A chip company that loses access to its foundry may be unable to manufacture or ship the chips made there. The disruption can reach customers as missed deliveries or product delays, and finding another supplier is not an instant fix: a replacement needs both a compatible manufacturing process and available production capacity. The cause may be commercial, operational or regulatory, and the consequences depend on the chip, the alternative suppliers and the rules that apply.
What does a chip company lose when foundry access ends?
A foundry provides more than a place to reserve production time. Its manufacturing capability includes both wafer output capacity and process technology. TSMC describes these as core features of foundry manufacturing. If a chip company loses access, it may lose the production volume it needs, access to the specific process used for its design, or both.
That distinction matters: another factory is not automatically a substitute. It must have a process suitable for the chip and enough capacity on a schedule that meets the company’s needs. Whether the design can be moved, and what that would require, depends on the particular chip and alternative supplier.
How can the disruption spread?
1. Production and shipments may stop or fall short
If a foundry stops taking orders or shipping completed chips, the chip company may have only its existing inventory to meet demand while it looks for a solution. The size and duration of any gap depend on factors such as inventory, remaining production and customer demand; there is no universal cutoff timeline.

TSMC’s risk disclosures identify export-license requirements that could delay or prohibit shipments. They also identify constraints on production equipment or raw materials as risks to manufacturing capacity and financial results. These are risks the company describes, not a prediction that every interruption will have the same outcome.
2. The chip company’s customers may feel the shortage
When a chip maker cannot supply parts as planned, its customers may face delayed deliveries, product schedules or a need to find another source. The chip company may miss sales or incur higher sourcing costs. TSMC warns that restrictions can affect its ability to ship and can affect customer demand, but the impact on a particular company requires evidence about that company and its supply position.

3. A replacement source can require substantial work
A new foundry must be able to make the design using a compatible process, and it must have enough suitable capacity. The change may also involve design adaptation, validation and qualification. The sources cited here do not establish a general migration timeline or switching cost; those vary with the chip, process and supplier. Treat claims of a standard number of months or a standard price for switching with caution unless they are tied to a specific case.
Why might foundry access be restricted?
Access can be affected by commercial or operational decisions, but government controls can also govern whether a foundry may receive tools or technology, or whether it may ship certain products to a customer. The scope depends on the rule, item, destination, license status and effective date; a restriction on one transaction is not automatically a universal ban on all chips or suppliers.

For example, TSMC’s 2024 annual report says it discontinued shipments to Huawei in September 2020 to comply with applicable laws and regulations. That documents a specific regulatory cutoff. It does not, on its own, establish the financial effect on Huawei, how long any inventory lasted, or whether later alternatives worked technically.
How have U.S. controls affected foundries and their customers?
On January 15, 2025, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) announced strengthened advanced-computing semiconductor restrictions and foundry due diligence intended to help prevent diversion of advanced computing chips to China. On August 29, 2025, BIS announced it was ending license-free treatment for certain foreign-owned semiconductor fabs in China. The agency said it did not intend to grant licenses under that policy for capacity expansion or technology upgrades.

These announcements concern controls on items and technology supplied to fabs as well as the movement of finished chips. They do not establish that every fab, tool, chip or shipment is covered in the same way. A company assessing a specific shipment needs to identify the applicable rule, item, destination, license requirement and effective date. GAO’s review of BIS advanced-semiconductor rules also highlights implementation and private-sector compliance as part of the policy picture; it does not provide a general estimate of the cost of losing a foundry.
What can a chip company do to respond?
The practical options depend on the reason access was lost and on which alternatives remain legally and technically available. Common responses include:

- Use available inventory. Existing stock can help bridge a short interruption, but its usefulness depends on how much is available and how quickly customers consume it.
- Seek continued or resumed production. Negotiating with the original foundry may be an option where the issue is commercial or operational and applicable rules permit it.
- Qualify another manufacturing source. A second source can reduce dependence only if it can make the design on a suitable process, has capacity available, and meets legal and commercial requirements.
- Adapt or redesign the chip. A design change may be needed if the alternative process is not compatible. The required work and schedule are specific to the design and supplier.
These are possible planning responses, not claims that any named company has successfully completed each one. A nominal alternative is not meaningful continuity if it lacks suitable capacity, cannot meet the schedule or cannot legally supply the required tools, technology or chips.

TSMC reported more than 17 million 12-inch-equivalent wafers of annual capacity in 2025 across facilities it and its subsidiaries manage in several countries. That is a company-wide annual capacity figure, not a measure of unused production or capacity compatible with a displaced customer’s design. It cannot show, by itself, how much suitable output is available to a particular chip company.
