For a goods movement under GST, the person in charge of the vehicle should carry the applicable invoice, bill of supply, or delivery challan, plus a copy of the e-way bill or its number when an e-way bill is required. The number may be carried physically or, where the relevant notification applies, mapped to an RFID device on the conveyance. An Invoice Reference Number can be produced in place of an uploaded tax invoice for verification, but it does not replace a required e-way bill. CBIC’s E-Way Bill Rules
Documents the driver should have
- Invoice: Use the applicable tax invoice for a taxable supply.
- Bill of supply: Use this where a bill of supply applies, such as a supply for which a registered person is not required to issue a tax invoice.
- Delivery challan: Use this only where the rules permit movement on a challan instead of an invoice, such as specified job-work or non-supply movements.
- E-way bill evidence: If an e-way bill is required, keep its copy or its number available to the person in charge of the conveyance.
Rule 138A specifies the vehicle-in-charge documents as the invoice, bill of supply, or delivery challan, as applicable, and a copy of the e-way bill or its number. CBIC’s E-Way Bill Rules
When an e-way bill generally applies
Under Rule 138, a registered person who causes the movement of goods with a consignment value exceeding ₹50,000 generally has to furnish the prescribed information electronically before movement. The rule covers movements in relation to a supply, for reasons other than supply, and due to inward supply from an unregistered person. The ₹50,000 figure is a general rule, not a universal test: exceptions and special cases apply, including specified inter-state job-work movements and certain handicraft movements by persons exempt from registration. For the threshold calculation, the rules define consignment value by reference to the value under Section 15 declared in the relevant invoice, bill of supply, or delivery challan, including central, state or union territory, integrated tax and cess charged in that document. CBIC’s E-Way Bill Rules

Choose the transaction document by the movement
Invoice or bill of supply
Use the document appropriate to the underlying supply. The vehicle rule lists these alongside the delivery challan; a challan is not a general substitute for an invoice in an ordinary sale.
Delivery challan
CBIC’s invoice rules allow a challan in specified cases, including liquid gas where the quantity is unknown at removal, transportation of goods for job work, transportation for reasons other than supply, and other supplies notified by the Board. For the cases covered by Rule 55, the challan particulars include:
- Date and serial number.
- Consignor’s name, address and GSTIN, if registered.
- Consignee’s details and GSTIN or UIN, if registered.
- HSN code, description of goods and quantity.
- Taxable value; applicable tax amount when the transport is for supply to the consignee.
- Place of supply for an inter-state movement.
- Signature.

- Consignor or recipient transports the goods: The person or recipient may generate the e-way bill after furnishing the required conveyance information.
- Goods are handed to a road transporter: If the registered person has not generated the e-way bill under the applicable route, that person supplies the transporter information and the transporter generates it using the information provided.
- Several consignments share a vehicle: The transporter records the serial numbers of the relevant e-way bills and generates a consolidated e-way bill before movement.
- Goods transfer to another conveyance in transit: The transporter generates a new e-way bill before transfer and further movement, specifying the mode of transport.
Paper, e-way bill number, RFID and Invoice Reference Number
The e-way bill evidence need not always be a paper copy: the person in charge may carry the e-way bill number. The rules also provide for mapping the number to an RFID device embedded on the conveyance where the Commissioner has notified that arrangement for a class of transporters; they do not require RFID equipment on every vehicle. A registered person may upload a tax invoice through the portal and obtain an Invoice Reference Number (IRN). The IRN may be produced for verification in lieu of the uploaded tax invoice and is valid for 30 days from upload under Rule 138A. Check the movement before dispatch
- Identify why the goods are moving: a supply, job work, return, or another non-supply reason.
- Select the transaction document that fits that movement: invoice, bill of supply, or a permitted delivery challan.
- Check whether Rule 138’s general threshold applies and whether an exception or notification changes the requirement for the goods or route.
- Establish who will generate the e-way bill, including whether a road transporter needs to generate it from information provided by the registered person.
- Make sure the person in charge can produce the applicable transaction document and, if required, the e-way bill copy or number. Use an IRN or notified RFID mapping only in the circumstances the rules allow.
