A digital-storefront closure has no single outcome. New purchases may stop while existing games remain downloadable, a title may stay in your library but lose online features, or the game may become unplayable if it requires a closed server, launcher authentication, or a revoked license. Downloading a game is not the same as securing permanent access.
The safest preservation routine is to download every important title, bring it fully up to date, launch it once, test it without an internet connection, and keep the files or backup installers on separate storage. That protects against a changed redownload policy, but it cannot replace a mandatory online service or restore a publisher-revoked entitlement.
Four events that are often confused
“The store closed” can describe several technically different situations. Identify which one occurred before deciding whether your games are safe.
A storefront stops accepting new purchases
The platform can disable checkout while preserving the accounts and libraries of existing customers. Nintendo’s Wii U and Nintendo 3DS eShops demonstrate this model: new purchases ended on March 27, 2023, but Nintendo said previously purchased titles could still be redownloaded “for the foreseeable future.” Free content, including demos, was no longer downloadable. “For the foreseeable future” is not a permanent, dated guarantee, so customers should not treat it as an unlimited backup window.

A game is delisted
A publisher can remove a title from search results and stop selling it without immediately deleting it from previous buyers’ libraries. Valve’s Steamworks retirement guidance says retired games remain in players’ Steam libraries and that those players continue to be able to download, install, and launch them. That statement describes Steam’s policy for retired games; it does not make a title independent of its own launcher, digital-rights management, or servers.
A game’s online service shuts down
A game server may handle multiplayer matches, authentication, cloud saves, social systems, leaderboards, or live events. A publisher can retire those services while the storefront continues operating, or leave downloads available after online features disappear. Your ability to reinstall the files therefore answers only the acquisition question, not whether the game’s connected features still function.
A license or entitlement is revoked
Account access can be narrower than ordinary ownership language suggests. Steam’s Subscriber Agreement says, “The Content and Services are licensed, not sold,” and describes a non-exclusive, personal, non-commercial license. The agreement also says use may require a Steam account, the Steam client, and an internet connection. If a publisher or platform revokes an entitlement, a local copy may not be enough to launch it.

What existing purchases can look like after a closure
Steam’s retired-game policy
Steamworks documentation says a retired game remains in the libraries of people who already own it, with continued ability to download, install, and launch it. The same guidance asks publishers to communicate changes and pay special attention to games that depend on hosted servers. Valve’s published guidance for retiring a free-to-play game asks publishers to provide 90 days of notice. That is platform guidance for this class of retirement, not a universal notice period or a legal requirement for every paid game.

A library entry is therefore useful evidence of an account entitlement, not proof that every feature will work forever. A title can still open the Steam client, an external launcher, or a license check before it reaches its main menu.
Nintendo’s Wii U and Nintendo 3DS example
Nintendo’s March 27, 2023 purchase shutdown left previously purchased software redownloadable for the foreseeable future. The separate removal of free downloads, including demos, shows why “I bought it” and “I can download it later” are different questions. The company’s wording also illustrates why you should download important titles while the service is available instead of relying on an open-ended future window.
Ubisoft’s service-decommissioning example
Ubisoft’s 2022 notice shows that an online shutdown can be handled title by title. The company cited obsolete technology, crashes, and security concerns; for several PC games it planned to make single-player downloadable content available to download and keep before the deadline, while Anno 2070 was scheduled for an update replacing its old online services. The notice first referenced September 1, 2022 and then moved the decommission date to October 1, 2022. Those changing dates are a reminder to follow the publisher’s current notice for the specific game rather than assume a standard timetable.
Why a downloaded game may still fail offline
Offline capability belongs to the game’s design, not simply to the fact that its files occupy space on your drive. Before a closure, look for each of these dependencies:

- Mandatory account authentication: the client may require a successful sign-in before it will start the executable.
- External launcher checks: a game obtained from one store may hand control to a publisher launcher that has its own account and server requirements.
- Always-online design: the game may need a live connection for its core simulation, not just for optional multiplayer.
- Hosted multiplayer: local campaign play can remain available while matchmaking, co-op, leaderboards, or social features disappear.
- Cloud-only saves or content: progress and downloadable material may be unavailable if they were never stored locally.
- Unfinished installation or update: a first launch may still need a patch, prerequisite, or license check that cannot be completed later.
Steam’s Offline Mode instructions address this preparation directly. While online, launch Steam, make sure the game files are fully updated, start each game to confirm that no additional update or installation step is required, and then switch the client to Offline Mode. Steam warns that features requiring a connection will be unavailable and that there is no bypass when the client requires a login.
How to preserve games before access changes
Use this sequence for every title you would genuinely miss. Work through it while the storefront and its authentication services still operate.
- Download every purchased title you care about. Include expansions and downloadable content that you are entitled to use. Do not assume a future redownload period will be permanent.
- Complete all updates. A partially installed or outdated build may demand a connection on its first launch.
- Launch the game online once. This can complete first-run installation and expose a missing launcher, prerequisite, or entitlement check.
- Test the important parts offline. Disconnect the network or use the platform’s supported Offline Mode, then verify that the game reaches its playable menus and that local saves load.
- Preserve local files separately. Copy installed game data, configuration files, save data, and any legitimately supplied installers to an external hard drive for game backups or another storage device. Keep at least one copy disconnected from the computer when not in use.
- Record account-recovery details. Store the account email, recovery codes, and the name of any required launcher in a secure password manager or other protected record. A file backup does not replace the account that validates a license.
- Document online dependencies. Note whether multiplayer, cloud saves, or the entire game requires a server. This prevents a backup drive from creating false confidence about an always-online title.
GOG’s support center provides a way to download backup installers or bonus content, which can make an installer-based workflow more durable than relying solely on a future redownload. Even with such installers, check whether the particular game includes separate activation or online-service requirements.

An external hard drive is the most practical general-purpose destination for downloaded game files, installers, and save backups. It gives you a second copy before a platform changes its redownload policy and lets you restore files after a failed internal drive. Use clear folder names, keep a written inventory, and maintain two copies if the games are irreplaceable.

Storage preserves bytes, not every condition needed to execute them. A drive cannot recreate a closed authentication server, a publisher launcher that no longer signs in, a required cloud service, or a license that has been revoked. Treat the archive as risk reduction rather than a guarantee of perpetual play.
Digital, physical, and DRM-free options compared
When buying a new game or replacing one that may disappear, evaluate the delivery method against the failure you are trying to avoid.

Physical media is not automatically permanent access: a disc can need a patch, an activation check, or a server that later disappears. Conversely, a digital purchase is not automatically fragile if the game is genuinely offline-capable and you have a tested local copy. The decisive evidence is the title’s dependency chain.

The game remains in your library but will not start
Check whether the platform client is demanding a login, whether an external launcher is required, and whether the game completed its first-run installation before you went offline. If the client itself requires authentication, a local file does not provide a supported bypass.

The game starts but online modes are missing
That is consistent with a server shutdown. Separate the local campaign or other offline functions from multiplayer, cloud saves, leaderboards, and live content that depended on the retired service.
The title disappeared from the store and cannot be redownloaded
Use your legitimate local installation or backup installer if you created one. If you did not, check the platform’s published redownload policy and the publisher’s support notice; do not assume that a library record alone guarantees a new download.
A downloaded expansion or bonus item is absent
Some content is delivered separately from the base game. Verify that it was installed locally before closure and look for an official installer or preservation download supplied by the publisher or storefront.

What “ownership” means in legal terms
Digital checkout language can feel like buying a copy, but the governing contract often grants a personal license. Steam’s current agreement states that content and services are licensed rather than sold, and that the license may end if the agreement or an applicable subscription ends. This describes the platform’s contractual access model; it does not settle every consumer-rights question in every country.
Local law can add protections. A European Parliament response describes Directive 2019/770 as providing remedies for certain digital-content conformity failures, including bringing the content into conformity, receiving a proportionate price reduction, or terminating the contract. The Australian Competition and Consumer Commission’s digital-platform inquiry notes that standard-form terms allowing a platform to sever access to a purchased game may sometimes be necessary and compares server withdrawal with withdrawing support for other software.
Those examples are jurisdiction-specific. If access was removed rather than merely withdrawn from new sales, consult the consumer-protection agency or legal rules that apply where you live. Do not assume an automatic refund, a universal right to perpetual access, or that a digital purchase has exactly the same legal status as a physical object.
The practical decision rule
Ask two separate questions for every game: Can I still obtain or reinstall the files? and Can the game still authenticate and deliver the features I want? A storefront policy answers the first only partially. The game’s offline design, launcher, license terms, and server status determine the second. Downloading, updating, launching once, testing offline, and keeping separate backups is the strongest practical preparation, but no archive can substitute for a service that the game requires in order to run.
