Act before the announced shutdown date. A phone number is usually easiest to port while the old service can still make and receive calls. When an operator disconnects service, the physical SIM normally stops authenticating on that network; you generally need a SIM from the new provider. Whether unused prepaid money is refunded, transferred or forfeited depends on the country, your contract and whether this is an ordinary port, a technology retirement, a takeover or an abnormal operator exit.
First identify what kind of shutdown is happening
“The operator is shutting down” can describe several different events. The legal and practical result is not the same in each case, so read the notice for the exact event and date.
Network technology retirement
A carrier may retire a generation of service, such as 3G, while continuing to operate on newer networks. Your account may remain open, but a handset or SIM that supports only the retired technology can stop working. In that situation, the remedy may be a compatible phone or SIM rather than changing your number. Ask whether the notice concerns a radio technology, a geographic area or the entire operator.

If another company acquires the customers or network, service and contracts may continue. Ofcom’s consumer guidance for the United Kingdom says a successor should usually continue service without interruption when it takes over an operator. Confirm the successor’s name, billing arrangements, privacy terms and the date on which your account moves. Do not assume that a takeover gives you a new number or automatically moves your prepaid credit; obtain those details in writing.

Complete service exit
In an outright closure, the provider should publish a stop date and instructions for moving to another network. Ofcom warns UK customers that it might not be possible to keep the current number when no company takes over. You should therefore start a port while the old line is still working, even if the notice says the number may be retained.
What happens to the physical SIM
A SIM is an authentication credential, not the mobile account itself. It stores identifiers that let the network recognize your subscription; it does not guarantee that the subscription will remain valid after the operator disconnects service.
When the old operator terminates the account or network access, the old SIM normally fails to register. Calls, texts and mobile data can stop even though the plastic card is still in the phone. A successful port uses a replacement SIM supplied by the recipient operator. India’s Telecom Regulatory Authority of India (TRAI) porting procedure tells customers to collect the recipient operator’s SIM and insert it after porting and verification. Keep the old SIM until the port completes, because it may still receive verification messages or port-status notices.

- During a port: service can briefly switch between the old and new SIMs. Follow the recipient provider’s activation message rather than swapping cards repeatedly.
- After disconnection: the old SIM cannot be revived merely by topping up. Only the former operator or a lawful successor can restore that account.
Why porting your number before disconnection matters
Mobile number portability (MNP) lets you retain a number while moving between providers. TRAI defines it as retaining a mobile number when moving from one access provider to another, regardless of mobile technology in the circumstances covered by its rules.

Porting systems generally validate that the number is active or working. Canada’s CRTC Decision 2026-211 states that numbers associated with a service that has been suspended or terminated are not considered active or working telephone numbers. Once a number is terminated, it can return to the numbering inventory and eventually be assigned to someone else. The CRTC used Rogers’ 3G shutdown on 11 December 2025 as a cautionary example: numbers tied to terminated service were not treated as active for porting and could already have been returned to inventory.
Do not cancel the old account yourself before the port. Tell the new provider that the old operator has announced a closure, and ask for the last date on which it will accept a port request. A port request that is submitted while the number works has a better chance of completing before the sunset than one submitted after the account is closed.
How to port before the shutdown
- Read the shutdown notice. Record the operator’s legal name, the service stop date, the last porting date, any regional exceptions and the channel for balance or deposit claims.
- Preserve account evidence. Save the number, account-holder name, SIM serial or ICCID if visible, recent recharge receipts, balance screenshots and copies of emails or text messages. Take screenshots with the date and time visible.
- Choose a recipient provider. Check that it serves your location and supports number portability from the closing operator. Ask whether it needs identity documents, an account number or a porting authorization generated by the old provider.
- Submit the port while service is active. Complete the recipient provider’s identity checks exactly as requested. Do not wait for the final day; congestion or an identity mismatch can require a new request.
- Obtain the new SIM. Keep it unused and available. TRAI’s process instructs the customer to insert the recipient SIM after the port has been verified and activated.
- Confirm the cutover. Test an incoming call, an outgoing call, SMS and data. Keep the old SIM and all confirmations until billing, deposits and any prepaid claim are settled.
- Secure accounts that use SMS. Update banks, payment services, two-factor authentication, messaging apps and recovery contacts once the number is working on the new network.
Published porting times differ by country
TRAI’s current India FAQ gives examples of three working days for an ordinary same-area port and five working days for a cross-area port. It allows up to 15 working days in Jammu and Kashmir, Assam and the North East. These are examples in the Indian process, not a universal international deadline.

Romania’s telecom regulator ANCOM says ordinary porting normally takes three working days and may take up to 25 working days. A Romanian customer facing a shutdown should ask the recipient provider which date it will use for the request and whether the closing operator has imposed an earlier operational cutoff.

What happens to unused prepaid balance
There is no worldwide rule. The same action—porting a number—can produce different outcomes in different jurisdictions, and an abnormal shutdown can trigger a remedy that does not exist for an ordinary customer-initiated port.
India: ordinary porting can lapse the balance
TRAI’s ordinary MNP FAQ says: “Upon porting of a pre-paid mobile number, the unspent balance amount, if any, at the time of porting shall lapse.” For an ordinary Indian port, do not assume that talk-time, data or an unlimited-pack remainder follows the number. Ask the donor and recipient providers separately whether any promotional credit is excluded.
Romania: request reimbursement from the donor provider
ANCOM’s consumer notice of 28 January 2026 takes a different approach for Romanian users. It says the remaining credit is not transferred automatically during porting and can be recovered only if the user explicitly requests it from the provider being left, called the donor provider. A reasonable, cost-based fee may be permitted by the contract. Submit the request through the donor’s stated channel and keep the receipt or case number.

Exceptional closure remedies are not ordinary MNP rules
In a documented Indian Reliance Communications closure, TRAI recorded that premature service termination forced customers to port or lose service and directed processing of unspent prepaid balances for customers who ported and for some who could not port before the sunset date. TRAI’s consultation on the issue identified a gap: ordinary MNP rules had no general prepaid talk-time refund provision, while a sudden shutdown created a separate consumer-protection problem. That exceptional direction should not be read as a standing promise that every operator closure in India, or elsewhere, produces a refund.

How to make a balance claim
- Ask the donor operator whether the balance will be refunded, transferred or forfeited under the rule applying to your event.
- Request the calculation date: it may be the port date, the service-stop date or the date on which the claim is approved.
- Separate purchased credit from promotional bonuses, bundled data and expired vouchers; contracts may treat them differently.
- Request a written explanation if the operator rejects the claim, then use the national regulator or designated consumer complaint body.
Postpaid deposits are different from prepaid airtime
A refundable postpaid security deposit is not the same as prepaid talk-time. TRAI’s India FAQ says the donor operator must refund amounts due for refundable payments or deposits when a customer ports. Ask for a final bill, a deposit statement and the refund method in writing. Pay legitimate final usage or equipment charges, but challenge unexplained deductions with an itemized statement.
Other countries may set different deposit rules. The fact that a prepaid balance is forfeited under an ordinary port rule does not authorize an operator to keep a separately identified refundable postpaid deposit. Keep the contract, invoices and proof of payment until the refund reaches your account.

If the number was already deactivated
Contact the old operator immediately and ask whether the account is in a grace period, pending closure or already returned to the numbering pool. A new provider may be unable to port a number that is no longer active. If the number has been reassigned, recovery may be impossible, even if you can prove that you once used it.
Prioritize accounts that rely on the number for login codes. Use an alternate authentication method, change the recovery number and notify contacts of the replacement number. Do not publish the old number as a recovery channel once you know it may belong to another subscriber.

Shutdown-day checklist and evidence file
- Save the shutdown notice, all SMS and email alerts, and screenshots of the account and balance.
- Record the SIM ICCID, account number, identity used for registration and the handset’s IMEI if the operator requests it.
- Ask for the exact sunset date, final porting date, refund window and claim address or portal.
- Complete the port and test calls, SMS and data before the old service stops.
- For prepaid service, submit a written balance request when local rules allow it; obtain a case number.
- For postpaid service, request the final bill, deposit statement and refund date.
- If support does not respond, escalate to the national telecom regulator or designated consumer body, attaching your evidence.
Common mistakes that cause avoidable loss
Waiting until the shutdown day
Porting depends on an active number and identity verification. A request submitted after termination can fail even when the notice was clear.
Assuming the new SIM contains the old balance
The new SIM establishes service with the recipient provider. It does not automatically carry prepaid money from the donor provider unless a local rule or special direction says so.
Confusing a refund with a transfer
A refund sends money back through a claim process; a transfer credits an account at the new provider. Ask which mechanism applies and whether fees or expiration dates affect it.
Discarding records
Without recharge receipts, balance screenshots and the shutdown notice, it is harder to prove the amount or the date on which it was owed.
Treating one country’s rule as universal
India’s ordinary lapse rule, Romania’s request-based reimbursement and exceptional remedies after a sudden Indian closure demonstrate why the country and event type must appear in every answer you receive from support.
