These are the Navy’s described procedures, not an independent audit of every target ship.

Navy sources report that targets must sink in water at least 1,000 fathoms (6,000 feet) deep and at least 50 nautical miles from land. They also describe surveys to check that people and marine mammals are not in an area where the exercise could harm them. Those figures are reported requirements; a particular exercise’s notice provides event-specific details.
What happens to the ship after it sinks
The exercise is designed to leave the target as a wreck on the seafloor. Navy descriptions place these events in deep water offshore, but the reviewed sources do not establish that every wreck is recovered. They also do not establish a single post-sinking procedure that applies to every ship or site.

What is known about environmental effects
Removing materials considered capable of degrading the marine environment is a mitigation step; it does not prove that every possible release is eliminated. A Navy-commissioned 2006 case-study risk assessment considered PCBs and other contaminants in a sunken Navy ship, but it had no field data. It therefore was not a direct measurement of releases at every SINKEX site.
The available evidence does not support a definitive universal claim that a SINKEX wreck is harmless or that it significantly contaminates the ocean. The cited sources also do not provide a current, independent monitoring statistic for contaminant releases.

Why exercises differ
The purpose, participating platforms, weapon sequence, time until sinking, target preparation, and location can all vary. Navy environmental documentation notes that some targets sink after a first impact while others take multiple impacts; it does not establish one standard timeline or weapon sequence for all exercises. For a particular event, consult its current Navy notice and applicable environmental or permit documents.
