That is what NASA did in 2024: Boeing’s Starliner returned to Earth uncrewed, and its two test-flight astronauts later came home aboard a SpaceX Dragon.
What happened on Starliner’s test flight?
NASA announced on August 24, 2024, that Starliner would return without astronauts Butch Wilmore and Suni Williams. They would remain aboard the International Space Station (ISS) and later return on SpaceX’s Crew-9 mission. NASA described the choice as a safety decision after reviewing uncertainty about the spacecraft’s systems and expected return performance. NASA’s announcement
As Starliner approached the station, NASA and Boeing had identified helium leaks and problems with the spacecraft’s reaction-control thrusters. NASA said teams reviewed flight data, conducted flight and ground testing, consulted propulsion experts, and developed return contingencies. What does an uncrewed return involve?
“Uncrewed” means that no astronauts are aboard for that trip. It does not mean the spacecraft is necessarily uncontrolled. NASA said Starliner was designed to operate autonomously and planned a controlled autonomous re-entry and landing. NASA describes Dragon as fully autonomous, while also noting it can be monitored and controlled by its onboard crew and SpaceX mission control. In broad terms, a returning spacecraft separates from its docking location, carries out its planned departure and deorbit operations, re-enters the atmosphere, and lands using its designed recovery system. Starliner landed in New Mexico. Dragon is designed to land on water, with NASA describing site selection and recovery operations for that process. What happens to the astronauts?
The crew’s safe return is planned separately from the spacecraft’s return. In the Starliner case, Wilmore and Williams stayed aboard the ISS until they could return on Dragon with Crew-9. Before Crew-9 arrived, NASA said the Dragon supporting Crew-8 was configured as an emergency return spacecraft for them. That provided a contingency ride while the agency worked through the longer-term plan. NASA’s announcement; NASA’s Starliner FAQ
Staying on a space station is not an automatic option for every mission. Whether it is possible depends on the crew’s situation, the station or other safe haven, and the availability of a suitable return vehicle. The Starliner flight shows one case in which NASA kept the astronauts aboard the ISS and arranged a different ride home.

Why would managers choose to send the spacecraft back empty?
The choice is a risk judgment, not a declaration that the spacecraft will certainly fail. NASA said a test flight is inherently risky and that, given uncertainty about Starliner’s helium and propulsion systems, leaders could not accept more risk than necessary for the astronauts. A vehicle’s ability to operate autonomously does not by itself show that carrying people through the same return is acceptable. NASA’s decision rationale; NASA’s Starliner update
NASA also said an uncrewed return would let the agency and Boeing gather test data to inform future corrective actions. That was part of the rationale for this particular test flight, not a universal rule for how every spacecraft problem should be handled. NASA Administrator Bill Nelson summarized the decision on August 24, 2024: “Spaceflight is risky, even at its safest and most routine. A test flight, by nature, is neither safe, nor routine. The decision to keep Butch and Suni aboard the International Space Station and bring Boeing’s Starliner home uncrewed is the result of our commitment to safety: our core value and our North Star.” NASA’s announcement

What determines whether this option is available?
An empty return is only a practical option if both sides of the plan work: the spacecraft can carry out its return without a crew, and the astronauts have a safe alternative. Mission managers must weigh the condition and uncertainty of key systems against the higher requirements for a crewed flight, then consider the crew’s safe-haven and return arrangements and the landing and recovery plan. NASA’s Starliner case documents those considerations; it does not rank spacecraft or establish a comparative safety rate for crewed versus uncrewed returns.
