What changed
The rollout broadened where npm’s web authentication could be used. Before the expansion, the flow had been made available for npm login and npm publish when invoked with --auth-type=web. The September 20, 2022 announcement said it was extended to other commands requiring authentication or OTP verification.
This describes the scope of the feature, not a confirmed list of commands: the announcement does not enumerate them or say that every command uses an identical browser flow.
Which npm CLI version supports it?
GitHub’s announcement gives npm CLI 8.19.1 as the minimum version for the expanded capability. That is the release threshold stated in the 2022 announcement; it should not be confused with the version number of current npm documentation.

What authentication type does npm use for login?
The npm CLI v11.21.0 npm login reference lists web and legacy as the available auth-type values, with web as the documented default. These are the current login-documentation settings, not a claim that every historical npm version used the same default.

The login reference also says that providing an otp configuration forces auth-type to legacy. So if login behaves as a legacy prompt rather than using web authentication, check whether an OTP value is configured. This is a login-specific setting; it does not establish how every other authenticated command behaves.

Check the registry before logging in
npm login verifies the account against the selected registry and saves credentials in .npmrc. If no registry is specified, npm uses https://registry.npmjs.org/. For a private registry, the login documentation describes pairing --scope with --registry so packages in that scope use the specified registry.

npm login --scope=@mycorp --registry=https://registry.mycorp.comSubstitute your actual scope and registry URL; the example values are illustrative. Logging into the public npm registry does not by itself authenticate you to a separate private registry.

npm login, check whether an OTP setting is present in npm configuration. The v11.21.0 login reference says this forces legacy authentication. -

If using a private registry, confirm the intended
--scopeand--registryassociation. The available official announcement does not supply command-by-command browser behavior, so do not assume a particular non-login command will display the same prompt.
One separate detail about npm login
The current npm login reference says that running npm login automatically generates a legacy token of publish type. That is a documented detail of login and should not be confused with the 2022 announcement about extending web authentication to additional commands.
