Act as though the warning is a continuity incident, not an ordinary supplier change. Freeze nonessential account changes, appoint an executive owner and technical incident lead, export a complete SIM and device inventory, identify safety- and revenue-critical services, and obtain written plans from the provider, administrator, network operator and wholesaler. Then stage and test a migration while the existing service still works.

A failed SIM can leave a device without connectivity and, in some cases, make the equipment unusable. Embedded eSIMs and IoT eUICCs make physical replacement difficult or uneconomic, so the migration must cover remote profile control, APNs, identifiers, credentials and on-site recovery—not just telephone numbers.

Start with a 72-hour continuity response

Do not wait for a formal shutdown date. Insolvency proceedings can change who controls customer accounts, network access, billing systems and eSIM-management platforms with little operational warning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Assign accountable owners. Name an executive decision-maker and a technical incident lead. Open a dated decision log that records notices, calls, commitments, risks, test results and approvals.
  2. Demand written facts. Ask the provider for its financial-status notice, administrator contact, service-continuity plan, possible cessation dates, the underlying network owner and an escalation route. Request confirmation of what happens to numbers, SIM identifiers, eSIM profiles, APNs, static IPs, billing records and support access.
  3. Export the inventory. Pull customer, account, SIM, eSIM, device, usage and billing data before portals or APIs are restricted. Keep an immutable copy of every export and the time it was obtained.
  4. Mark criticality. Label alarms, vehicles, medical or welfare equipment, industrial controls, payment terminals, field-service systems and other devices whose loss could create danger, regulatory exposure or material revenue loss.
  5. Find unreachable hardware. Identify equipment in walls, roofs, vehicles, remote cabinets, customer premises or hostile environments where a physical SIM swap is impractical. Record who can access each site and how long a visit would take.
  6. Check profile control. Establish whether the failing provider controls the eSIM subscription manager, profile downloads, over-the-air keys, APN credentials or device-management platform. Obtain administrator access or a documented transfer procedure.
  7. Contact the network layer above and below the provider. Ask the mobile network operator and any wholesaler whether service will continue, whether customers must migrate, and whether a direct-transfer process exists. Preserve all contracts, invoices, service orders, porting authorisations and notices.

This first response is a preservation and decision exercise. Do not cancel working services or start mass swaps until the replacement design, rollback method and ownership of data are clear.

Why an insolvency can disable more than phone service

A failed SIM removes the device’s network path

The UK Revised Telecommunications Security Code of Practice (2026) states that when a SIM fails to allow network access, the subscriber or device cannot obtain connectivity beyond default emergency-service access. A device may therefore stop reporting, receiving commands or authenticating to an application; some equipment can become inoperable. That risk applies to corporate smartphones as well as alarms, vehicles, field systems and critical infrastructure.

Emergency access is not a substitute for normal operation. It does not preserve an IoT data session, a private APN, a static address, telemetry, remote control or a business voice number. Treat a device that can only make an emergency call as disconnected from the business.

Embedded eSIMs change the physical replacement problem

Many IoT products use an embedded universal integrated circuit card (eUICC) or another soldered eSIM. The UK security code notes that such components are increasingly embedded in IoT devices and may not be physically replaceable. Even where a removable IoT SIM exists, reaching it across a large or geographically dispersed fleet may cost more than the hardware is worth.

Migration consequently depends on whether a new profile can be downloaded, activated and selected remotely. A replacement carrier that can supply ordinary plastic SIMs but cannot provision profiles on your installed eUICCs is not a complete solution.

Continuity can become a public-interest issue

Telecom failures can affect emergency services, hospitals, medical alarms, critical infrastructure, public services, vulnerable customers and businesses. In a UK written ministerial statement dated 12 October 2026, Culture Secretary Lisa Nandy said officials monitored the TalkTalk process because disconnections could create risks to life and continuity of telecommunications. The statement says BT announced on 5 October 2026 that it would acquire TalkTalk Telecom Group out of administration.

The lesson is operational: classify critical connectivity early and involve regulators, emergency-service customers and safety officers where appropriate. Do not assume an administrator will know which of your SIMs support a life-safety function.

Build an inventory that a new provider can actually use

A billing account list is insufficient. Export one row per subscription and associate it with the physical or embedded device, application and site.

Record Why it matters during migration
MSISDN, IMSI and ICCID Supports number, subscriber and SIM-identity reconciliation and any permitted porting process.
eSIM eID, profile identifier and activation state Shows which profiles exist, whether they are downloadable and what the receiving provider must replace.
SIM form factor and device model Separates physical swaps from remote provisioning and exposes compatibility limits.
APN, username, password, static IP and private-network details Allows the replacement connection to reach the same applications, VPNs and firewalls.
Country of use, roaming footprint and permanent-roaming status Prevents a service that works domestically from failing in another country or violating roaming rules.
Usage, billing plan, contract term and notice date Supports capacity planning, dispute handling and a controlled overlap period.
Device owner, site, application dependency and criticality Determines swap order, site access, testing and escalation.
Power state, reachability and last-seen timestamp Identifies devices that cannot receive an over-the-air change or may already be offline.

Reconcile exports against invoices, network-management dashboards, device-management records and application logs. Investigate orphaned SIMs, duplicate identifiers, inactive subscriptions that still sit in equipment, and devices whose recorded site is wrong. Keep the original provider’s file unchanged and create a separate migration master with an owner and change history for every field.

Determine who controls eSIM profiles, credentials and data

“We own the hardware” does not establish control of the subscription. Ask for written answers to these questions:

  • Who is the legal customer for each profile: your company, the failing provider, a wholesaler or another service platform?
  • Who operates the subscription manager and can download, enable, disable or rotate profiles?
  • Can your organisation obtain profile identifiers, activation codes, eSIM metadata and usage history in a portable format?
  • Are APN credentials, private-network routes, IP allocations, OTA keys and device-management accounts held by the provider or by your team?
  • Can the receiving provider issue a profile to the installed eUICC, and can the device switch profiles without a site visit?
  • What customer, location and telemetry data will be transferred, retained or securely deleted?

Place copies of contracts, data-processing terms, service orders and technical runbooks in an internal repository that does not depend on the failing provider’s login. If an administrator changes control, rotate administrator passwords, API tokens, OTA credentials and profile-management access after verifying that the new operator has the minimum permissions required.

Choose a migration path for each type of fleet

Removable SIMs

  1. Order replacement M2M/IoT SIMs in compatible sizes and electrical specifications.
  2. Recreate APNs, private routes, static addresses, firewall rules and roaming permissions in the receiving service.
  3. Pilot the replacement in representative devices, locations and countries.
  4. Schedule swaps by risk tier, starting with devices that have a safe local fallback and moving toward critical or hard-to-reach sites only after the pilot succeeds.
  5. Keep the old service active until each cohort has authenticated, exchanged expected data and passed application-level checks.

Record the old and new ICCID/IMSI relationship, installer, time, site and test result. A SIM that registers on the network but cannot reach the application is not a successful migration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

eSIM and eUICC fleets

  1. Confirm the eUICC model, firmware, profile-management standard and available profile slots.
  2. Verify that the receiving provider can download and activate a profile on that exact hardware and in every required country.
  3. Test remote profile switching, reboot behaviour, power-loss recovery and rollback on representative devices.
  4. Define an on-site procedure for devices that cannot be reached, are powered down, have exhausted profile slots or lose connectivity during the download.
  5. Retain evidence of which profile is active on every device after the change.

Never assume that an eSIM is transferable simply because it is digital. The provider may control the subscription manager or activation credentials, and the hardware may impose profile or firmware restrictions.

Safety- and revenue-critical devices

Use two independent connectivity paths where the consequence of an outage justifies the cost—for example, a multi-network IoT service plus a separate carrier. Test failover with realistic signal strength, power interruptions, antenna placement and application timeouts. Measure recovery time and document every manual step. Redundancy that has never been exercised is only an assumption.

Work with the provider, administrator, network operator and wholesaler

The UK Network Operators and Wholesalers Final Engagement Protocol (2026) says a communication provider is responsible for ensuring that its direct customers are migrated or ceased safely during modernisation activity. It also sets an expectation of at least twelve months’ advance written notice before services start to close under that protocol. Those provisions can improve planning when they apply, but insolvency, geography, contract structure and regulator action determine whether they protect your particular service.

Request a single written response covering:

  • the legal entity currently responsible for your contract and the entity operating the radio network;
  • the date and scope of any planned suspension, closure or customer transfer;
  • continued access to portals, APIs, billing history, usage records and support;
  • number, identifier and eSIM-profile portability arrangements;
  • the process for authorising ports and resolving rejected requests;
  • how prepaid balances, deposits, credits and outstanding invoices will be handled; and
  • the incident channel for safety-critical services.

If responses conflict, ask the network operator and wholesaler to identify which statement governs your account. Preserve notices with their timestamps; verbal assurances are not a migration plan.

  6. Approve a cohort. Record results, defects, recovery time and manual actions before expanding to more devices.

Set an explicit stop condition: if a critical device cannot be contacted, authenticated or observed by its application owner, pause the rollout and restore the last known-good profile or SIM.

Protect data and network security during the handover

SIM credentials, eSIM activation material, APNs, private IP ranges, OTA keys, device certificates, customer locations and telemetry are sensitive. Transfer them through authenticated channels, limit access by role and log every download or profile action.

  • Change administrator credentials when control moves to a new provider or administrator.
  • Revoke former supplier accounts, API tokens and support access that are no longer necessary.
  • Separate profile-management rights from application and billing rights.
  • Encrypt inventory exports and keep a read-only evidence copy.
  • Obtain written confirmation of retention, transfer and secure-deletion obligations for customer and device data.
  • Review whether data residency, sector rules or contractual confidentiality terms restrict the destination provider.

Compare replacement services on operational, not just price, criteria

Criterion Questions to answer
Coverage and independence Is indoor, rural, underground and vehicle coverage adequate? Does the service use one network or multiple independent networks?
Roaming Which countries are supported, and are permanent-roaming restrictions or fair-use limits relevant?
eSIM provisioning Can the provider remotely provision and switch profiles on your installed eUICCs?
Network integration Are private APNs, VPNs, static addresses, firewall policies and existing authentication methods supported?
Compatibility Do modem bands, firmware, profile standards and device-management tools match the fleet?
Portability Can numbers, subscriber identifiers, profiles, usage records and configuration data be exported or retained?
Service commitments What availability, incident response, escalation and exit-assistance commitments are written into the contract?
Commercial terms What are the contract term, migration charges, minimums, data-residency terms and termination rights?

Choose the service that can keep the most consequential devices operating and provide a credible exit, not merely the lowest recurring rate.

What the rules do—and do not—guarantee

United Kingdom

The 2026 UK security code describes the consequences of SIM failure and the increasing use of embedded IoT eUICCs. The 2026 engagement protocol addresses safe migration and, where applicable, expects at least twelve months’ written notice before closure. UK public network providers are also expected to maintain one month of fixed/mobile data, mobile voice and text connectivity during loss of international connections. That one-month expectation is a resilience benchmark, not a universal promise that an insolvent retail provider will remain available for every customer.

Australia

The Australian IGN007 is intended to improve continuity outcomes for customers during provider failure. It does not create a worldwide entitlement to port numbers, recover prepaid balances, obtain all data or keep service throughout administration. Read the instrument together with the contract, the administrator’s directions and any Australian regulator action.

India

India’s Telecom Regulatory Authority released recommendations on 30 December 2025 concerning foreign-provider SIM and eSIM cards for M2M/IoT devices intended for export. Those recommendations may matter to exporters and internationally deployed equipment, but they do not by themselves establish the rights of every business facing a domestic provider insolvency.

For any jurisdiction, identify the country, regulator, contractual network layer—retail provider, mobile network operator or wholesaler—and the exact service type before promising porting, emergency access, profile transfer or administrator support.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common failure modes and practical fixes

  • The account portal disappears. Use preserved exports, invoices and contracts; ask the administrator and network operator for a controlled data release.
  • A port is rejected because the account name or address differs. Reconcile legal-entity details and authorisations before submitting a new request.
  • The new SIM registers but applications show no data. Check APN credentials, private routes, firewall rules, static addressing and DNS rather than repeating the SIM swap.
  • An eSIM download fails remotely. Check profile slots, firmware, power state and coverage; dispatch a technician with an approved fallback procedure for unreachable devices.
  • Roaming works in one country only. Validate each country, permanent-roaming rule and partner network during the pilot.
  • Credentials leak during transfer. Revoke exposed keys, rotate administrator access and review profile-management logs.
