An MLB manager is the club’s on-field strategic coordinator and final decision-maker. The manager sets the lineup and defensive alignment before the first pitch, then directs pitching changes, substitutions, defensive positioning, mound visits and replay challenges. Coaches, catchers, analysts and players supply information or carry out assignments, but the manager makes the official decisions communicated to the umpires.
The job is less about personally controlling every pitch than about making a sequence of time-sensitive choices within baseball’s rules: who plays, who pitches, where defenders stand, when to stop play and whether a close call should be reviewed.
What an MLB manager controls before the first pitch
Game management begins before the umpire calls “play.” The manager submits a nine-player batting order and chooses the starting pitcher. The manager also sets the initial defensive alignment, including the positions and any legal situational positioning planned for the opposing hitters.

Once the lineup is accepted by the umpires, the batting order is fixed. A later substitution must enter in the replaced player’s spot in that order. The removed player cannot return, so the manager has to consider the entire game when deciding who starts and which players remain available on the bench.

Planning the pitching staff
The manager identifies the starter and prepares a bullpen plan. That plan can change immediately if the starter is ineffective, injured, faces an unfavorable matchup or reaches a workload the club considers excessive. Bullpen availability also depends on which relievers have already appeared recently and which pitchers are ready that night.
How the manager makes decisions during a game
Every choice combines the game state with information from the staff. A manager is usually weighing several variables at once:
- Timing: whether the decision is made before the game, between innings or during a stoppage in a live half-inning.
- Situation: inning, score, outs, runners, count and the next hitters due up.
- Matchup: the batter’s tendencies, the pitcher’s repertoire and handedness, and the quality of each player’s current performance.
- Resources: pitcher workload, bench options, bullpen availability and remaining challenge opportunities.
- Rules: dead-ball substitution procedures, the relief-pitcher batter minimum, mound-visit limits, the pitch timer, defensive-shift restrictions and replay rules.
The manager may receive recommendations from coaches and analysts, but the official decision still has to be made and communicated through the manager or the club’s authorized on-field procedure.

Why and when a manager removes a pitcher
Pitching changes are the most visible managerial decisions. The manager decides whether the current pitcher should face another batter or be replaced by a reliever, another starter used in relief or an emergency option.
Information considered before a pitching change
- The batter currently at the plate and the hitters scheduled next.
- The score, inning, number of outs and location of baserunners.
- Whether the pitcher’s velocity, command or pitch effectiveness has changed.
- The pitcher’s pitch count, recent workload and injury or fatigue signs.
- Platoon or matchup information supplied by coaches and analysts.
- Which relievers are rested, warming up and suitable for the leverage of the situation.
A manager can leave a pitcher in to protect the bullpen, preserve a favorable matchup or allow the pitcher to complete an inning. Conversely, a change may be made before a run scores because the manager expects the next batter or baserunner situation to be more dangerous than the current one.

The three-batter minimum
Under MLB’s current substitution rule, a relief pitcher generally must face at least three batters or finish the half-inning, whichever comes first. The rule has injury and illness exceptions. A manager therefore cannot normally bring in a specialist for only one matchup and immediately replace that pitcher when the next batter arrives.
This requirement changes bullpen planning. A manager must account for the next two batters, or for the possibility that the reliever will record the third out, rather than choosing a pitcher solely for one isolated matchup.
How the change becomes official
The manager must identify the replacement to the umpire. Under Rule 5.10, signaling to the bullpen counts as an official substitution for the new pitcher. The incoming pitcher is then subject to the applicable batter-minimum and mound-visit procedures.
Offensive substitutions: pinch-hitters and pinch-runners
Substitutions occur while the ball is dead. The manager can replace a batter with a pinch-hitter, replace a baserunner with a pinch-runner or make another legal offensive substitution. The substitute takes the replaced player’s place in the batting order, and the player removed from the game cannot return.
Pinch-hitting
A pinch-hitter is selected for the batter due up. The choice may reflect a handedness advantage, a need for contact, a power opportunity, a bunt or hit-and-run skill, or the need to use a bench player before the opponent changes pitchers. Once that plate appearance begins under the substitution rules, the pinch-hitter occupies the original batter’s lineup position for the rest of the game.

Pinch-running
A pinch-runner replaces a runner already on base. Speed, baserunning judgment and the importance of avoiding an out can outweigh the offensive value of keeping the original player in the game. Because the substitution is permanent, the manager must also plan for the replacement’s defensive position or for another defensive move later.

Managing the bench over nine innings
Using one player can remove a later option. A manager may retain a versatile defender for extra innings, keep a second catcher available, or delay a pinch-hitter until the opposing team has committed to a particular pitcher. Bench management is therefore a resource decision, not simply a reaction to the current at-bat.
Defensive replacements and positioning
A manager can replace a tired or vulnerable defender, move players to different positions or install a stronger defender after a late offensive substitution. The manager communicates the alignment, while coaches and players relay and execute the exact assignments on the field.
Situational positioning
Positioning can change with the batter, count, outs and baserunners. The staff may recommend shaded positions, an infield drawn in to prevent a run, an outfield alignment protecting against an extra-base hit or coverage for a possible steal. The manager chooses the plan within the rules and accounts for the defensive risks it creates.
Shift restrictions and larger bases
MLB rule changes introduced for the 2023 season set boundaries on defensive shifts and increased the size of the bases. Those changes affect how far infielders can move, how quickly runners can take an extra base and how managers balance run prevention against coverage. A manager still directs positioning, but some formations that were once common are no longer legal.

What happens during a mound visit
A mound visit is a stoppage used to communicate with the pitcher and fielders. The manager can visit to discuss a tactical situation, calm a pitcher, coordinate an intentional approach, verify signs or make a pitching change. A pitching coach, catcher or other fielder may also participate, depending on the club’s plan.
Information exchanged at the mound
- Whether the pitcher’s mechanics or command have changed.
- Which pitch sequence or defensive coverage the club wants next.
- How to handle a runner, bunt threat or sign-related concern.
- Whether the pitcher will continue or be replaced.
The visit must fit MLB’s current mound-visit and substitution procedures. If the manager is making a pitching change, the replacement is announced to the umpire through the official substitution process rather than treated as an informal conversation.
Does the manager call every pitch?
Not necessarily. MLB’s official descriptions establish the manager as the strategic leader, but they do not require one universal system in which the manager personally selects every pitch.
In many clubs, the catcher and pitcher handle the pitch-to-pitch sequence. The catcher may choose a sign based on the pitcher’s repertoire and the hitter’s setup, while the pitcher can shake off a sign. A pitching coach or analyst may provide matchup, tracking or scouting information, and the manager may set the broader plan or intervene when the situation changes. Other clubs may give the manager a more direct role. The division of labor is club-dependent, but the manager remains responsible for the official decisions such as changing pitchers or ordering a substitution.
Replay challenges: deciding whether to contest a call
When a reviewable call appears incorrect, the manager decides whether to challenge it. The decision has a cost: once a club exhausts its available challenges, it cannot challenge another play.

The manager’s challenge decision
The manager consults coaches, players and available video information, then signals the challenge within the permitted time. The manager is judging the likelihood that the call will be changed against the value of preserving the remaining challenge for a later play. This is a strategic decision, not a ruling on the evidence.
What the Replay Command Center does
MLB’s Replay Command Center reviews the play. It can overturn the umpire’s call, confirm it or let it stand when the available evidence is not clear and convincing enough to change the ruling. The manager initiates the review, but the replay officials make the final review determination.

A representative inning, decision by decision
Imagine a tie game late in the contest with a runner on first and one out. The manager first checks the pitcher’s recent workload and the next two hitters, then decides whether the current pitcher can continue. If a change is needed, the manager signals the bullpen and notifies the umpire; the incoming reliever must satisfy the three-batter rule unless an exception applies.
With the new pitcher in, the manager can choose a pitchout or other defensive coverage for the runner, while the catcher and pitcher handle the individual sign sequence. If the runner advances and the next batter reaches, the manager may replace a slower runner with a pinch-runner, accepting that the original player is finished for the game. In the field, the manager adjusts the legal alignment for the next hitter. If a close tag play follows, the manager decides whether the evidence justifies spending a replay challenge.
That sequence illustrates the job’s central feature: the manager is continually allocating players, outs, bullpen arms, defensive space and review opportunities while the game’s rules narrow which options remain available.
