If adopted, it would prioritize scarce capacity for electricity-consuming projects, including data centers, according to connection size and certain flexibility or local-generation commitments. It would not guarantee a connection or replace Fingrid’s existing application, permitting and technical processes.
How would Finland’s data center grid connection queue work?
The Ministry of Economic Affairs and Employment’s draft amendment to the Electricity Market Act proposes four priority groups for new electricity-consumption sites and electricity storage when network capacity cannot serve every applicant at once. It does not apply this priority procedure to electricity generation. Network operators would offer available capacity group by group, with higher-priority groups considered first; project development progress would also matter under the proposal.
The government opened consultation on 18 September 2026, with comments due by 9 October. It proposes that the amendment take effect on 1 January 2027. The thresholds and commitments below are therefore proposed terms, and could change during consultation and legislative preparation.

The group is not the only proposed consideration. A separate local-production commitment could improve an applicant’s position within its group: at least 50% of estimated annual electricity consumption must be covered by electricity from a generating plant commissioned no more than 36 months before the data center begins operating and located in the same area for transmission constraints. This is a within-group criterion, not a substitute for the 80% flexibility condition that would move a data center over 10 MW from group 3 to group 2.

Would the proposed rules delay a data center project?
They could affect the order in which competing requests are handled and when network development is considered in a scarcity area. They do not specify a fixed delay for an individual project. A project’s actual connection prospects remain dependent on its location, the network, competing requests, technical feasibility and the operator’s assessment. A higher priority would not itself reserve capacity.
The proposal says the network operator’s duty to connect customers and the underlying right to connect would remain unchanged. In practice, that should not be read as a promise that every site can receive its requested capacity on its preferred timetable: capacity and connectivity are confirmed through the connection process.
What happens to an existing Fingrid application?
The draft would also apply to earlier requests for consumption sites or storage that do not already have a binding connection agreement or conditional connection agreement. For requests outside the top priority group, network operators would process applications in group-specific batches; the first such processing would be required no later than 31 December 2027. That is a proposed processing deadline, not a guarantee that an individual project will receive capacity by then.

What commitments could move a data center up the queue?
Flexible generation for a project over 10 MW
Under the draft, a data center requiring more than 10 MW of import capacity would normally fall into group 3. To qualify for group 2, its flexibility commitment would need to include flexible generation capacity of at least 80% of the facility’s peak demand. Developers should assess whether that capacity can be delivered credibly at the required scale; the draft’s threshold is not a statement that a particular technology or project arrangement will qualify.
New generation in the same constrained area
The separate production commitment concerns the electricity used over a year, not peak demand: qualifying generation must cover at least 50% of estimated annual consumption. The plant must have been commissioned within the 36 months before the data center starts operating and be in the same area for transmission constraints. Meeting this criterion could improve placement within a group; it does not, by itself, change the group assigned by the import-capacity thresholds.
Minister of Climate and the Environment Sari Multala described the government’s rationale for the proposal: “With this change, we want to motivate high electricity consumers to take measures that lower electricity prices and reduce the risk of shortages, such as the incentive to offer weather-independent flexible production capacity to the market. At the same time, we will avoid the need to build unnecessary transmission connections and thereby restrain the growth of transmission prices.”

Why capacity is a site-specific issue in Finland
Fingrid reported 37 GW of electricity-consumption connection enquiries in 2025. More than half of the capacity represented by those enquiries related to data center projects, while Finnish electricity-system peak consumption was below 16 GW. The 37 GW figure describes enquiries—not built facilities, contracted load or capacity that will necessarily be used.
Constraints can be regional even when the national supply picture looks adequate. Fingrid said new industrial consumption connections in Uusimaa, Southwest Finland and Häme would face temporary local restrictions from 2025 to 2027. It attributed the shortage to demand growing faster than expected and the retirement of regional adjustable generation, including combined heat and power. An attractive electricity price or national-level capacity estimate therefore does not establish that a particular connection point can serve a project.
What developers must do under Fingrid’s current connection process
The proposed queue is separate from Fingrid’s current process for connection-agreement applications. Fingrid says that process covers consumption sites, power plants and electricity storage facilities of at least 2 MW throughout Finland, with temporary lower regional thresholds shown on its connection map. This 2 MW figure is an application-process threshold, not one of the proposed data center priority tiers.

For an application, Fingrid requires a legally binding land-use plan and a legally binding building or construction permit. If a new connection line of 110 kV or more is needed, the application for the line’s expropriation permit must have been submitted. If such a permit is not required, Fingrid asks for the relevant Energy Authority project permit and right-of-way consent. Fingrid’s response to an application is valid for two months; the connection agreement must be concluded within that period or the application becomes void.
Check site feasibility before committing to land
Fingrid advises developers to assess technical feasibility early. The answer depends on the site, other projects in the region, available transmission capacity, system security and technical conditions. Fingrid confirms capacity and connectivity in the agreement phase, so an early site assessment should not be mistaken for a capacity reservation.
As general guidance, Fingrid says a 400 kV connection is typically used for projects of 250 MW or more, while 110 kV or 220 kV switchyard connections are used for projects below 250 MW. These are general connection patterns, not a substitute for a project-specific technical assessment.

Account for construction and agreement milestones
Main-grid connection agreements require the relevant legally valid land-use and building permissions. If the customer must build its own high-voltage line, Fingrid says it must be completed within 36 months of signing the agreement. Fingrid may terminate an agreement and release the capacity if the project is not commissioned as agreed. These are features of Fingrid’s connection process, not new queue provisions in the draft amendment.

Fingrid’s KJV2026 consultation draft concerns technical requirements for demand facilities with rated demand capacity above 30 MW, including data centers, electric boilers and electrolysers. The requirements include withstanding disturbances and being capable of limiting power intake from the electricity system. Fingrid’s consultation ran from 12 June to 21 August 2026; after revisions, Fingrid said it would submit the requirements to the Energy Authority for confirmation, targeting confirmation and entry into force in March 2027.
Fingrid also published “Technical requirements for large demand facilities” on 12 June 2026. Those requirements apply immediately to demand facilities directly connected to Fingrid’s transmission grid, but not to facilities connected to distribution networks. The authority-confirmed KJV2026 requirements are intended to extend the new requirements to distribution-connected facilities after confirmation. This technical compliance workstream is distinct from the proposed queue, whose tiers turn on connection capacity and project commitments.

How to assess candidate sites and project structures
- Import capacity: Identify which proposed threshold applies to the requested connection and consider whether project phasing changes the capacity being requested.
- Network conditions: Check local capacity, regional restrictions, the proposed connection point, required reinforcement and whether the operator can offer capacity on the project’s schedule.

- Technical compliance: Establish whether rated demand capacity exceeds 30 MW and whether the facility will connect directly to Fingrid’s transmission grid or through a distribution network, because the KJV2026 path differs by connection type.
