Steam production falls below forecast for one of three system-level reasons: the boiler is not transferring enough heat into properly treated water, steam is being lost or degraded before it reaches the process header, or demand and pressure changes are faster than the plant can control. A reliable diagnosis compares forecast and actual values at the same boundary while checking combustion, feedwater, chemistry, blowdown, condensate return, distribution equipment and instrumentation.
Start by defining what “below forecast” means
A forecast may describe nameplate boiler capacity, expected steam leaving the boiler, flow at a common header or usable steam delivered to a process. Those are different quantities. A boiler can meet its outlet-flow target while a leaking header, failed trap or contaminated condensate system leaves the process short of steam.
Reconcile the forecast boundary
| Quantity | What it includes | Diagnostic use |
|---|---|---|
| Boiler-outlet steam | Steam measured as it leaves the pressure vessel | Shows whether firing, heat transfer and boiler controls are producing the expected mass flow |
| Header steam | Steam remaining after valves, piping, traps and separators | Reveals distribution losses and pressure-related flow restrictions |
| Usable process steam | Steam that arrives at the equipment at the required pressure and quality | Captures carryover, pressure collapse, condensate problems and end-use losses |
| Forecast capacity | May assume design pressure, ideal efficiency, specified fuel and clean heat-transfer surfaces | Useful only after its assumptions are matched to operating conditions |
Use consistent units, timestamps and meter locations. Check whether a flow transmitter is reporting mass flow or volume flow, and whether pressure and temperature compensation are active. A forecast based on ideal efficiency can overstate achievable output even when the boiler is operating normally.
Combustion and heat-transfer problems
The boiler can only make steam from the heat that reaches the water. EPA performance guidance identifies fuel-air-ratio errors, incomplete combustion, excessive stack losses, tube fouling, sootblower malfunction, feedwater temperature and excessive blowdown as field causes to investigate. DOE’s Steam System Survey Guide likewise warns that deposits on either the water-steam side or the combustion-flue-gas side reduce heat transfer.

Fuel and burner checks
- Verify fuel pressure, flow and quality against the burner’s operating range.
- Check burner condition, ignition reliability, flame shape and control-valve travel.
- Measure excess oxygen, carbon monoxide, stack temperature and draft. High oxygen can indicate excess air and avoidable stack loss; high carbon monoxide indicates incomplete combustion.
- Confirm that the combustion-control loop is receiving valid pressure, flow and oxygen signals and is not limited by a failed actuator or interlock.
Fireside soot or ash forms an insulating layer on tubes. The resulting lower heat-transfer rate often appears as a rising flue-gas temperature with less steam at the same firing rate. Sootblower failure, poor sootblower sequencing or fuel changes can produce this pattern.
Waterside and fireside fouling
Scale on the waterside is also an insulator. Dissolved minerals concentrate and precipitate on heat-transfer surfaces when treatment or blowdown is inadequate. A fouled boiler may consume normal fuel while taking longer to raise pressure and delivering less steam. Confirm the condition with water samples, inspection records and, where permitted, an internal examination; do not diagnose scale from low output alone.
Water chemistry, TDS and blowdown
Feedwater contaminants, dissolved oxygen and minerals must be removed or treated. OSHA’s Technical Manual describes feedwater supply as an important part of steam generation and emphasizes treatment and controlled blowdown. Conductivity or total dissolved solids (TDS), pH and treatment residuals should be compared with the boiler manufacturer’s limits and the water-treatment program.

How chemistry lowers capacity
- Scale: Deposits insulate tubes and reduce the heat transferred to water.
- Sludge: Loose solids can settle in low-flow areas and block circulation.
- Foam and carryover: High or rapidly changing TDS can carry water into the steam line, reducing steam quality and usable capacity.
- Corrosion products: Iron oxides and other debris can foul surfaces and contaminate condensate.
Measure boiler-water and feedwater conductivity/TDS, pH and treatment residuals; review chemical-feed records and makeup-water quality. Verify both the blowdown flow and its control logic. Insufficient blowdown allows solids to concentrate. Excessive blowdown removes hot, treated water and exports sensible heat, forcing the boiler to replace it with colder makeup water.
Feedwater temperature, condensate return and makeup water
Hot condensate contains recoverable energy. Returning it reduces the amount of cold water that must be heated and lowers the contaminant load entering the boiler. DOE and EPA guidance recommend maximizing clean condensate return and recovering heat from blowdown where equipment and water quality permit.

Why a condensate change can look like a boiler failure
If a condensate pump trips, a return line leaks or condensate is rejected because of contamination, makeup-water flow rises. The colder feedwater consumes more heat before it reaches saturation, so steam flow can fall even though the burner is firing normally. A sudden increase in cold makeup water can temporarily suppress generation until boiler water returns to its normal temperature.
Record feedwater temperature, condensate-return rate and makeup-water rate together with steam flow. A falling feedwater temperature paired with rising makeup flow points toward a return-system or contamination problem rather than an immediate burner fault.

Steam can disappear after it leaves the boiler. Failed steam traps, leaking valves or flange joints, damaged insulation, leaking seals, blocked separators and condensate-pump failures all reduce delivery to the process. DOE maintenance guidance calls for routine inspection of traps and steam lines and prompt repair of leaks. EPA notes that steam and condensate leaks increase makeup-water demand and contamination risk.
Locate the boundary of the loss
- Compare boiler-outlet mass flow with process-header mass flow at the same time.
- Walk the header and branch lines for audible leaks, hot spots, damaged insulation and abnormal condensate discharge.
- Test traps using the plant’s approved ultrasonic, temperature or visual method; do not bypass a trap without a controlled procedure.
- Check valves, flange joints, seals, separators, condensate pumps and return tanks.
- Confirm that pressure-reducing stations and control valves are not restricting flow because of a failed positioner, plugged strainer or incorrect setpoint.
If boiler-outlet flow meets forecast but header flow does not, the shortfall is downstream of the boiler. If both measurements are low, continue with combustion, water-side and control checks.
Demand spikes, pressure collapse and carryover
A boiler may be correctly sized for steady demand yet fail during a rapid load step. National Board guidance reports that a rapid, short-term demand increase of only 15% can cause high water entrainment in some systems. A batch start, shift change or simultaneous opening of several process valves can pull pressure down faster than firing and feedwater controls can respond.

What a rapid demand increase does
- Lower pressure increases steam volume, so the same mass flow occupies more pipe capacity.
- Rapid boiling can lift water from the boiler, creating wet steam and carryover.
- High TDS and foam make entrainment more likely.
- Protective controls may reduce firing or trip equipment when pressure, level or flame limits are reached.
Review pressure, level, steam-flow and alarm trends around the demand step. Sequence boilers where multiple units are available, stage large users, and tune feedwater and steam-use valves for the permitted operating range. Operate near the manufacturer’s design pressure only when required procedures, relief protection and operating limits allow it.

Measurement error can create a paper shortfall. EPA field guidance calls for steam and feedwater flow, efficiency, operating pressure, makeup-water temperature and conductivity measurements. Validate meter calibration, impulse lines, transmitter ranges, density compensation, data timestamps and historian scaling.
Common reconciliation failures
- A steam meter is installed upstream of the forecast boundary while the forecast uses process-header delivery.
- Fuel flow is recorded volumetrically while the forecast assumes a different heating value.
- A pressure transmitter is biased, causing incorrect mass-flow compensation or premature control action.
- Condensate return is counted as steam production or is omitted from the water balance.
- Startup, trip and low-load intervals are averaged into a period intended to represent steady operation.
Build a simple mass and energy balance using synchronized readings. A credible diagnosis should explain the difference between forecast and actual flow without relying on a single instrument.
Measurements to collect first
Collect the following before changing setpoints or opening equipment:
- Steam flow at the boiler outlet and process header.
- Feedwater flow, temperature, pressure, level and pump status.
- Fuel flow and pressure, combustion oxygen, carbon monoxide, stack temperature and draft.
- Boiler-water and feedwater conductivity/TDS, pH, treatment residuals and recent laboratory results.
- Blowdown flow, valve position or a chemistry-derived blowdown fraction.
- Condensate-return rate, makeup-water rate and condensate temperature.
- Steam-trap, leak, insulation, separator and condensate-pump condition.
- Alarm, trip, startup and demand-step history.

Step 2: Separate production from delivery
Compare outlet and header flow. A gap indicates distribution, pressure-control or steam-quality problems; a low value at both points sends the investigation back to the boiler.
Step 3: Check load and pressure history
Look for a demand step, pressure collapse, high level, low level, carryover alarm or protective trip. Correlate the event with valve positions and boiler sequencing.
Step 4: Check combustion and heat transfer
Verify fuel conditions, oxygen, carbon monoxide, stack temperature, draft, burner operation and sootblower status. Rising stack temperature at unchanged firing is a strong reason to inspect for fireside fouling, but confirm with approved inspection methods.
Step 5: Check water chemistry and blowdown
Sample feedwater and boiler water, compare conductivity/TDS and treatment residuals with prescribed limits, and verify actual blowdown. Correct chemistry under the water-treatment program; do not make large chemical or blowdown changes without qualified oversight.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choosing corrective actions
Evaluate each action against the same eight criteria rather than selecting the fastest apparent fix.
| Option | Primary effect | Response time | Risks or requirements |
|---|---|---|---|
| Burner tuning and combustion repair | Restores heat release and reduces stack loss | Hours to days | Requires combustion measurements, qualified personnel and safe firing limits |
| Fireside cleaning or sootblower repair | Restores tube heat transfer | Hours to outage-scale work | Inspection and outage planning; cleaning method depends on deposit |
| Water-treatment correction | Limits scale, sludge, foam and carryover | Immediate control benefit; deposit removal may require an outage | Must follow boiler-maker chemistry limits and a qualified treatment program |
| Blowdown optimization | Balances TDS control against heat and treated-water loss | Hours to weeks for stable control | Needs reliable conductivity or TDS measurement |
| Condensate-return repair | Raises feedwater temperature and reduces makeup demand | Hours to days | Contaminated returns must be isolated or treated |
| Trap, leak and insulation repair | Increases steam reaching the process header | Hours to maintenance-cycle work | Requires safe isolation and verification after repair |
| Control or sequencing changes | Handles demand transients and pressure stability | Hours to commissioning | Must preserve level, pressure, flame and relief protection |
Safety and operating limits
Do not defeat low-water cutoffs, pressure limits, flame safeguards or relief devices to chase a forecast number. Do not open a boiler, trap, separator or pressurized line without isolation, depressurization and the site’s permit and lockout procedures. Chemistry adjustments, internal inspections, burner tuning and pressure-control changes belong to competent personnel following the manufacturer’s instructions and applicable regulations.
Why this matters beyond one boiler
The U.S. Department of Energy reported that steam accounted for 4,762 trillion Btu in 2006, approximately 40% of total energy used in U.S. industrial process applications for product output. That historical figure is not a current plant benchmark, but it illustrates why a small efficiency or delivery problem can affect fuel, water, production and emissions at industrial scale.
Decision rule
Trace the shortfall from the forecast boundary inward: first prove whether steam is missing at the boiler outlet or only at the process header, then use synchronized flow, pressure, temperature, combustion and chemistry data to identify the limiting mechanism. The correct fix may be a burner, deposit, water-treatment, condensate, distribution, control or forecasting correction; low steam flow alone cannot distinguish among them.
