A video game publisher is the commercial partner that helps a development studio finance, finish, launch and sell a game. The studio creates the game; the publisher may supply funding, production oversight, marketing, quality assurance, localization, platform certification, distribution and post-launch support. The exact responsibilities, payment and control rights come from the publishing agreement—there is no universal publisher package.
What a video game publisher is responsible for
Development and publishing are different jobs, even when one company performs both. A development studio concentrates on the product: game design, programming, art, audio, builds, technical problem-solving and the day-to-day management of its team. A publisher concentrates on turning that product into a commercial release: deciding how it is positioned, arranging money and services, preparing it for stores, reaching customers and managing sales operations.
The split is not absolute. Some publishers own internal studios, some developers self-publish, and some agreements cover only a narrow service such as distribution. WIPO’s World Intellectual Property Report 2024 describes the usual division this way: publishers finance and promote a game while developers handle its actual creation. A contract can move individual duties from one side to the other.
What publishers do across the game lifecycle
1. Finance the project and decide whether to greenlight it
Many publishers provide an advance or other development funding. ScreenSkills summarizes the conventional arrangement as publishers giving developers money upfront to make a game. That funding can pay salaries, contractors, software, hardware, testing and other production costs before the game has generated sales.

Before committing, the publisher and studio normally agree a brief: the game’s concept, target platforms, audience, intended scope, schedule, budget and commercial assumptions. A greenlight is the publisher’s decision to proceed under those assumptions. Funding reduces the studio’s immediate need for capital, but it is not free money. The agreement may let the publisher recoup its advance from revenue, take a percentage of sales, receive distribution rights or obtain some ownership of the intellectual property.
Payment timing matters as much as the headline amount. A deal can divide the advance into milestone payments rather than paying it all at signing. The studio must check what work unlocks each payment and what happens if a milestone is delayed or rejected.
2. Monitor production, budget and milestones
During development, the publisher tracks whether the project is being made to the agreed scope, budget and schedule. ScreenSkills says the publisher works with the studio producer to make sure the game is made as agreed, on budget and on time.
The studio’s game producer manages the internal team and is usually the primary contact for publisher stakeholders. A publisher-side producer or product manager may review builds, milestone reports, risk registers, staffing plans, burn rate, feature changes and the path to release. This oversight is not the same as directing every creative decision. Its purpose is to identify risks early and decide whether the project needs a schedule change, more resources, a reduced scope or a different launch plan.
- Scope control: checking that new features do not push the project beyond the agreed budget or date.
- Milestone acceptance: confirming that a playable build or document meets the contract’s definition of done.
- Budget control: comparing actual spending and forecasts with the approved plan.
- Risk escalation: deciding who must act when technology, staffing, certification or content creates a launch threat.
3. Shape the product’s market position and brand
A publisher helps answer commercial questions that a studio may not have the staff or market data to answer alone: Who is the game for? What makes it distinct? Which platforms and regions should be prioritized? What price and release window fit the audience?

Product and brand work can include the game’s positioning, name treatment, key art, store description, screenshots, trailers, press materials and messaging guidelines. The publisher may coordinate public relations, creator outreach, community activity and regional campaigns. It can also plan the launch calendar so that announcements, demos, previews and reviews support the release rather than compete with one another.
The studio supplies the game and its creative intent. The publisher adds audience research, market knowledge, campaign planning and access to promotional relationships. The agreement should state whether the publisher merely advises or has approval rights over messaging, artwork, pricing and launch timing.

Publishers often coordinate formal quality assurance (QA). Screen Australia defines QA as the formalized process of thoroughly playing and testing a game for bugs, stability and usability. Testing can cover platform-specific behavior, save systems, performance, accessibility-related usability, multiplayer functions and the fixes needed before certification.
Localization is more than translating a few store sentences. It can include in-game text, subtitles, voice-over, graphics, legal notices, customer-support material and linguistic testing in each target market. The publisher may hire vendors, schedule their work and integrate the results into release builds.
Compliance work includes age-rating submissions, required disclosures, privacy and consumer-protection checks, platform technical requirements and regional content rules. These tasks reduce the chance that a technically complete game is refused by a store or delayed in a key territory.

5. Prepare the digital release and distribution
Modern distribution is largely digital, but it still involves a substantial release operation. A publisher or its release team may create product pages, enter metadata, set prices, select territories, submit age ratings, upload builds, answer platform questions and coordinate certification.
Microsoft’s Game Publishing Guide illustrates the type of platform work involved: the platform tests game packages and reviews store listings and pricing information. Its publishing workflow also includes release markets, metadata, promotional codes, package flighting, sales monitoring and customer-engagement reports. Other platforms use their own portals and rules, which can change; the current requirements must be checked for each platform and edition.
Distribution decisions include whether to launch simultaneously on several platforms, release in stages, use early access, offer regional pricing, produce physical editions or license another distributor. The publisher may perform these tasks directly or coordinate with platform holders, regional distributors and manufacturing partners.
6. Operate the game after launch
Publishing does not necessarily end on release day. For a game with downloadable content or live operations, publisher and studio teams may plan updates, events, new content, customer support, additional platform launches, analytics and ongoing monetization.
The Producers Guild notes that producers can remain responsible for downloadable content after the initial release. Screen Australia uses “LiveOps” for the ongoing management of updates, events and support. A contract should identify which side pays for post-launch work, who approves the roadmap, how revenue from add-on content is allocated and when support obligations end.

Developer versus publisher: who does what?
| Area | Development studio | Publisher |
|---|---|---|
| Game creation | Designs systems and levels; writes code; creates art, animation and audio; produces playable builds. | Reviews progress against the agreed brief and may provide product guidance. |
| Internal production | Staffs the team, assigns work, manages the development pipeline and solves day-to-day production problems. | Tracks milestones, budget, schedule, risks and acceptance requirements. |
| Money | Funds work from its own capital, investment or contract payments. | May provide an advance or other financing and recoup it under the agreement. |
| Market strategy | Explains the game’s creative identity and supplies assets. | Leads positioning, brand management, audience targeting, pricing and launch planning when contracted to do so. |
| Release preparation | Delivers stable builds and technical information. | May manage QA, localization, ratings, store listings, certification and submissions. |
| Sales and reporting | May receive sales data and a contractual share. | Runs sales channels, promotions, reporting and payments when it controls distribution. |
| Post-launch | May create patches, downloadable content and live updates. | May fund, schedule, market and distribute that work. |
Some businesses combine both columns. A large publisher may own studios, while a small studio may perform its own marketing and store administration. The job titles are less important than the obligations written into the contract.
What does a publisher receive in return?
There is no standard revenue split or automatic transfer of ownership. Screen Australia defines a publisher as a company that funds, markets and distributes a game, typically in return for a percentage of sales or IP ownership. WIPO likewise describes publishers financing third-party development in exchange for distribution rights and potentially ownership.
Common economic and control provisions include:
- Recoupment: whether the publisher recovers advances and approved costs before the studio receives its share.
- Revenue share: the percentages, deductions and accounting period used to calculate each party’s payment.
- Rights: ownership or licenses for the game, characters, technology, sequel rights, downloadable content and adaptations.
- Territory and platform: where and on which devices the publisher can sell the game, and whether rights are exclusive.
- Approval: who can approve milestones, budgets, creative changes, pricing, marketing assets and release dates.
- Marketing commitments: a cash budget, specified deliverables, staff resources or no guaranteed spend.
- Reporting and audit: the sales statements the studio receives, their timing and its ability to verify them.
- Termination and reversion: what happens if milestones fail, funding stops, the game is cancelled or the publisher does not release it.
A higher advance can be less attractive if it comes with broad IP rights, weak marketing obligations or a difficult recoupment definition. Conversely, a smaller advance may be reasonable when the studio keeps ownership and receives strong launch support. The practical value lies in the complete package, not one percentage printed in a summary.
Publisher, distributor and platform holder are different roles
| Role | Main responsibility | Typical control |
|---|---|---|
| Publisher | Finances or commissions the game, sets commercial strategy and coordinates marketing, release and sales. | May control budgets, milestones, rights, launch timing and promotional decisions under the contract. |
| Distributor | Gets a finished product into sales channels, which may include digital stores, retail or regional partners. | Usually controls channel logistics rather than the game’s entire creative and commercial plan. |
| Platform holder | Operates the console, mobile or PC platform and its storefront, technical services and rules. | Controls submission, certification, store policies, pricing tools and access to that platform. |
One company can perform more than one role. A publisher may handle distribution itself, hire a specialist distributor or submit directly to a platform portal. Confusing these roles can hide gaps in a proposal: a company promising “distribution” may not be promising marketing, financing or platform certification.

No. A studio can self-publish through app stores, console stores or PC storefronts. ScreenSkills notes that independent selling is increasingly possible, while many studios still use publishers for funding, physical production, branding, advertising and access to multiple purchase channels.

| Self-publishing | Working with a publisher |
|---|---|
| More control over IP, pricing, timing and creative decisions. | Access to outside capital and a team that may already know the target market. |
| Studio keeps the commercial upside after its own costs. | Publisher absorbs or shares selected financial and launch risks. |
| Studio must handle marketing, store relations, ratings, certification, localization, customer support, reporting and release operations. | Publisher may provide those services, but the scope and quality depend on the agreement. |
| Requires staff time and cash before sales arrive. | Usually requires revenue participation, rights or approval concessions. |
Self-publishing is most feasible when the studio has enough runway, a credible audience-building plan, platform experience and people available for non-development work. A publisher can be valuable when the project needs substantial funding, specialized regional marketing, certification support or a release operation the studio cannot build in time. Neither route guarantees sales.
How to evaluate a publishing offer
Compare offers line by line rather than choosing on advance size alone. Ask for the business terms and the service commitments in writing.
- Map the money. Record the total funding, each milestone payment, eligible costs, recoupment order, revenue definition, payment schedule and currency.
- Map the rights. Identify who owns the IP, sequel and downloadable-content rights, source code, trademarks, ports and adaptations. Check whether rights are exclusive, worldwide and permanent.
- Define approval power. List the publisher’s approval rights over scope, milestones, creative changes, budgets, prices, marketing, platforms and release dates.
- Demand measurable launch support. Specify marketing budget, trailer and store-asset production, public-relations work, creator outreach, localization languages, QA coverage and certification responsibilities.
- Check the release footprint. Name every platform and territory included, who submits builds, who handles ratings, and whether a later port requires a new approval.
- Read the reporting clause. Confirm the sales data supplied, reporting frequency, deductions, payment deadlines and audit rights.
- Plan failure scenarios. Read the clauses for missed milestones, cancellation, insolvency, non-release, poor performance and termination. Confirm when rights return to the studio.
- Separate promises from intentions. “We will support the launch” is weaker than a dated deliverable, budget or staffing commitment.
Have an attorney experienced in interactive-media contracts review ownership, recoupment, exclusivity, warranties, liability and termination language before signing. Business terms vary by country, project stage, budget and bargaining position, so a clause that is normal in one deal may be unsuitable in another.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhy financing and coordination become more important as projects grow
Project scale has changed substantially. WIPO’s 2024 report gives an average development-team size of 26 people in 1995 and approximately 94 people in 2015. Those figures describe industry averages, not a rule for every game, but they show why payroll financing, milestone coordination, testing and release planning can become difficult for a studio to manage alone.
Public incentives can also affect the funding plan. Screen Australia’s glossary states that qualifying Australian development expenditure may receive a 30% refundable tax offset under the Digital Games Tax Offset. Eligibility is jurisdiction-specific and depends on the program’s current rules; it is not a universal publisher benefit or a substitute for a negotiated advance.
An example of how responsibilities can be divided
Imagine a studio with a nearly complete action game that has no experience launching on consoles. Under one possible agreement, the studio remains responsible for code, art, design and fixing defects. The publisher advances money against milestones, assigns a production manager to review builds, commissions console QA and localization, prepares store pages and trailers, submits the game for certification, buys launch advertising and reports sales. In return, the publisher recoups the advance and receives the contractually agreed share of revenue for specified platforms and territories.
Another publisher might offer only a store-distribution service. The studio would then fund development, run marketing, provide QA and localization, and retain more control. Both arrangements can be legitimate; the difference is the written scope, economics and rights.
Common pitfalls
- Assuming every publisher funds development: some provide only distribution or selected services.
- Treating “marketing” as a guarantee of sales: verify the actual budget, channels, dates and deliverables.
- Ignoring recoupment deductions: understand which costs are recovered before the studio’s percentage is calculated.
- Giving away sequel or DLC rights unintentionally: check definitions of the game and all related content.
- Leaving certification responsibility unclear: a studio can miss launch if nobody owns ratings, technical submissions or required fixes.
- Using an old platform checklist: storefront rules, metadata fields and certification requirements change, so verify them before submission.
- Forgetting post-launch obligations: specify who supports patches, customer service, updates and additional platforms.
Bottom line
A publisher commercializes a game while the development studio creates it. Depending on the deal, the publisher can finance production, supervise milestones, position the product, market it, coordinate QA and localization, secure ratings and certification, distribute it through stores, report sales and support it after launch. In exchange, the publisher may receive recoupment, a share of sales, distribution rights or IP ownership. The studio does not need a publisher, but choosing one means trading some control or economics for capital, expertise and execution capacity. The publishing agreement—not the job title—determines who actually does what.
