There is no source-backed universal minimum CPU or RAM specification for a 24/7 YouTube stream. If a VM only sends already-encoded video files, a small general-purpose instance is a reasonable starting candidate; if it decodes, composes, scales, or re-encodes video, size it for that processing instead. In either case, confirm sustained outbound bandwidth and test the actual workload before relying on it continuously.
Start with what the VM has to do
The key sizing distinction is whether the VM processes video or simply sends it. Video bitrate largely determines outbound network demand; encoding, compositing, scaling, filters, and other media work determine much of the compute demand. The official guidance cited here does not establish a universal CPU/RAM minimum for either workload.
Looping already-encoded video
If software reads prerecorded encoded files and forwards or remuxes the stream without costly decoding and re-encoding, start by evaluating a small general-purpose VM. Treat any particular vCPU and RAM combination as a candidate to test, not a proven minimum. Monitor CPU and memory use, YouTube stream health, reconnects, and whether the instance can sustain the required external upload rate.
Encoding or transforming media on the VM
If the VM encodes in software, combines sources, scales video, applies filters, or creates multiple output renditions, a very small instance may not keep up. Requirements vary with codec, resolution, frame rate, encoder preset, and scene complexity. Test the exact settings and content you plan to use rather than sizing from bitrate alone.

OBS explains that supported hardware encoders can move encoding work from the CPU to a specialized GPU component, but that does not establish that a GPU VM will be cheaper or available at the needed price. Compare the total cost and availability for the specific workload.
Estimate the outbound bandwidth
YouTube’s current encoder guidance recommends a video bitrate of 2.5 Mbps for 720p at 30 fps and 10 Mbps for 1080p at 30 fps (YouTube Help: encoder settings, bitrates, and resolutions). These figures are video bitrate targets, not total network usage. Add audio and protocol overhead, and allow operational headroom; YouTube advises testing the connection and monitoring stream health rather than relying on a universal fixed headroom percentage.
Use supported stream settings
- Rate control: YouTube recommends constant bitrate (CBR).
- Keyframes: Use a two-second interval; YouTube says the interval should not exceed four seconds.
- Video codecs: YouTube lists H.264, H.265/HEVC, and AV1 among its supported options. Confirm compatibility with your encoder and chosen streaming path.
- Audio: YouTube lists AAC and MP3 options.
- Ingest: YouTube recommends RTMPS. Use the supported ingest and codec combination for the stream type you configure.
Choose a quality your connection can reliably sustain, test before going live, and watch YouTube’s stream-health messages during the test and operation. Keep the stream key private and enter it only in the streaming software or service you intend to use.

Check the VM’s real external egress limit
Do not infer upload capacity from a VM’s CPU count, advertised internal networking, or instance name. Google Compute Engine documents maximum egress limits that vary by machine series and configuration (Google Cloud: Compute Engine network bandwidth). Confirm the exact instance’s sustained external upload capability and outbound transfer terms in the region where you will run it.

If you need multiple outputs or renditions, include those network demands as well. Provider limits and transfer billing can change the practical cost even when the instance appears inexpensive.
Build a realistic monthly cost
For a self-managed VM, compare more than the hourly compute rate. Include storage for source files, operating hours, outbound data transfer, and any additional compute or outputs. Google Cloud lists VM prices by machine shape, but the total depends on instance, region, operating time, discounts, storage, and data transfer; check current pricing for your exact location at Google Cloud VM instance pricing.

A managed processing service has a different cost basis. Google Cloud Live Stream API charges depend on factors including configured resolution tiers, codec, active duration, outputs, and region (Live Stream API pricing). Its processing price is not a direct substitute for the cost of a basic sender VM that forwards one already-encoded stream.

Test continuity before depending on a 24/7 setup
- Use the intended media and settings. Include representative audio and moving content, the target resolution and frame rate, codec, bitrate, and encoder preset.
- Run a sustained trial. Check CPU and memory, actual outbound throughput, YouTube stream-health messages, and whether frames are dropped or the sender reconnects.
- Confirm region-specific limits and charges. Verify the exact instance’s external egress ceiling and outbound transfer allowance, plus storage and operating costs.
- Plan process recovery. Decide how the sender restarts after a crash or network interruption, and confirm the limits of any streaming service in your design.
For example, Google Cloud Live Stream API documentation says a channel may restart after 24 hours in an active streaming state. This caveat applies to that API service, not to every VM-based sender or YouTube ingest workflow (Google Cloud Live Stream API quotas and limits).
Choose the setup that matches the workload
- Already-encoded loop, one output: evaluate a small general-purpose VM first, then validate CPU, memory, egress, stream health, and recovery during a sustained run.
- Live encoding or transformations: size by testing the exact codec, resolution, frame rate, preset, and content. Consider hardware encoding only after comparing its availability and full cost.
- Multiple outputs or renditions: account for the additional processing and outbound traffic, rather than assuming a single-stream VM estimate applies.
No universal winning instance size or current cheapest provider is established by these variables alone. The right low-cost choice is the least expensive setup that sustains your particular stream, region, and recovery requirements.
