Neither a webpage screenshot nor a PDF archive is automatically better evidence. A screenshot is a quick visual record of a particular browser view; a PDF is usually easier to read, print, and share. Neither necessarily preserves the full webpage, its linked resources, behavior, or the circumstances of capture. If completeness matters, preserve the relevant web content in an appropriate web archive and keep a screenshot or PDF as a readable companion. Record how and when every capture was made and handled. Whether it is admissible or persuasive depends on the jurisdiction, proceeding, and foundation—not just the file format.
What each format actually preserves
Screenshot: a fixed view
A screenshot records what was visible in a particular browser view at capture time. It can make a useful, legible exhibit, but it does not automatically preserve the rest of the page, its links, underlying files, or the context that produced the view. NARA does not accept static screenshots for permanent web-content transfer because they do not retain hypertext functionality (NARA web-records transfer guidance).
PDF rendition: a convenient document copy
A PDF can be straightforward to read, print, and distribute. But it is a rendering of a webpage, not necessarily a complete preservation copy. NARA says its PDF web-capture method turns rendered content into static PDF content, can lose page functions such as image captions, is not appropriate for complex sites or large amounts of content, and may require some formats to be acquired separately (NARA web-content guidance).
Web archive: a preservation-oriented capture
A web archive aims to retain resources and context that an image or PDF rendition may omit. How much it preserves depends on the capture method, crawl scope, and retained context; an archive file by itself does not establish who captured the source or when. NARA’s format tables list WARC 1.0 and WARC 1.1 among preferred formats (NARA format tables). Its web-records guidance emphasizes content, context, and sometimes site structure (NARA Guidance on Managing Web Records).

Choose by the evidence task

This is a functional comparison based on archival guidance, not a claim that a court will prefer one format. No directly comparable statistic establishes the evidential strength of screenshots versus PDF archives.
How to capture and document a webpage
- Capture the page promptly and note its scope. Record the complete source URL, date and time, whether the time is UTC or local, who made the capture, and the tool or process used. Note what was included, any interaction required, and anything that failed to load.
- Preserve what the issue depends on. If the dispute concerns more than the visible screen, retain relevant page resources, links, and context. Consider a WARC-compatible capture when the workflow and retention goal support it.
- Keep an original and track derivatives. Retain the original capture file. If you make a working or sharing copy, record transformations such as conversion, cropping, annotation, or redaction.
- Record integrity and custody as appropriate. A file hash can help detect later changes, but cannot by itself prove what the source contained or how the capture was made. Record custody or access events when appropriate to the stakes and applicable procedure.
- Follow the applicable process. Use organizational retention rules and jurisdiction-specific legal advice for a live dispute; the archival and evidence-handling guidance discussed here does not establish a universal admissibility test.
RFC 3227 recommends detailed collection notes, including: “Note the difference between the system clock and UTC. For each timestamp provided, indicate whether UTC or local time is used.” It also says that, where feasible, checksums and cryptographic signing may help preserve a strong chain of evidence (RFC 3227, Guidelines for Evidence Collection and Archiving, published February 2002). A hash or signature supports an integrity process; neither alone proves the original webpage or the circumstances of capture.

Protect the master and keep a traceable record
Keep a documented, protected master copy and make clear which copies are for examination or sharing. The UK Defence Science and Technology Laboratory’s Digital Imaging and Multimedia Procedure v3.0, published November 16, 2021, describes a documented master and traceability in police and criminal-justice digital imaging. It says a secure server can be used; it does not require a physical medium when controls are satisfied (GOV.UK procedure). This is a process principle from that specific context, not a universal webpage-evidence rule. An additional external drive can be one backup, but the device alone does not make a capture authentic or tamper-proof.
NARA defines web-content integrity as “complete and unaltered” in its Guidance on Managing Web Records (last reviewed June 26, 2017). That agency records-management guidance discusses authenticity, integrity, context, and backups; it is not litigation advice for every reader (NARA guidance).

Does format decide admissibility?
No universal conclusion follows from the format alone. The cited sources explain web preservation and evidence-handling practices; they do not set a rule for how every court will evaluate a screenshot, PDF, or archive. The UK Ministry of Justice’s Practice Direction 31B concerns UK civil disclosure and provides document-handling context, not a rule for every jurisdiction or every webpage capture (Practice Direction 31B). For an actual dispute, follow the relevant court rules and get jurisdiction-specific legal advice.
