First check whether the extension is Evernote Web Clipper or OneNote Web Clipper: both use “Web Clipper” in their names, but they save to different accounts and have different sign-in steps. Then identify whether the problem is installation, sign-in, capture, or saving. The available guidance does not establish a Windows 11-specific failure or an India-specific restriction, so your location alone is not a diagnosis.
Identify the clipper and the failure
Open chrome://extensions in Chrome and find the extension’s name. Check which account and destination should receive your clips: Evernote or a OneNote notebook. Do not apply instructions for one extension to the other.
Pinpoint what happens before changing settings:
- Icon missing or disabled: check whether the extension is installed, enabled, and allowed by Chrome.
- Popup blank, stuck, or repeatedly asks you to sign in: investigate authentication, popups, and permissions.
- Clip does not appear in the notebook or account: confirm you are signed in to the intended account and try a simple page.
- Only some pages clip incorrectly: the page’s layout, interactive content, or multimedia may be affecting capture.
Check Chrome, installation, and device restrictions
- Update Chrome, then reopen it and test the extension again.
- Go to
chrome://extensionsand make sure the correct Web Clipper is installed and switched on. - If installation or updating is blocked, check whether Chrome says it is managed by your organization. Work or school administrators can restrict extensions; ask the administrator rather than trying to bypass the restriction.
- If you reinstall, use the official Chrome Web Store listing for the extension you identified. Avoid unofficial copies.
Google’s Chrome Web Store Help provides general guidance on extensions and installation. These checks do not imply that Windows 11 itself is causing the problem.
If Evernote Web Clipper is not working
Evernote recommends testing other pages and capture modes, checking browser settings that can interfere with sign-in or saving, and signing in again. Its troubleshooting article was updated March 14, 2025: Evernote Web Clipper troubleshooting tips.

- Try clipping a different, ordinary webpage. If that works, the original page may be the issue.
- Switch among Article, Simplified Article, and Full Page. If the page is complex or multimedia-heavy, try the screenshot option.
- If you want to clip a particular passage, select it on the page before opening the clipper.
- Check that third-party cookies are allowed and that Evernote is not blocked by browser settings or extensions. Temporarily disable ad-blocker extensions to test whether one is interfering.
- Clear Chrome’s browser cache, then sign out of Evernote and sign back in.
Evernote notes that complex designs, interactive content, and multimedia such as video or audio can lead to pages clipping differently than expected. A failure on one such page is not, by itself, evidence of an account-wide problem.
If OneNote Web Clipper is not working
Microsoft’s OneNote Web Clipper guide describes signing in through the extension and accepting the permissions it requests. It supports clipping a full page or a selected region as a screenshot, and clipping an article as editable text and images.

- Open a normal webpage and click the OneNote Web Clipper icon.
- Complete sign-in in the extension popup using the account that should receive the clip.
- Accept the permissions requested by the extension, then try an Article, Full Page, or Region capture.
- If sign-in is blocked or the popup does not complete, allow the OneNote sign-in popup, restart Chrome, and reinstall the extension from its official listing.
- If the issue continues, test the extension in Edge. If it also fails there, record the error and report it through Microsoft’s feedback route.
Microsoft Q&A includes user reports from 2026 about OneNote clipping or sign-in problems in Chrome and other browsers. In one thread, a Microsoft moderator suggested submitting feedback after the behavior reproduced across browsers. Such reports show that users experienced problems; they do not confirm a current widespread outage or establish its cause. See the Microsoft Q&A discussion.
Compare pages, browsers, and accounts to narrow it down
- Try a second ordinary webpage, then retry the page that failed.
- Where practical, test another Chrome profile or another browser.
- If only one page fails, focus on its layout or interactive content and try a different capture mode.
- If sign-in fails across browsers, note the exact error, Chrome version, extension version, and whether you are using a personal or work account.
- Send those details through the extension’s official support or feedback route if the problem persists.
These comparisons help distinguish a page-specific capture problem from an extension, account, or browser issue. They cannot establish an India-specific restriction; the available official guidance does not identify one.
