A game being playable again is an important form of access, but it does not by itself preserve the original game. Preservation can also require the earlier software, its platform dependencies, documentation, production records and the evidence needed to understand how it was made and distributed. A remaster, port or emulator can help keep a game accessible; whether it also preserves the historical artifact depends on what was retained and documented.
What does game preservation include?
Preservation is not a synonym for keeping an old console on a shelf, nor is it simply making a game run in an emulator. It can involve preserving files and physical materials, recording how they relate to one another, and maintaining a way to interpret or use them. The Game Preservation Society, for example, describes its policy as covering physical materials, digital data derived from them, and associated knowledge, testimony and records. The Library of Congress’s preferred content hierarchy illustrates why a playable release is only one piece. It ranks uncompiled source code first, a gold master build second, and a distribution file third. Source code is human-readable project material; a gold master is the finished build that meets publisher and platform requirements; a distribution file is the package released to the public. Each can tell a different part of the game’s history, and platform releases may differ in their look, feel and interaction. - Software: source, finished builds and files distributed to players, with version or build identifiers where available.
- Context: manuals, errata, addenda, readme files, credits, descriptive metadata and production information.
- Dependencies: operating systems, proprietary platforms, hardware, controllers, peripherals and any online services the game relies on.
- Evidence and access: documentation of how the material was obtained, organized and made usable, as well as a way to keep interpreting it over time.
That is why a new edition can be culturally valuable and keep a game in circulation without necessarily preserving the earlier version as an artifact.

How do remasters, ports and emulation differ?
These terms describe different routes to playability, not automatic grades of preservation. The useful questions are what version is running, what original material remains, what has changed, and whether the release can continue to be accessed and studied.

CLIR’s July 2025 overview describes emulation as a growing practice in libraries, archives, museums and galleries for conserving and providing ongoing access to the digital past. The Library of Congress’s submission guidance likewise calls for a virtual or emulated proprietary platform when a game requires one. Neither point means emulation alone is a complete preservation package: the software and its environment still need documentation and a plan for continued use. What should you check when judging a reissue?
A title such as “remastered” or “definitive edition” does not answer what happened to the earlier release. For a specific reissue, examine the available documentation and ask:

- Which version is it? Look for the platform, release date and build or version identifier. If the release has changed controls, timing, display, networking or other behavior, those differences matter to comparisons with the earlier version.
- What files and materials were kept? A distribution package makes a release playable, but it is not the same thing as retaining source code, a gold master, assets, manuals and records of the original version.
- What does it depend on? Identify the operating system, hardware, emulator, account, DRM, encryption, online service or other requirements needed to run it.
- Can access continue? Commercial catalogs and online services can change. Current sale is evidence of access at a particular time, not a guarantee that the game will remain available.
- Is its history documented? Manuals, credits, production metadata and a record of how the game was made available help future players and researchers understand what they have.
These checks separate two useful but different outcomes: keeping a game playable for a new audience, and preserving evidence about a particular historical version and how it was made.

Reissues can extend access, but they do not reach every old game. The Software Preservation Network’s 2023 study, recorded by the Video Game History Foundation Library, estimated that 13 percent of classic games published in the United States were in release; its sample was 1,500 games, with a ±2.5 percentage-point margin at a 95 percent confidence interval, and results are accurate through April 15, 2023. For U.S. games released before 1985, the study reported a rate below 3 percent. These are dated U.S. estimates, not a current list of purchasable games or a global rate. Institutional collections face their own constraints. In its 2024 summary of an international survey conducted in late 2023 with The Strong National Museum of Play and support from the BFI National Archive, the National Film and Sound Archive of Australia reported that over 96 percent of classic Australian video games were critically endangered. That figure is the report’s Australian headline, not a worldwide estimate. More than 50 organizations responded, including cultural institutions, preservation societies, universities, companies and private archives; respondents were almost twice as likely to hold software on physical carriers as contemporary digitally distributed games. These are findings from the survey’s respondents, not a census of all organizations or collections. The NFSA summary also identifies legal and technical barriers, limited funding and staffing, expertise gaps, and a need for better collaboration and standardized cataloguing. More than half of surveyed organizations had contact or formal agreements with the game industry or developers. The picture is therefore not a simple choice between companies and archives: commercial releases, community work and institutional collecting can contribute in different ways, while none is guaranteed to cover the whole record.

Preserving software may require preserving the environment that lets it run. The Library of Congress says a game that cannot run on a commonly available operating system may need that operating system as a disk image. For a game requiring a proprietary console or handheld, its preferred submission includes a virtual or emulated platform; if that is unavailable, the physical hardware, controllers and power supply are acceptable. It also recommends accompanying documentation such as manuals, errata, addenda and readme files, along with descriptive and production metadata when available. Files also need a trustworthy way to be packaged and transferred. For direct submissions, the Library lists BagIt, tar, ZIP and AXF as packaging options. Its listed mass-storage options include external USB hard drives, commercially pressed optical discs and USB flash drives. A drive can be one transport or storage component in this work, but it cannot by itself preserve compatibility, rights, file integrity, redundancy or a documented archival workflow.

Restrictions can complicate preservation too. The Library’s guidance says source-code submissions require rights clearance to install and use the compiler. DRM or encryption may make the platform or hardware necessary, and its guidance says keys cannot expire or require remote-server authentication. These are Library of Congress submission requirements, not universal legal rules for every institution or jurisdiction. What roles can companies, institutions and communities play?
Commercial publishers can produce and distribute ports or remasters, and a reissue can be the most practical way for many people to play a game. Its preservation contribution depends on what material and documentation accompany it and whether the release remains accessible.
Libraries, archives and museums can collect software alongside its dependencies, documentation and context, and provide access under their institutional rules. Their goals can include treating games as published works, technology, objects of play, cultural heritage and subjects of study. The NFSA survey summary reports that participating organizations encountered a mix of legal, technical and resource challenges, underscoring why collaboration and specialist expertise matter.

Community preservation can help keep knowledge, files and ways to play in circulation, including through emulation and homebrew work. But the legality of copying, distributing or bypassing technical restrictions depends on jurisdiction and circumstances; these sources do not establish a general legal rule. Community availability also does not automatically supply the provenance, documentation or durable stewardship that an archival collection may seek.
The most useful distinction is not “official versus fan” or “hardware versus emulator.” It is what each effort actually saves, explains and makes accessible. A reissue, an emulated version, a physical artifact and a documented archive may each preserve a different part of a game’s history.
