The widespread symptoms made the outage look broader than it was.
What happened on June 15, 2020?
T-Mobile experienced a nationwide outage that lasted through much of the day. Customers had trouble with voice and data service. Some calls involving T-Mobile customers also failed when they tried to reach people on other networks, and T-Mobile users could not reach some websites and apps. Those effects made it appear that unrelated providers and services were failing independently.
At the time, T-Mobile CEO Mike Sievert described the issue as an “IP traffic related issue” that caused capacity problems in the network core, according to Axios. A viral image and social posts instead claimed the United States was under a massive DDoS attack, allegedly originating in China. BleepingComputer reported that the claim spread rapidly, including amplification by a U.S. congressman.
What caused the outage?
T-Mobile’s explanation, reported by BleepingComputer in an update on June 17, 2020, identified a failure in a leased fiber circuit from a third-party provider in the Southeast. The disruption was not contained as intended because redundancy failed to work properly. The resulting overload developed into an IP-traffic storm and spread through the network core.

The affected core included the IP Multimedia Subsystem (IMS), which supports Voice over LTE (VoLTE) calls. Congestion in that system disrupted call and messaging services. The documented sequence was:
- A third-party leased fiber circuit in the Southeast failed.
- Redundancy did not contain the failure as intended.
- Overload and signaling congestion spread through T-Mobile’s IMS core.
- Voice and messaging failures made some other services appear unavailable to T-Mobile users.
- Social posts misread those symptoms as evidence of a coordinated nationwide DDoS.
Why did people mistake it for a DDoS?
A distributed denial-of-service (DDoS) attack uses large volumes of malicious traffic to make services difficult or impossible to reach. Widespread reports of failed calls, unavailable services, and a dramatic-looking viral map could seem consistent with that kind of attack. But a visual map and reports of unreachability do not establish that malicious traffic caused the disruption.

Cloudflare CEO Matthew Prince publicly rejected the DDoS claim. As quoted by BleepingComputer, he said that the “massive DDoS attack” story was inaccurate and described the event as cascading failures affecting T-Mobile users’ voice and data networks after network configuration changes went badly. His account was consistent with T-Mobile’s infrastructure-failure explanation, not with a confirmed attack on independent U.S. providers.
How did the DDoS theory compare with the documented explanation?

How severe was the outage?
The Federal Communications Commission (FCC) estimated that at least 41% of all calls on T-Mobile’s network failed during the outage. The FCC also reported at least 23,621 failed calls to 911. These are counts of failed calls, not counts of unique customers.

BleepingComputer cited an outage-tracker report saying more than 110,000 T-Mobile users were unable to make or receive calls around noon Eastern on June 15. That was an approximate contemporaneous tracker figure, not an official FCC subscriber count.

The FCC’s technical report records that T-Mobile’s network returned to a normal working state at 12:46 a.m. EDT on June 16, 2020, after restoration work reduced IMS registration congestion. T-Mobile President of Technology Neville Ray said voice and text services had been restored and apologized to customers.

This incident refers specifically to June 15–16, 2020. It should not be confused with any later T-Mobile outage, which would require its own evidence and explanation.
