Most UPI app payments need an internet connection to reach your bank and the payment network, so a standard transfer or QR payment usually cannot complete while your phone is offline. Some alternatives can work without mobile data: UPI Lite can make supported payments from a balance loaded in advance, UPI Lite X uses NFC for proximity payments, and UPI 123Pay or *99# may work over cellular calls or USSD. Those options have different setup, device and network requirements—and none makes every UPI payment work offline.
Does UPI work without internet?
Usually not for a standard UPI app transfer or a normal QR payment. These payments generally need the app to communicate with the bank and payment network. Without internet access, expect the payment to fail or remain unresolved until the connection returns.
“No internet” can mean either that mobile data is unavailable while cellular voice or USSD service still works, or that the phone has no cellular service at all. That distinction matters: call- and USSD-based options may work in the first case, but cannot provide connectivity in the second.
Which UPI options can work without mobile data?

Availability depends on the user’s bank, app, phone and merchant. Feature descriptions do not guarantee that a particular payment flow is available to every customer or accepted at every checkout.

UPI Lite: spend a balance loaded beforehand
UPI Lite is an on-device stored-value balance. Its supported offline use is a debit from that balance; credits and replenishment require an online connection. The Reserve Bank of India (RBI) sets the enhanced limits at ₹1,000 per transaction and ₹5,000 total balance in its framework for offline small-value payments. See the RBI framework. These are the current enhanced figures, not the older ₹200-per-transaction and ₹2,000-balance figures found in earlier NPCI product material. UPI Lite X: NFC for a nearby payment
UPI Lite X is an NFC-based option for proximity payments where internet or telecom connectivity is weak or unavailable. It is not the same as scanning an ordinary QR code: a normal QR payment should not be assumed to work offline. Lite X needs compatible device and app support, prior setup, and a merchant that supports the proximity flow. RBI describes the technology in its 2022–23 Annual Report and 2024–25 Annual Report; NPCI also provides a UPI Tap & Pay overview.

UPI 123Pay and *99#: use cellular service, not smartphone data
UPI 123Pay offers feature-phone payment modes including app-based functionality, missed-call, interactive voice response (IVR), and proximity sound-based payments. RBI says IVR payments use a secured call and require initial onboarding. *99# provides UPI access through USSD. Both routes can avoid a smartphone data connection, but they still require usable cellular service and depend on bank and service availability. They are not a solution when the phone has no signal. Can you scan a QR code if mobile data is off?
Do not count on it. A conventional UPI QR payment normally needs an online connection to process. UPI Lite may support offline debits from its preloaded balance, but that is a specific feature and flow—not a guarantee that any QR scan will work offline. UPI Lite X is for NFC-based proximity payments, not a general offline QR fallback.

What should you do before an outage?
- While online, check your own app and bank. Look for UPI Lite or UPI Lite X availability and confirm which payment flows they support.
- Enroll and load a suitable Lite balance in advance. Replenishment requires online access, so you cannot rely on adding funds once connectivity is gone.
- Check device and merchant compatibility. For Lite X, confirm NFC and app support; do not assume the merchant accepts it.
- If you plan to use calls or USSD, check setup requirements. Confirm bank participation and onboarding while you have service.
- Keep another accepted payment method available. If both internet and cellular service are unavailable, call- and USSD-based UPI cannot be relied on; cash or an already enabled and accepted offline payment method may be needed.
What if a UPI payment fails or its status is unclear?
Do not submit the same payment repeatedly without checking its status and your balance. RBI’s offline framework says transaction alerts need not arrive in real time for every offline payment, though transaction details must be conveyed adequately. When service returns, check the UPI app and bank account for the debit, status and any reversal before retrying. For a standard online payment interrupted by an outage, follow the status shown in the app and the bank’s displayed grievance process. The RBI framework also requires replenishment of used offline limits to take place online with additional factor authentication.

RBI defines an offline payment as “a transaction which does not require internet or telecom connectivity to take effect.” Its framework describes proximity, face-to-face payments that customers must explicitly enable with consent; it also sets rules for replenishment and transaction information. That definition helps explain why a limited, pre-enabled offline payment feature is not the same as making all UPI transfers available without a connection.
